The Grant County Commissioners session was called to order at 9:0o a.m. with all the Commissioners in
attendance with the Clerk of the Board.
COMMISSIONERS WORK SE�SION
The Commissioners denied the budget extension request from Superior Court in the amount of $446•52
to purchase a cordless microphone for their sound system in the Department 3 Courtroom. The Board
requested them to use existing funds and if needed approach them for a budget extension later on in the
year. The Commissioners approved the request to purchase an FTR display clock in the amount of
$642.01 from their Small Tools fund.
The Commissioners signed and approved the Westlaw on-line subscription application for the Grant
County Law Library.
The Commissioners reviewed the budget extension request from the Grant County Fairgrounds in the
amount of $6,000.0o to purchase a forklift and irrigation equipment. As this is a Fairgrounds capital
project item, it was decided that a budget extension was not needed.

The session was continued at 9:0o a.m. with all Commissioners in attendance with the Clerlc of the Board.
OPE1V RECORD PUBLIC HEARING EMERGENCY MANAGEMENT BUDGET EXTENSION
The Commissioners held an Open Record Public Hearing regarding a budget extension requests from the
Department of Emergency Management Fund # io2, Dept #i44 in the amount of $72�,441.0o for
Homeland Security Grants. Cornmissioner Carter moved to close the public comment portion of the
hearing, Commissioner Allison seconded and the motion passed unanimously. Commissioner Carter
moved to adopt the budget extensions as presented, Commissioner Allison seconded and the motion
passed unanimously. The hearing adjourned. (Resolution No. o8-oag-CC).
OPEN PUBLIC MEETING, COUNTY PAPER OF RECORD DECISION
The Commissioners held an Open Public Meeting to award the County Paper of Record. Commissioner
Allison discussed the 2 bids that were received:
• Columbia Basin Herald $z.99 per column inch
• Grant County Journal $2.59 per column inch

He also stated that the bid notice asleed for a certified copy of the newspaper circulation. The GCJ did
submit this information, the CBH did not. The CBH envelope also did not state that there was a bid
enclosed. That caused the bid to be opened in error by Gwen Palmer.
Commissioner Allison moved to close the public comment portion of this meeting, Commissioner Carter
seconded and the motion passed unanimously, Commissioner Carter moved, Commissioner Allison
seconded, to award the 2008-2009 Grant County Paper of Record to the Grant County Journal. The
motion passed unanimously.
D POHLE, PUBLIC WORKS UPDATE
The Commissioners signed the Request to the County Road Department for Reimbursable Work with the
Town of Hartline.
CONSENT AGENDA:
Commissioner Allison moved to approve the Consent Agenda, Commissioner Carter seconded and the
motion passed unanimously, as present below:

Grant County Historical Society Lease Agreement between Grant County and the Grant County
Historical Society for the purpose of leasing certain real property for the operation of a public
museum.

Lake Community Health for community education and information and Parent to Parent
Services.
NEW HOPE UPDATE
The Chair of the Board was authorized to sign the contractor intake agreement between Grant County and
New Hope Domestic Violence and Sexual Assault Services.
The Chair of the Board was authorized to sign the Division of Vocational Rehabilitation agreement
between Grant County and Grant Mental Healthcare.
The Commissioners approved out of state travel request for Suzi Fode from New Hope Domestic Violence
and Sexual Assault Services to visit violence shelter at the request of DSHS in Vancouver, Washington.
MISCELLANEOUS ITEMS
The Chair of the Board was authorized to sign the Moody's Application for Preferred Pricing for the
Fairgrounds Bonding project.
The Commissioners approved the request of the Public Defense Supervising Attorney to suspend the
contracfi of Public Defender Mike Aiken.

The Commissioners approved the recommendation of the Sheriffs Office to scan and provide Discovery
for all offices. They will also be scanning all tickets from different ticketing agencies and turning over to
District Court.
The Commissioners signed the Payroll Final Register for the month of March, 2008.

MISCELLANEOUS
The Commissioners signed and approved the Professional Services Agreement for legal representation of
indigent individuals in Grant County District Court full time contractors between Grant County and
Marletta Giles-Ward, WSBA #29457•
The Commissioners signed and approved the Professional Services Agreement for legal representation of
indigent individuals in Grant County Superior Court (adult felony only) full time contractors between
Grant county and Ryan Earl, WSBA #3400�.

The Chair of the Board was authorized to sign a CEO/Director Memorandum of Understanding to
participate in the Washington Clinical Staff Survey between the University of Washington, Washington
Community of Mental Health Council, and Grant Mental Healthcare.
The Commissioners signed the Public Worles Claims Fund Voucher Approval No. o3-i through No. 03-�1
in the total ainount of $24i,2�8.0o as recorded on a listing and made available to the Board.
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of $627,174.08, as recorded on a listing
and made available to the Board.
