RESOLUTION No. Zoos- oa� �cc MAYSAE IeTORISADA dVHEREA�, the Grant County Board of County Commissioners fias been advised that an� open record public hearing was canducted, before the Grant Gaunty Planning Commissian on March 5, 2008, on the matter of recommendation of a Preliminary Plat; said proposal being located in a portion of Section 3 S, Township 20 North, Range 27 East, WM. Grant County, Washington; and, WI3EI�AS, the Grant County Pla�nning Commission on March S, 2008, did unanimously approve a motian to racommend ta the Baard of County Commissioners to ap�rove this Preliminary Plat application with conditions of approval; and, WHEIaEAS, the Grant County Board af Commissioners held a closed record public hearing on 2008 ; and, Wl�EItEr�S, the Board of County Commissioners, have reviewed the application £'ile, staffreport and Plannin� Commission recommendation; and, V�'HEI2EAS, the Board af County Commissioners have found that the proposal will not adversely effect the health, safety, and general welfare of the public in the vicinity of the proposal; a�d, WHEREAS, the Board of Cour�ty Commissioners hav� %und that the proposal is consistent with the Grant County Comprehensive Pla�, the Unified Development Code, other land use regulations, including SEPA; and, WBfE�AS, the Board o� County Commissxoners have fou�ad that the public use and intexest will apparently be served by the Preliminary Plat and; W]HEREA.S, the proposed developm�i�t application and prelimi�ary plat application meet the applicable requirements of the Unified D�velopment Cade, and are consistent with the requirements as listed i�1 Chapter 23.04 (b) Determination oi Consistency with the Camprehensive Plan as deter�nined by the Administrative (3fficial, �VHEREAS, the preliminary plat meets all applicable criteria as listed in the Unified I)evelopznent �ode under ��ction 23.04, �aning and Tit1e 22, Subdivisians/.Plats and; Page 1 of 4 WIIEREAS, the Administrative Of�cial/designee issued a Mitigated Determination of Non-Significance for this proposed development on February 5, 2008, . leiOW, THEREFORE, BE IT HEREBY RESOLVED, THAT the Board of County Cammissioners far Gran.t County, Washington approves by this Resolution, and with the attached conditions of approval listed below, a Preliminary Plat for Maysae Norisada, entitled West Meadows Major Plat , near Moses Lake, in a portion of Section 35, Tawnship 20 North, Range 27 East, Willam�tte Meridian, Cirant County, Washington, CONDITIONS OF APPI�OVAI, �� Development shall be in cpmp�iance with the Washington State Enviranmental Policy Act, the Grant County Comprehensive Plan, the Grant County Unified Development Cdde, and all applicable �acal, state, and federal regulations, rulings or requirements, 2) Proposal shall comply with all requirements deemed necessary by the Grant County Health District, by the Washingtan State Department af Health, and the Washington State Department of Ecology regarding domestic water supply, sewage systems and storm water control and treatment including, but not limited ta; RCW 90.4�.080 Discharge of Polluting Water Prohibited; WAC 173-201, SurFace Vdater Standards; WAC 173-201A, Ground Water Quality Standards; and, WAC 246-272, On-Site Sewage Systems, 3) If any Native American Grave site(s) or archaeological/cultural resources (Indian Artifacts) are found all construction activity shall stop and the owner/developer shall immediately notify tk�e Cxrant County Planning Departme�t, the Colville Confederated Tribes and the Washington State Office of Archaeology and Historic Preservation. 4) Ap�roval of the plat shall be cantingent upan conformance with all applicable land use rules and regulations in effect as of February 1, 2008. 5) During road grading and/or construction activitiES, county roads shall be maintained clear of soil and racks at the poin� a£ ingress / egress, 6) This proposal shall comply with the requiremez�ts af GCC 23. �2.080 Clearing, Crrading and Drainage Standards, ��cluding but not limited to; a) Clearing and grading activiti�s shall be conduc�ed so as to min�mize potential advearse effects a�n o�f'site property. b) All development shall snsure that soil earosipn and sediinentatian o� drainage-ways will b� controlled to prevent damage to adjoining properties. c) Surface drainage sha�l not be directed to or disch.arged onto County Roads ar ditches within County �•ight-of ways unless approved by the County Engineer. Page 2 oi 4 7) This proposal shall comply with �he requirements of GCC 23,12.100 Road Standards, including but not limited to; a) Road names shall be approved by the Grant County Emergency Services Department and shall be established using the addressing and grid system delineated in GCC 10.3G, 8) Development sk�all comply w�th the requirements of the Crrant County Assessor's office; including but not limited to, a) The clients mtast contact the Assessor's office regarding status af current use at least 1 week before recording plat. 9) Development shall comply with all requirements af the Grant County Public Works Department including, but not limited to: Provide a plat check fee of $200.00 for Major plats, The interior plat road shall be built to County Standard (60' :Right-of-Way with a 26' �nished surface of 4" ba�e course, 2" top course and 2 shots of oil). Prior to Grant County Public Works signing the final plat, all required road construction and improvements sk�all be completed and accepted by Public Works, or a Bond shall be in place for the required work. Pravide control monuments for all road intersections and centerline tangents. The Raad that intersectis with D-N.E, and Mc Conihe Road at the Northwest corner of the plat should be labeled Lake Vista Driv�. Provide a plat certificate from the title company for all land being dedicated to Grant County. An approach Permit shall be obtained prior to a building permit. Note 2 shall state to whom the plat road is being dedicated to. No access hatching shall be added at intersections to Lot 1(100' NW, SW, SE and 100' ir� both directions from center of intersecCion af Lake Vista Dr. along inside radius of curve), Lot 3(100' South and West) and Lot 6(100' North and East) in Block 1, Lot 1 (100' South and East) ir� Blocl� 2, Lot 1(100' South a�nd East) and Lot 4(�00' North and East) in Block 3, 10) Llevelopment sha�l comply with al� requirements af ths Cn•an� County Health District, including but not limited to: A site registration is required for e�ch lot before final �pproval of the plat will be given. The Health District will not �review the praposed plat for complia�ace with RCW Chaptex• 19,27 regarding use of exempt wells �ts the water saurce. 11) Dev�lopment shall comply with all requirements of the Grant County Planning Department including, but not limited to: a) Comply with all requirements listed in UDC Chapter 22.04 Article V Final Subdivisions and Short Subdivisions. b) Comply with all requirements listed in th� SEPA Mitigated D�termination of Non-Signi�"icance issued by Grant County, Page 3 of 4 ��rnvnnvGS oF racT�9 (1) The proposed subdivision does meet the applicable requirements of UDC Chapter 22,04 "Subdivisions and Plats"; (2) The proposed subdivision does serve the public use and interest; (3) The proposed subdivision does comply with the Comprehensive Plan, the Shareline Master Program, the zoning cpde and other land use regulations, �,nd SEPA; (4) The proposed subdivision does carrzply with health requirements �or sewage disposal and potable water supply; (5) The proposed subdivision does contain an accurate legal description ofthe lots being created, and the roads �nd e�sements therein; (6) The proposed subdivision does comply with Grant County regulations pertaining to roads, utilities, drainage, access for emergency vehicles, and other infrastructure impravements; (7) The best available science has been considered in the final decision regarding the preliminary plat.
