GRANT COUNTY BOARD OF COMMISSIONERS
MONDAY, MARCH 2,2015
The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.
8:30 a.m.—9:00 a.m. Elected Official Roundtable Meeting
9:00 a.m.—9;20 a.m. J Stricl<ler,ASC Update and Misc BOCC Action
A motion was made by Commissioner Carter, seconded by Commissioner Swartz,to approve items 1
through 4 and 7 through 10 on the ASC Agenda as presented. Items 5 and 6 were not ready for
signature. The motion passed unanimously.
1. Possible vouchers for Interfund Communications, insurance, and/or grant administration.

2. Reques� by Grant County Airport District#1 for BOCC approval of project reimbursements in
three installments on Strategic Infrastructure Project No. 2014-02,Widening of Desert Aire
Airport Runway. (Approved)
3. Grant County Law Library Westlaw Subscription (Agreement)for Software and Practice
Solutions. The subscription sees a 2% increase with the same databases for total monthly
charges of$2,488.60. (Approved)
4. Grant County Request for Reimbursement No. 7 on CDBG Public Services Grant No. 14-
65400-005 for the month of January, 2015,with the Department of Commerce and
administered through the OIC of Washington, in the amount of$6,047.60. (Approved)
5. Anticipating: Resolution Authorizing Execution of Interlocal Cooperation Agreement
between Grant County,Washington and Public Utility District No, 2 of Grant County,
Washington,to permit the County's camera equipment to be installed, maintained and
removed on Grant PUD owned street light and distribution poles (ASC Action Item#6,
below). (Not ready for signature)
6. Anticipating: Interlocal Cooperation Agreement between Grant County, Washington and
Public Utility District No. 2 of Grant County,Washington,to permit the County's camera
equipment to be installed, maintained and removed on Grant PUD owned street light and

7. Request from City of George for extension on deadline from March 31, 2015 to March 31,
2016 for project completion of Strategic Infrastructure Project No. 2014-03 for the North
George Water Distribution System the City is in partnership with the Port of Quincy on.

8. Addendum to Vendor Agreement between Grant County, by and through Developmental
Disabilities, and Service Alternatives to provide Individual Supported Employment and
Group Supported Employment. The Addendum modifies Exhibits A, B, C, E, and G.

Disabilities, and Goodwill Industries of the Inland Northwest to provide Individual Supported

The 2014 annual county inventory of capitalized assets was approved and adopted by
Resolution No. 15-023-CC. The inventory list is being held in the Auditor's Office, Accounting
Department.

MISCELLANEOUS ITEMS
As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the �
auditing officer as required by RCW 42.24.090, in the amount of$346,636.46, as recorded on a listing '
and made available to the Board.
The Commissioners approved and signed the Grant County Payroll Authorization form for the February
20, 2015 payroll.

purchasing site. The 2016 model year Exp/orers are anticipated to be available in late March
2015 and a following Action Item will be presented.
Part 3:
After researching NADA used car values and checking the amounts received from sales of
comparable vehicles in past years 1 recommend the following:
1 recommend that the bid for Trade-in vehicle#0719($1,600.00) which is 31°0 of NADA
Average Trade-in ($5,100J, by the only bidder Gerald Coulter is rejected as being too low.
1 recommend that the bid for Trade-in vehicle#0737($1,800.00J which is 28°0 of NADA ,
Average Trade-in ($6,525), by the only bidder Gerald Coulter is rejected as being too low.
1 recommend that the bid for Trade-in vehicle#7035($3,020.00) which is 46%of NADA
Average Trade-in ($6,525), by the only bidderAaron Lee, is rejected as being too low. �
I recommend that all trade-in vehicles be surplused after the replacement vehicles have
been delivered, outfitted and placed in service. '

The Commissioners sent a letter to the City of Moses Lake Mayor and City Council requesting the parties
complete an Interlocal Agreement for the purpose of connecting the Fairgrounds wastewater to the
City's sewer system, without annexation of the property into the City of Moses Lal<e, Specifically,the
County is asking that the City waive or exempt the County from being required to submit to the City's
annexation policy for the purpose of allowing the County to hook up with the City's sewer system.
