Anticipating: Addendum to Services Agreement between Grant County and Gray&Osborne, � Inc,entered into on November 10, 2014. The Addendum enables implementation of the concession stands design and approval from the Grant County Health District for the installation of holding tanl<systems as set forth in the Agreement's Letter Exhibit and extends the duration � of the Services Agreement. (Did not arrive for signature) � 3. Amendment A to Washington State Military Department Grant Agreement No. E15-059 with � Grant County, by and between the Grant County Department of Emergency Management. The � amendment reallocates unexpended funds from DE-EM0001362 FFY2014 to DE-EM0001362 � FFY2015; an increase of$3,203. (Approved) � 4. Memorandum of Understanding between the United States Department of the Interior, Bureau � of Land Management, and Grant County,Washington regarding Cooperation in the Generation i of the Vantage to Pomona Heights 230 kV Transmission Line Project Environmental Impact Statement. (Approved) ; i 10:30 a.m. —10:50 a.m. Open Record Public Hearing,Sheriff's Office Budget Extension I � The Commissioners held an Open Record Public Hearing regarding a budget extension request i from the Grant County Sheriff's Office in the amount of$27,810.00 to purchase a 2006 Dodge , Charger, 16-Glock Pistols,4-Glock training pistols, 5—Less than Lethal 12 gauge shotgun stock conversion kits, safety glasses and hearing protection, Firearms Training storage shed, and � � i Page 2 of 6 Grant County Commissioners Minutes Week of February 16, 2015 1-EOTech Thermal Imager. Funding comes from the sale of 4- Ruger AC 556 .223 machine guns and 1-Ruger Min-14 .223 rifle, Dave Ponozzo, Undersheriff, discussed the budget extension request. Commissioner Carter moved to close the public comment portion of the hearing, Commissioner Swartz seconded and the motion passed unanimously. Commissioner Swartz moved to approve the budget extension as presented. Commissioner Carter seconded and the motion passed with all Commissioners in attendance. The meeting adjourned. Resolution No. 15-019-CC modifying the Martin Road NW and Bridge#328 County Road Project � (CRP 13-17), (Approved) ' 2:00 p.m.—2;20 p.m. Open Record Public Hearing, Michael SI<eels Franchise ' The Commissioners held an Open Record Public Hearing to consider a franchise application from Michael Skeels. Jeff Tincher, Public Works Director, read into the record the following: The Board of County Commissioners of Grant County Washington have received a franchise application from Michael Skeels for irrigation water along County Road V-NW, Road Log Number 30252,from approximately Mile Post 0.20 to Mile Post 0.35, lying in Section 17 of Township 20 North, Range 23 East W.M,, all in Grant County, Washington, as highlighted on the attached map. ' Page 3 of 6 Grant County Commissioners Minutes Week of February 16, 2015 In early January 2015 Grant County Public Works (GCPW)crews noticed 18"culvert pipe being installed in the County Road Right-of-Way at this location and contacted Michael � Skeels. Public Works discussed with Mr. Skeels that thls work needs to be permitted and a Franchise approved since the pipes are running parallel along the road. There is currently an existing line running south, approximately 1,000 feet in length, parallel to County Road V-NW to the intersection of 9-NW and runs into a canal. The pipe appears to be 18"culvert pipe and has been in place for quite some time. GCPW has no record or franchise of this existing pipe. Grant County Public Works has the following comments on this franchise: • The adjacent property owner is the applicant of the franchise. • GCPW standards require water lines to have 4'of minimum cover, currently the pipes that have been p/aced would only have 1'-2'of cover and would interfere with Road Maintenance Activities(shoulder& ditching workJ • The pipes were not connected per GCPW standards, no bands or collars were used. • The 18"culvert pipes combined are over 800 feet in length, cleaning and debris remova/would be very difficult. Based on the following comments, the County Road Engineer recommends that this franchise application be denied, that the culvert pipes in this location be removed from the County Road Right-of-Way and the area cleaned-up. Mr. Skeels can install this line on his own property and tie into the existing structures. � Discussion ensued and the Commissioners looked at the pictures provided by the Public Works i Director. Michael Skeels, applicant, discussed the history of the irrigation on his property and how its ', currently irrigated. Commissioner Swartz asked if Mr. Skeels if he conferred with this with Public Works on the �� installation of this culvert pipe in the County Right-of-Way. He stated no, he didn't think about � it. Discussion ensued. i Commissioner Swartz moved to close the public comment portion of the hearing, Commissioner I Carter seconded and the motion passed unanimously. Commissioner Carter moved to approve i the recommendation of the Public Works Director and deny this franchise application. Commissioner Swartz seconded and the motiorr passed with all Commissioners in attendance. '� The meeting adjourned. � 3:00 p.m.—3;15 p,m. Pursuant to RCW 42.12.070, the Mayor and City Council of the City of Mattawa request that the Grant County Commissioners appoint Cheyenne Weedmark to the vacant City Council position #1, replacing Scott Hyndman who was sworn in as Mayor. Out of state travel request for Craig Morrison to attend the International Association of Coroner's and Medical Examiner's Conference from July 24—31, 2015 in Las Vegas, NV. (Approved) GRANT INTEGRATED SERVICES 9. Request to purchase accommodation equipment for an employee of PARC. Specifically a computer with voice activated typing capability software in the amount of$926.56,from �� CDW-G. (Approved) , 10. Request to purchase 2 computers and Quicken Software in the approximate amount of $1,307,00, from CDW-G. (Approved) , HUMAN RESOURCES I � 11. Personnel Action Request for the salary, wage, and/or position changes for Brock Laughlin, II Building/Fire Marshals Office; and for the following employees of PARC: Wendy Hanover,Angie � I<arlsson, Edith Medina, Angel Smith, Katherine Vertrees, Heather West, Kristine Cruz, Meaghan Blair,and Noemi Amezcua. Budget extension request in the amount of$15,000.00 due to additional revenue generated in � January, and request purchase a replacement boat motor for their marine unit using these funds, The motor will be purchased from Valley Marine of Yakima. Budget extension request in the amount of$7,200.00 to receive anticipated additional revenues for the month of February and for the software upgrade and associated license for the operation of their Crossmatch Live Scan Fingerprint machine in the main office of the Sheriff and Jail.
