Elected Official Roundtable Meeting 9:00 a.m.—9:20 a.m. ASC Update and Misc. BOCC Action A motion was made by Commissioner Swartz, seconded by Commissioner Carter,to approve items 1, and 3 through 7 an the ASC Agenda as presented. Item 2 was not ready for signature. The motion passed unanimously. ' 1. Possible vouchers for Interfund Communications, insurance, and/or grant administration. I (Approved) 2. Anticipating: Professional Services Agreement, Horticultural Pest and Disease Board Coordinator/Inspector Consultant between Grant County, by and through the Grant County Horticultural Pest and Disease Board and Jody Ann Kane. Term is February 1, 2015 through January 31, 2018. (Not ready for signature) 3. Request for release of funds (as Installment#1 on to�al project reimbursement) on Strategic Infrastructure Project (SIP)#2013-07, Port of Royal Slope, Water Line Extension to Hiawatha Industrial Park, in the amount of$209,952.09. With the installment made to the Port,the 2.5% Grant County EDC Administrative Fee will also be paid for that portion of the award project,for ; a total to the FDC of$5,248.80. (Approved) � 4. Resolution No. 15-012-CC Authorizing Execution of Intergovernmental Agreement between � Grant County, by and through the Grant County Sheriff's Office, and the City of Ephrata, by and through the Ephrata Police Department, Regarding Reciprocal Polygraph Examination Services (ASC Action Item#5, below). (Approved) 5. Intergovernmental Agreement between Grant County, by and through the Grant County Sheriff's Office, and the City of Ephrata, by and through the Ephrata Police Department, Regarding Reciprocal Polygraph Examination Services. Term is from date of final signature and �I then open-ended until terminated by either party, (Approved) 6. Contract for Professional Services, Grant County Emergency Management For The Grant County, Washington 2015 Community Wildfire Protection Plan,with Northwest Management, Inc, The Contract is for the production of a Grant County 2015 Wildfire Protection Plan as required by I the National Fire Plan,the Healthy Forests Restoration Act, and the Federal Emergency Management Agency and per the specifications of the County Fire Departments. Contract I amount is$6,400 with a term of February 1, 2015 through September 30, 2015. (Approved) i 7. QOCC approval of Grant County Department of Emergency Management Comprehensive I Emergency Management Plan—Emergency Support Function (CSF)4B, Fire IVlobilization Plan, approved by the Grant County Fire Chiefs on January 15, 2015. (Approved) 9:30 a.m.—9:50 a.m. J Gingrich, Fairgrounds Update , � i � Page 2 of 7 Grant County Commissioners Minutes Week of January 26, 2015 10:00 a.m,—10:15 a.m. Commissioners Office Safety Meeting 10:30 a.m.—10:45 a.m. Citizen Public Comment Period Glen Stockwell came in to discuss the Columbia Basin Project. He is going to meet with Dan Newhouse soon and hopes the Grant County Commissioners will sign a Letter of Bipartisan Support to Washington State's Congressional Team to form a Washington State Green Team. He has already received signatures from Senator Warnick and Representative Dent. This would put together a coalition of State Legislators to go to Washington DC, in support of the Columbia Basin Project. The Board asked Mr. Stockwell to see the Clerk of the Board so this item could be added to the February 3, 2015 Conserrt Agenda. , Jon Smith came in to discuss the Fairgrounds Annexation. He stated he read the 2005 annexation agreement between the City of Moses Lake and Grant County. Mr. Smith read into the record a letter that he infiends tn read at the next City of Moses Lake Council meeting. Commissioner Swartz urged Mr. Smith ta encourage the City Council,the policy makers,to come and talk to the County Commissioners regarding this issue. Gary Garnant came in to discuss the Manhattan Project National Park Advisory Committee for the Hanford Site and is requesting to represent Grant County on this committee. In 2014, Congress and President Obama authorized the establishment of new National Parks commemorating the history of the Manhattan Project to be located at Hanford, Oak Ridge, and Los Alamos. The advisory committee will address: park boundaries, roles and responsibilities, needed site infrastructure to support the park,visitor services, etc. The Commissioner were in support of Mr. Garnant serving on this committee and asl<ed that he contact the Clerk of the Board to be added to next weel<'s agenda. 11:00 a.m.—11:50 a.m. House Bill 1009—Admissions Surcharge on Rural Amphitheaters(Gorge) Discussion (Sign in sheet attached) 1:30 p.m.—2:�0 p.m. K Eslinger, Human Resources Update 2:30 p.m.—2:50 p,m. Discussion � Pursuant to RCW 42.30.110(1)(i) Commissioner Stevens called an Executive Session to order at 3:00 p.m. to go until 3:20 p.m. to discuss with legal counsel representing the agency matters relating to agency enforcement actions, or to discuss with legal counsel representing the agency I litigation or potential litigation. The Commissioners approved and signed the Grant Public Works County Payroll Salary Fund for the January 23, 2015 payroll. The Commissioners approved and signed the Grant County Payroll Authorization form for the January 23, 2015 payroll. Recommendation from the Noxious Wsed Control Board of Grant County to re-appoint Richard Callahan as Director of Section 5,for a 4 year fierrn. (Approved) ; 4. (Approved) FAIRGROUNDS 5, Recommendation to char�e the V�Mobile Clinic for their use of the Hucl<-Fuller building the following rates for 2015: $50.00/day, $150.00/manth totaling$1,800.00 for the year(same rate as 2015). The Grant County Democratic Party has requested the use af the Fairgrounds democrat building and restroom facilities on the third Tuesday of each month for 2015 for approx. 3.5 hours each time. The rental rate for this facility is$55.00 per day. The Democratic Party is requesting this fee be waived. The Fairgrounds Uirector does not recommend �pproval. (The Commissioners approved the Fairgrounds�irector's recommendation to deny this request) I; 7. Good Sam's Club hosts their RV Rally at the Fairgrounds, using the buildings, kitchen,tables, chairs and stages, along with 150 camp sites, The current 2015 value of this usage is$14,276.00 ; over the 5 day span. Good Sam's Club is requesting to utilize these items at the 2015 flat rate of j $3,000.00. j The Director recommends a base fee between$5,000.00-$9,000,00 for their event plus the guarantee of 400 nights of camping. (1'his it�m is being held for orr�week for further review) I GRANT INTEGRATED SERVICES I ; 8. Request to purchase 2-42"displays and wall mounts at approximately$450.00 each; 2-50" displays and wall mounts at approximately$625.00 each; and 2-5" displays and wall mounts at approximately$950.00 each, plus tax. These are for their on-site networl<ing and installation of Telehealth equipment using grant funding from Spokane Regional Support Network, (Approved) SHERIFF'S OFFICE 10. Request to surplus 4-Ruger AC556 .223 machine guns (Serial Nos. 191-04047, 191-04109, 191- 04111, and 191-04Q46); and a Ruger Min-14 .223 rifle (Serial No. 181-14508) Parts only. The Sheriff's Office no longer has a need for these items and has them to David Spiwak in PA who was the highest bidder in the amount of$28,000.00. The Sheriff's Office also requests a budget extension in the amount of$27, 810.00 to purchase a 2006 �odge Charger, 16-Glocl< Pistols,4- Glock training pistols, 5—Less than Lethal 12 gauge shotgun stock conversion kits, safety glasses and hearing protection, Firearms Training storage shed, and 1-EOTech Thermal Imager, using these funds.
