BOCC Action A motion was made by Commissioner Carter, seconded by Commissioner Stevens, to approve items 1, 3 through 8, and 10 on the ASC Agenda as presented. Items 2 and 9 were placed on hold for further review, The motion passed unanimously, 1. Possible vouchers for Interfund Communications, insurance, and/or grant administration. (Approved) 2. Anticipating: Commercial Rental Agreement(change of Lessee from the Veterans Coalition of GC) between Grant County and the Washington State Council,Vietnam Veterans of America, Inc, (This item is being held for further review) 3. Amendment D to Washington State Military Department Grant Agreement No. E12-183 with Grant County, by and through Grant County Emergency Management, including an updated ' Signature Authorization Fnrm. The amendment replaces Exhibit E's Budget Sheet. (Approved) 4. Board of County Commissioners Policy Memo 14-01, Position Approval Process (this policy directive supersedes all previous "Hiring Freeze" policy memosj. (Approved) , 5, Authorization for Release of BOCC Approved Strategic Infrastructure Program (SIP) Funds, I #2014-01, Quincy Valley Medical Center(QVMC)—Feasibility Study for Expansion, as follows: I (1)the previously approved $5,000 grant award to QVMC; and (2)the 2.5%Administrative Fee in the amount of$125.00 to the Grant County Economic Development Council. (Approved) 6. Grant County Request for Reimbursement No. 11 on CDBG Public Services Grant No. 13-65400- i 005 for the month of June, 2014, with the Department of Commerce and administered through I the OIC of Washington, in the amount of$14,319,08. (This request successfully closes out this grant cycle with a remaining balance of zero.) (Approved) 7. Contract between Grant County and Columbia Basin Striping, Inc.,for the painting of Parking Lot E in the area of the Ephrata Courthouse campus. Term is from the date of final signature until project completion (anticipated to have occurred by July 31, 2014). (Approved) ' 8. Grantee Closeout Performance Report for Community Development Block Grant Contract No. � 13-65400-004. (Approved) I 9. U.S, Department of Energy- Bonneville Power Administration Easement(Agreement)with Grant � County, Washington for a perpetual exclusive easement and right-of-way for electric power � transmission purposes in, upon, over and under the "Transmission Easement Area" legally � described as: (Approved) � A portion of the NEZ/4NW1/4 of Section 11, Township 28 North, Range 30 East, I Wil/amette Meridian, Grant County, Washington, as described in Exhibit A and Shown on Exhibit 8(affects Tax Account Nos. 011320000, 011326000, 011327000& 011328000). Contract Amendment, Mental Health Services Program,#13MW1593 (dated 09/24/13) between Spokane County, by and through Spokane Regional Support Network(SCRSN), a division of Spol<ane County Community Services, Housing, and Community Development Department (CSHCD), and Grant County, by and through Grant County Integrated Services. � 7he amendment replaces Exhibit H, Funding Schedule,for the purpose of expanding workforce due to Medicaid expansion. The effective date of the amendment is July 1, 2014, with.an end term af December 31, 2015. (Approved) 9:30 a.m.—9:50 p.m. W Swanson,Juvenile Court and Youth Services Update 10:00 a.m.—10:15 a.m. Commissioners Office Safety Meeting 10:30 a.m.—10:45 a.m. Public Comment Period Mildred F, Johnson Little came to discuss Soap Lake, She stated the State of Washington actually owns the lake and that the City of Soap Lake and Grant County also have a vested interested in the lake because of tourism. Ms. Little read into the record a letter she sent to the Department of�cology. (ExhibitA) � Commissioner Stevens stated that Grant County has no jurisdiction of the water; only over the shoreline around the water. 10:35:06 AM Bonnie Holt-Morehouse discussed the Shoreline Master Program permit requirements and how she believes this will give the County more responsibility on what happeris on the lake. She is asl<ing the Commissioners to seriously consider afl permits that come to them regarding Soap Lake. Ms. Morehouse read into the record a letter she had previously written to Commissioner Stevens. (Exhibit 8J Ms. Little would like to look info getting the Lake adopted as an Endangered Species along with all of the many minerals inside of it. The Board referred them to the Environmental Protection i Agency and the Department of Fish and Wildlife. Ms. Morehouse wants the County to take the Shoreline study seriously and not be bullied by the City of Soap Lake.
