Commissioner Swartz was out and excused. 8:30 a.m.—9:00 a.m. Elected Official Roundtable Meeting , 9:30 a.m.—9:50 a.m. J Hammond, Crant County Boards and Commission Appointment Discussion 10:00 a.m.—10:15 a.m. Commissioners Office Safety Meeting(Cancelled) 10:30 a.m.—10:45 a.m. Citizen Public Comment Period (No public in attendance) 11:00 a.m.—11:20 a.m. Open Record Public Hearing, Ordinance amending Ch. 2.30 of the Grant County Code titled Indigent Public Defense The Commissioners held an Open Record Public Hearing to consider an Ordinance amending Grant County Code Chapter 2.30 and adopt standards for the delivery of indigent defense services through RCW 10.101.030 as set forth by the Washington Sta�te Supreme Court. Brett Hill, Director of Public Defense stated the purpose of the hearing today is to comply with , RCW 10.101.030 which states each county or city shall adopt standards for the delivery of public defense services,whether those services are provided by contract, assigned counsel, or a public _ defender office. . Mr. Hill discussed the current County Code section which was in response to the Jeffrey Best vs. Grant County lawsuit which was dismissed in 2013, so this no longer pertains. Also,that ordinance only pertains to the Superior Court standards which were the concern of the county at the time of adoption. This is now obsolete. ; The ordinance being presented today incorporates the June 3, 2011 Standards for Indigent Defense Services from the Washington State Bar Association as adopted by Order No, 25700-A- 1016 (attached) by the Washington State Supreme Court. The State Supreme Court also requires that each Attorney must certify that they are in compliance with these standards, �' Mr. Hill recommends that the Grant County adopt this Ordinance. Commissioner Carter moved to close the public comment portion of the hearing. Commissioner i Stevens seconded and the motion passed with 2 Commissioners in attendance. Commissioner 1 Carter moved to adopt the standards as presented. Commissioner Stevens seconded and the � motion passed unanimously. The hearing adjourned. Contract amendment#5 between Grant County and Anchor QEA for the purposes of assisting the coalition cities and towns through the local adoption process for their Shoreline Master Program (SMP) Updates, and the development of a citizen user guide for the SMP. Request for extension for project completion deadline of August 31, 2014 from the City of Soap Lake dated July 29, 2014, on Strategic Infrastructure Project (SIP)#2012-10, Main Avenue Improvement Project. The City is seel<ing an extension of the project's deadline for completion from August 31, 2014 to December 31, 2014. The project is moving forward but experienced unforeseen delays due to extensive basalt rock found in the path of the new sewer main, (Approved) 8.
