Box 476000 Olympia,WA 98504-6700 i2E: Grant County Shoreline Master Program Notice to Ecology Pursuant to RCW 90.58.090(2)(e) Dear Director Bellon: The Grant County Board of Commissioners(Board)has taken the necessary action as of the date of this letter to accept the required and recoininended changes outlined by the Washington State Department of Bcology (Ecology) in your letter dated August 20,2014,pursuant to RCW 90.58.090(2)(e). (Please see the enclosed Resolution.) The Board appreciates the efforts involved by Ecology staff in working wzth the County to develop a Shoreline Master Program(SMP)that satis�es the requirements of law, as well as one that respects loca] conditions and customs. As it relates to the two required changes,the Board believes it is necessary to provide additional discussion with respect to the inclusion of Trail Lake in the SMP. It is our understanding that the US Bureau of Reclamation may change the oper�tions of its main canal system in the vicinity of Trail Lake such that the lalce inay become an intentional extension of the canal. Should this operational revision result in altering Trail Lake such that it no longer meets the criteria in RCW 90.58.030(e)to be included in the SMP,the Boaxd will lilcely propose to amend the SMP Co remove Trail Lake from SMP jurisdiction. As you are no doubt aware,the Columbia Basin Project is inextricably woven into the fabric of our community,and to the extent practical, the Board does not intend to exert shoreline jurisdiction over shorelines that shouldn't be jurisdictional.
