Item 3 did not arrive for signature. The motion passed unanimously. 1. Possible vouchers for Interfund Communications, insurance, and/or grant administration. (Approved) 2. Revisions 2 and 3 to Washington State Department of Social and Health Services (DSHS) Contract#1363-80163, Exhibit C. Rev. 2 adds a new client and Rev. 3 amends the start date. (Approved) 3. Grant County Payment Request#8 to Washington State Department of Commerce on Consolidated Homeless Grant (CHG) No. 14-46108-10, administered through the Grant County Housing Authority, in the amount of$42,824.10. The Commissioners approved and signed the Grant County Payroll Authorization form for the September 5, 2014 payroll. As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of$1,309,572.60, $59.17, $181,321.57, and $747,636.21, as recorded on a listing and made available to the Board. (Approved) I ' ', Page 3 of 6 Grant County Commissioners Minutes Week of September 8, 2014 2:30 p,m,—2:50 p.m. D Lee, Prosecuting Attorney's Office Update Pursuant to RGW 42.30,110(1)(i) Commissioner Swartz called an Executive Session to order at 2:40 p.m, to go until 2:50 p.m. to discuss with legal counsel representing the agency matters relating to agency enforcement actions, or to discuss with legal counsel representing the agency ' litigation or potential litigation. In attendance were Commissioners Stevens, Carter, Swartz, and Lee Pence, Civil Deputy Attorney. The session was continued to 2:55 p.m, Commissioner Swartz closed the session at 2:55 p.m. 3:00 p.m.—3:15 p.m. Consent Agenda (Items 1 through 9) COMMISSIONERS OFFICE 1. Public Disclosure Commission form L-5 in the amount of$1,050.00 for Lobbying by State and Local Government Agencies between Grant County and Jim Potts for legislative analysis, and lobbying regarding legislative issues affecting rural counties. (Approved) SHERIFF'S OFFICE 4. Budget extension request in the amount of$1,000.00 to receive a Traffic Safety Equipment reimbursement grant from the Washington Association of Sheriffs and Police Chiefs and purchase 2 Portable Breath Test Units. (Approved,the public hearing was set for September 30,2014 at 11:00 am) FAIRGROUNDS 5. Out of state travel request for Jerry Gingrich, Brenda Adame, and Brittany Motzkus to attend the International Fairs and Expositions (IAFE) National Convention from December 6-12, 2014 in Las Vegas, NV. (Approved) HUMAN RESOURCES 6. Personnel Action Requests for the salary and/or wage changes for Brian Barlow, Richard Fitterer,Tyson Hill, and Janis Whitener-Moberg, District Court. (Approved) 7. Recommendation Memorandum regarding a request from the Building Department to create a new position titled Plans Examiner Technician and Band it at a Band 11. (Approved) 8. Personnel Action Requests for the salary and/or wage changes for John Antosz,John Knodell, , and Evan Sperline,Superior Court. Request to procure Architectural and Engineering services to create the construction documents required for the bidding and permitting of the new Maintenance building(previously approved earlier this year.) (Approved) (Note: At the Commissioners September 16,2014 Consent Agenda Meeting,they voted to amend this request to add "Design Build"along with the A&E Services) 3:35 p.m.—3:40 p.m. Bid Opening, WSU Extension (Moses Lake) Carpet Installation Project (FM14012) The following bid was received: 1. Cost Less Carpet $15,699.94 A motion was made by Commissioner Stevens, seconded by Commissioner Carter, to turn the bids over to the Facilities and Maintenance Manager for his review and recommendation. The motion passed unanimously. 3:40 p.m.—3:50 p.m. Bid Opening, WSU Extension (Moses Lake) Interior Painting Project (F M 14014) The following bids were received: 1. Just Right Carpet Cleaning and Construction $12,826.17 2. Sabelhaus West $19,953.73 A motion was made by Commissioner Stevens, seconded by Commissioner Carter, to turn the bids • over to the Facilities and Maintenance Manager for his review and recommendation.
