Item 2 did not arrive for signature. The motion passed with 2 Commissioners in attendance, 1. Possible vouchers for Interfund Communications, insurance, and/or grant administration. (Approved) 2. Anticipating: Services Agreement between Grant County and Gray&Osborne, Inc., concerning the completion of a feasibility study of the sewage treatment options and assistance with , existing sewage systerns at the Grant County Fairgrounds. Term is September 30, 2014 through February 28, 2015. (Did not arrive for signature) 3. Professional Services Agreement for Legal Representation of Indigent Individuals in Grant County Superior Court(Adult Felony Only), Overflow/Conflicts Contractor, between Grant County and I<en Therrien. In attendance were Commissioners Stevens,Carter, Swartz, and " Lee Pence, Civil Deputy Attorney. Held from the October 7, 2014 Consent Agenda: Recommendations from the Health Insurance Committee for the following changes to the County's Health Insurance benefits: a. Hold the medical and dental funding at the 2014 levels to retain the 2014 contributions rates; (The Board voted to approve holding the medical funding at the 2014 funding level BUT voted to increase the dental premium by 7%for 2015) b. Separate the vision from the medical plan; and(Approved) c. Adopt the Self-Funded Plan Decision Point language provided by Premera for the Dialysis benefit. (Approved) 5. Letter of commitment to the Spokane County(Eight-County Region) Regional Support Network, Regional Service Area, and Behavioral Health Organization and be an active County within the future SCRSA and BHO. (Approved) 6. Letters of appointment to Terry Sell and Kandi Bersanti to a 3 year term on the Fair Advisory Committee, and Frank Karas to a 3 year term on the Fairgrounds Facility Advisory Committee, (Approved) 7. Request from the Multi Agency Communications Center(MACC)for Grant County to finance a new 9-�.-1 dispatch center, by selling$7,500,000.00 in Limited General Obligation bonds. (This item is being held for further review) 8. Budget extension request from the Administrative Services Coordinator in the amount of $443,000.00 for the following Strategic Infrastructure Projects:(Approved,the public hearing was set for October 28, 2014 at 9:00 am) a. SIP#2014-04, Grant County Airport District#1 (Desert Aire), Widening of the DesertAire Airport Runway,funding in the form of a $52,000 loan. b. SIP#2014-05,Grant County Port District#10 (Moses Lal<e), Wide-Body Hpngar Infrastructure Project, funding in the form of a $200,000 grant. c. SIP#2014-06, City of Soap Lake, Main Avenue Improvements,funding in the amount of a $31,000 grant. d, SIP#2014-07, City of Quincy, Industrial SewerSystem /nstallation funding in the form of a $160,000 grant. The Chair of the Board was authorized to sign the Health District Voucher listing in the amount of $7,716,04. The Commissioners signed a Letter of Support for People for People for their Public Transportation Grant Projects to serve Adams, Lincoln, and Grant Counties for their Preservation of Rural Special Needs Transportation; Mobility Management Preservation; Replacement Vehicles to Sustain Special Needs Transportation; and Lincoln County Community Connector Expansion project.
