BOCC Action A motion was made by Commissioner Swartz, seconded by Commissioner Stevens,to approve items 1, 2, 4, and 5 on the ASC Agenda as presented, Items 3 and 6 did not arrive for signature. The motion � passed unanimously. 1. Possible vouchers for Interfund Communications, insurance, and/or grant administration. (Approved) ' 2. Lease Agreement(Commercial Premises) between Grant County and Kevin J. Lakoduk and � Tanya S, Lal<odul<for a month-to-month lease of the premises located at 457 15t Ave. N., ' Ephrata, Washington commencing August 1, 2013 and running from the first day to the last � day of each successive month. (Approved) 3. Anticipating: Century Link Private Switch/Automatic Location Identification Service Agreement � with Grant County. (Did not arrive for signature) � 4. Amendment No.7 to Contract Amendment to Washington State Department of Social &Health Services(DSHS) No. 1163-27300 between DSHS and Grant County, by and through Grant Integrated Services. The amendment serves to add$508,222 to the contract amount of $2,130,382 for a new total contract amount of$2,638,604. (Approved) 5. AMENDED A-19 on July 15,2013 BOCC approved Grant County Request fior Reimbursement #21 on Washington State Department of Commerce Housing and Essential Needs (HEN) Grant No. 11-46204-511, administered through the Grant County Housing Authority. The amendment does not change the dollar amount of$18,364.52 previously approved, but moves $5,404,88 from the (Grant County Housing Authority)Administration budget line item to the Rent/UtilityAssistance& Operations budget line item. The Department of Commerce will approve the requested reimbursement of$18,364.52 to Grant County upon ' receipt of the signed, amended A-19, (Approved) 6. Anticipating; Subrecipient Agreement far CDBG Public Services between Grant County and the OIC of Washington on Washington State Department of Commerce Community , Development Block Grant Program Contract No. 13-65400-005. (Did not arrive for signature) 10:00 a.m.— 10:20 a.m. Commissioners OfFice Safety Meeting Page 2 of 6 Grant County Commissioners Minutes Week of July 22, 2013 10:30 a.m.—10:45 a.m. Citizen Public Comment Period Daphne Nolte came today to discuss a possible land use item. Her cousin, Lewis Nielsen bought the old Titan Missile Base south of Warden and plans to possibly use it an American temporary power company and make it available for film use and concerts. Ms. Nolte is also here to ask about initiative I-502,the marijuana recreational use initiative. Her cousin is looking into using this land for a growing area. The Commissioners stated they are waiting to hear from the Federal level about this issue as the County gets Federal funding and we could lose this funding if this type of business is allowed in the County, Corrimissioner Swartz stated she believed the WA State Liquor Control Board will be issuing licenses in December. The Commissioners will wait and see what transpires at the State and Federal levels. 11:00 a.m.—11:50 a.m. Budget and Finance Update 2:00 p.m.—2:50 p.m. T Hechler, Human Resources Update 4:00 p.m.—4:20 p.m. J Gingrich, Safety Committee Update MISCELLANEOUS ITEMS As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of$2,627.19 and $855,582.28, as , recorded on a listing and made available to the Board. TUESDAY,JULY 23, 2013 The session was continued at 10:30 a.m. with all the Commissioners in attendance. � 10:30 a.m.—10:50 a.m. Open Record Public Hearing, Paul Lauzier Charitable and Scholarship � Foundations Open Space Application � The Commissioners held an Open Record Public Hearing regarding an application for Classification as Open Space Land for Current Use Assessment under Chapter 84,34 RCW from the Paul Lauzier Charitable and Scholarship Foundations (Mike Tabler) for a 320-acre parcel located in the west half of S 33,T 18, R 26, E.W.M. (Parcel No. 160333000). �i i Pam Hill described the project stating that Mr, Lauzier, in the 1980's, put this property is Current Use Ag because he had cattle and was using the land as grazing land. Since that time, the Assessor's Office noticed that this property was no longer being used in that manner so they I contacted the proponent and had the idea to change the use to Current Use Open Space Ag Conservation. This will give the proponent more time to get the land back to grazing or get water rights to irrigate the land. Commissioner Stevens seconded and the motion passed unanimously, Commissioner Stevens moved uphold the recommendation of the Assessor's Office and approve the Open Space application as presented. Commissioner Swartz seconded and the motion passed unanimously. The hearing adjourned. Execution of Contracts: 13-SE Road to Advanced Excavation of Moses Lake, Washington for the bid amount of$222,550.00. (Approved) 2. Resolution/Notice of Hearing: Vacating a portion of Right-of-Way(ROW) on Road 23-NE MP 1.00 to MP 1.50, Roadlog 50580. Hearing was scheduled for August 13, 2013 at 10:00 a.m. (Approved) 3. Resolution/Notice of Hearing: Vacating Right Of Way on P-SW Road (Not ready for signature) 2:00 p.m.—2:20 p.m. Open Record Public Hearing, 6-Year Transportation Program The Commissioners held an Open Record Public Hearing to adopt a Comprehensive Six Year Transportation Improvement Program for the years 2014-2019. Jeff Tincher, Public Works Director,gave a brief synopsis of the Plan. Commissioner Stevens moved to close the public comment portion of the hearing. Commissioner Swartz seconded and the motion passed unanimously. Commissioner Swartz moved uphold the recommendation of the Public Worl<s Director and approve the as presented. Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned. Personnel Action Request Recommendation to initiate the County sick (eave donation policy for a Prosecuting Attorney's Office employee, Recipient 13-03, who suffers from an illness which is extraordinary in nature. The Director recommends approval. (Approved) ' TECHNOLOGY SERVICES 9. Out of state travel for Brent Myricl<to attend VMWare training from August 26-30, 2013 in San Francisco, CA. (Approved) FAIRGROUNDS 10. Request funding approval to hire Bassett Truck Repair, George,WA, to convert a fuel truck (purchased by the Sheriff's Office for primary use at the Fairgrounds) into a water trucl<, in an amount not to exceed $5,000.00. Fairground bond money will be used. (Approved) 11. Request to purchase new security cameras, software and licenses in the amount of $13,607.31. The purchase will be made through Technology Services who will utilize CDW from the State Contract. (Approved) TREASURER'S OFFICE 12, Request to transfer the Trial Court Improvement monies from the Law and Justice Fund per SSB 5454.The amount is$11,901.00.
