J Strickler,ASC Update and Misc, BOCC Action � A motion was made by Commissioner Swartz, seconded by Commissioner Stevens,to approve items 1 through 3, 5 through 7, and 9 on the ASC Agenda as presented. Items 4 and 8 were not ready for signature. The motion passed unanimously. 1. Possible vouchers for Interfund Communications, insurance, and/or grant administration. i (Approved) 2. Sponsored Project Agreement Contract K2430—Amendment 2 from the Attorney General of Washington.This contract is for Support for Pregnant and Parenting Teens and Women.The total amount of the contract is$34,973,00. (Approved) 3. Agreement Regarding Use of County Property between Grant County and Cumulus, Inc,,for the 2013 Brewers' Harvest Expo recreational event at the Courthouse and immediate surrounding area on Saturday,September 28, 2013. (Approved) 4. Anticipating: Addendum to Proposal and Contract between Grant County and The DOH Associates, P.S., relating to the District Court Renovation Architectural/Engineering Services. (Not ready for signature) 5. Application to the Washington State Office of Public Defense for RCW 10.101.050 funds for improvement of the quality of public defense services for juveniles and adults. This is for � funding in the 2014 calendar year; Grant County's estimated allocation is$87,859. f Approved) 6. Amendment B on Washington State Department of Commerce Consolidated Homeless , Grant(CHG) No. 12-46108-10,which adds$17,808 in bridge funding to the original grant I amount of$304,612 for a new grant amount of$322,420. (Approved) ; 7. Provider Services Agreement between Grant County, by and through Grant Integrated � Services—the parent agency of Cityview Residential and Directions in Community Living, and Care Health Solutions, LLC. Term is September 1, 2013 through August 31, 2015. (Approved) 8. Anticlpating: Mental Health Services Program between Spokane County, by and between the Spokane Regional Support Network, a Division of Spokane County Community Services, Housing, and Community Development Department and Grant County, by and through Grant Integrated Services. Term is October 1, 2013 through September 30, 2014. (Not ready for signature) 9. Possible submittal of protest to Washington State Department of Social & Health Services regarding competitive DSHS. Specialized Services for Victims of Domestic Violence for Marginalized Populations grant application scoring. B Smith, District Court Update (Cancelled) MISCELLANEOUS ITEMS The Commissioners signed the Board of Health/Health District payroll vouchers#1-39 and the General Fund vouchers#40-68,totaling$208,198.32. The Commissioners approved a request from Emergency Management to clean the County warehouse located on F Street NW, Ephrata and dispose of old, broken furniture that has been placed in the facility. TUESDAY,AUGUST 20,2013 The session was continued to 9:00 a.m.with all Commissioners in attendance. 9:00 a,m.—9:50 a,m, D Firebaugh, Purchase of New Ballot Counting Equipment Discussion and Reserve Funds for Medical Fund 10:00 a.m.—10:10 a.m. Open Record Public Hearing, Other Payroll Benefits Fund Budget Extension The Grant County Commissioners held an Open Record Public Hearing regarding a budget � extension request from the Auditor's Office—Accounting Department, in the amount of $150,000.00 to create the revenue and expense budgets for the newly created fund "Other Payroll Benefits"#508. Commissioner Swartz moved to close the public comment portion of the hearing. Commissioner Stevens seconded and the motion passed unanimously. Commissioner Stevens moved approve the budget extension as presented. Commissioner Swartz seconded and the motion passed unanimously. The hearing adjourned. Specifically to offer a Solid Waste Department employee an internal position and place them at Band 6 Step 5. Dave Heilman ii mentioned a change needed to the N, Frontage road. It should read "W-NE" instead of"3-NE". This ' amendment will be made. Tom Jones,Sheriff, came to speak in opposition to the increased speed limit change on Road 12 SE/SW from 55 to 60. There have been a number of collisions along this road and speed is usually a factor. I-le discourages the increase of the speed limit for these sections of road. Discussion ensued. Commissioner Swartz asked Public Works what prompted the increase of the speed limit on Rd 12 NE/SE? Jeff Tincher stated that the roads have been reconstructed, are wider and have shoulders. Commissioner Swartz seconded and the motion passed unanimously. Commissioner Swartz moved to approve the changes proposed by Public Works removing the amendment to Rd 12 SE/SW per the Sheriff's recommendation. Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned.(Approved, Ordinance No. 13-054-CC) 2:15 p.m.—2:25 p.m. Open Record Public Hearing, Ordinance Amending Ch. 10,38.030 of the Grant County Code titled "Use of Compression Bral<es Prohibited" The Grant County Commissioners held an Open Record Public Hearing to consider an Ordinance amending Ch. 10.38.030 of the Grant County Code titled "Use of Compression Bral<es". The Ordinance would add that portion of County Road and Right-of-Way known as 5-NW, aka White Trail Road, Roadlog 93010 from Mileposts 14.07 to 14,77. Irvin Howe, Quincy, spoke in favor of prohibiting the use of compression brakes, aka Jal<e Brakes. Frank also spol<e in favor of the Ordinance. Commissioner Stevens moved to close the public comment portion of the hearing. Commissioner Swartz seconded and the motion passed unanimously. Commissioner Swartz moved approve the Ordinance as presented. Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned.
