OF GRANT COUNTY, WASI3INGTON ; i A RESOLUTION REPEALING I2ESOLUTION NO. ) ' 94-9-CC,AND PROVIDING AN UPDATED AND ) RESOLUTION NO. 13- (��q -CC � OFFICIAL STATEMENT SUPPORTING EQUAL ) � ACCESS TO HOUSIIoTG FOR ALL PERSONS ) � ) i WHEREAS, Grant County, by and through the Board of County Commissioners, previously ; developed, adopted and published a Fair Housing Resolution, to wit, Resolution No. 94-9-CC; and j WHEREAS, it is the intent of the Board of County Commissioners of Grant County,Washington, , to repeal Resolution No. 94-9-CC, and to provide an updated and official statement supporting equal access to housing for all persons. ; � LET IT BE KNOWN TO ALL PERSONS of Grant County, Washington, that discrimination in II the sale, rental, leasing, financing of housing or land to be used for construction of housing, or in the � provision of brokerage services because of race, color, religion, sex, national origin, handicapped or familial status, is prohibited by the Federal Fair Housing Act. It is the policy of Grant County to ensure equal opportunity in housing for all persons regardless of race, color, religion, sex, national origin, handicapped or familial status. Therefore, Grant County does hereby pass and approve the following � Resolution: ; BE IT RESOLVED that within available resources, Grant County will assist all persons who feel they have been discriminated against because of race, color, religion, sex, national origin, handicapped or ; familial status to seek equity under federal and state laws by filing a complaint with the Washington � Human Rights Comnnission or the U.S, Department of Housing and Urban Development, Seattle Regional � Office Compliance Division; and I BE IT FURTHER RESOLVED that Grant County designates its County Commissioner, � currently serving as a member of the Grant County Homeless Housing Task Force, to serve as a point of I contact for the purpose of disseminating information and brochures regarding fair housing, and, without I providing legal advice and with the support of the Grant County Housing Authority, answering questions local residents may have about the law and its coverage; and i BE IT FURTHER RESOLVED that Grant County shall publicize this Resolution and post on its i public website a subsection entitled "Fair Housing", the same to incorporate this Resolution in pdf format, � and display the Fair Housing Complaint Hotline telephone number (1-800-424-8590, TDD 1-800-543- " 8294), as well as the Grant County Housing Authority's contact information regarding access to specific ; information and questions concerning Fair Housing, for the purpose of causing owners of real estate, � developers builders, and county residents, located within the area served by the local Community Action � Agency, to become aware of their respective responsibilities and rights under the Federal Fair Housing � Law and any applicable state or local laws or ordinances; and � � A RESOLUTION REPEALING RESOLUTION NO.94-9-CC, i AND PROVIDING AN UPDATED AND OFFICIAL STATEMENT � SUPPORTING EQUAL ACCESS TO HOUSING FOR ALL PERSONS-1 I CivilB�Departments�Resolutions�2013 � ; ' � i I I'URTHER, SAID PROGRAM will, at a minimum, include, but not be limited to: (1) the � printing and publicizing of this policy and other applicable fair housing information through local media ; and community contacts; (2) distribution of posters, flyers and any other means which will bring the � attention of those affected, the knowledge of their respective responsibilities and rights concerning equal i opportunity in housing; and ', i FURTHER, PROVIDED: If any provision contained within this Resolution, or its application to ' any person, party or circumstance is held invalid, the remainder of this Resolution or the application of provisions to other persons,parties or circumstances, shall not be affected. Lee Pence, Civil Prosecutin� Attorney Prosecuting Attorney's Office � PO Box 37 ' Ephrata, WA 98823-Q037 � i RE: Request for Repea/of Resolution 94-9-CC and Creation of New Fair Housing Resolution � Dear Lee; i i On behalf of the Grant County Board of Commissioners, I am requesting that you please take i measures to repeal Resolution 94-9-CC (Attachment 1) and create a new resolution which will I enable Grant County to comply with specific federal grant funding requirements. � i The 1994 resolution matches the State's 2012 sample resolution word for word (Attachment 2); � however, due to the lisfied requirements on page 6-9 of the Civil Rights Compliance portion of � fihe Community Development Block Grant (CDBG) Non-Construction Handbook (Attachment 3), j we wouid like to improve upon the sample and our existing Resolution. To that end, a ; proposed draft is provided for your review and editing, as needed (Attachment 4). � As you will see, the new Resolution will designate whichever BOCC member is serving on the i Grant County Homeless Task Force as its required "staff person to serve as the contact point" regarding Fair Housing. This is due to the fact that the Commissioner serving on the GCHTF ' is already interfacing on a semi-regular basis with fihe Grant County Housing Authority. It also � enables the County to link members of the public and community to the Grant County Housing �' Authority's staff specializing in Fair Housing requirements for information and questions regarding Fair Housing law and any applicable state or local laws or ordinances. , I will be out of the office July 5 — 20, and will be your point of contact on this requesfi.
