The motion passed unanimously. ' 1. Possible vouchers for Interfund Communications, insurance, and/or grant administration. i (Approved) 2. Working Agreement between the Grant County Sheriff's Office and the Grant County I� Deputy Sheriff's Association,January 1, 2012 to December 31, 2014. (Approved) 3. BOCC action on recommendations from the Strategic Infrastructure Program (SIP)Advisory i Committee regarding funding requests on the following projects: � a. SIP#2013-06, City of George and Port of Quincy(Grant County Port District#1)— � Industrial Park#5 Water System Improvements. The applicant's request has been modified/split into two phases. Phase 1 (this request) is for a grant of$50,000;SIP � Advisory Committee recommends funding this project, as modified,for a $50,000 ; grant. (Approved) ; b. SIP#2013-07, Port of Royal Slope (Grant County Port District#2)—Water Line Extension to Hiawatha Industrial Park. The applicant's request was for a $260,000 � grant; SIP Advisory Committee recommends funding this project as a $260,000 j grant. (Approved as amended: $160,000.00 grant,$100,000.00 loan) ! 4. Grant County's Request for Reirnbursement#3-FY14 on Washington State Department of �I Commerce Housing and Essential Needs (HEN) Grant No. 11-46204-511, administered � through the Grant County Housing Authority, in the amount of$16,229.98. Grant County Payment Request#21 to Washington State Department of Commerce on �; Consolidated Homeless Grant (CHG) No. 12-46108-10, administered through the Grant ' County Housing Authority, in the amount of$7,187.05. (Approved) 8. Contract Amendment on#12MH1467(2), Mental Health Services Program, between ' Spokane County, by and between the Spol<ane Regional Support Network, and Grant � County, by and through Grant Integrated Services. The amendment start date is 08/01/13 through 09/30/13 with a total funding of$5,347,505.00. Addendum to the Contract between Grant County and Oxarc, Inc. extending the contract ; period to November 30, 2013 for the work on the Fire Suppression/Alarm System in the Law ' and Justice Building. (Did not arrive for signature) � I 10:00 a.m.—10:15 a.m. Commissioners Office Safety Meeting I 10:30 a.m.—10:45 a.m. Citizen Public Comment Period I � Gary Garnant came in today to discuss the work he does on behalf of the County with the � Hanford Advisory Board. He discussed a report from the Department of Ecology Hydro ; Geologist about the retrieval of uranium from soils in the �00 area near Richland; stating it is � minor and doesn't exceed drinking standards. The uranium coming in from Hanford side of the j river is 330 Ibs of uranium entering per year. From the Franklin County side of the river is 3500 � Ibs per year. From the Yakima River side is 8800 Ibs per year, Mr. Garnant would like to give � updates to the Grant County PUD, Grant County Farm Bureau, and the Grand Coulee Project Hydro Electric Authority also. Fund #001, Department# 114 in the amount of$1,000.00 to purchase 2-portable alcohol breath test units, using a grant received from the Washington Association of i Sheriff and Police Chiefs (WASPC); and ' 2. Fund #001, Department#t 114 in the amount of$60,000.00 to cover the partial costs of wages and salaries received from the Town of Coulee City for law enforcement services, from April 1-December 31, 2013. Commissioner Stevens moved to close the public comment portion of the hearing. � Commissioner Swartz seconded and the motion passed unanimously. Request from Joint Base Lewis-McChord 2"d Army Ranger Battalion to take pictures/imagery of the Grant County International Airport for use in planning a training exercise November 18-22, 2013. (Approved) SHERIFF'S OFFICE 6. Budget extension request in the amount of$14,000.00 to purchase forty(40) duty-issued Glock pistols and associated equipment using Sheriff's Forfeiture budget funds. (Approved, a public hearing has been set for October 29,2013 at 11:00 a.m.) HUMAN RESOURCES 7. Personnel Action Request Recommendation regarding a request from Juvenile Court and Youth , Services for an exception to the hiring freeze to hire 1-Regular Full Time 7reatment Counselor due to a recent resignation. The Director recommends approval. (Approved) GRANT INTEGRATED SERVICES 8. Request for an additional credit card in the amount of$500.00 for use by facility maintenance staff to use for use at night and on weekends for repairs/supplies. (Approved) 6:00 p.m.—7:30 p.m, FAIR ADVISORY COMMITTEE MEETING (Fairgrounds) MISCELLANEOUS ITEMS The Commissioners approved and signed the Grant Public Worl<s County Payroll Salary Fund for October 4, 2013. As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24,080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of$260,507.30, $228,047.76,$50,743.24, and $162,479.66, as recorded on a listing and made available to the Board.
