Commissioner Swartz was out and excused. 8:30 a.m.—9:00 a.m. Elected Official Roundtable Meeting 9:00 a.m.—9:50 a.m. J Strickler, ASC Update and Misc BOCC Action A motion was made by Commissioner Carter, seconded by Commissioner Stevens,to approve items 1 � through 5,and 7 on the ASC Agenda as presented. Items 6 and 8 were not ready for signature. The , motion passed with 2 Commissioners in attendance. 1. Possible vouchers for Interfund Communications, insurance, and/or granfi administration. (Approved) , 2. Washington State Department of Social & Health Services (DSHS)Agreement#1463-10778, Program Agreement, Law Enforcement Partnership, with Grant County, by and through Grant Integrated Services. The grant is for$3,000 with a term of April 1, 2014 through June 30, 2014. (Approved) 3. Amendment#1 to Contract Agreement#13MH1593 dated September 24, 2013, Mental Health Services Program, between Spokane County, by and between Spol<ane Regional support Network (SCRSN), a Division of Spol<ane County Community Services, Housing, and Community Development Department and Grant County, by and through Grant Integrated Services. The amendment creates an additional initial services position to keep up with the increased number � of intakes GrIS has experienced since October 2013 and includes many clinical changes � implemented by the Department of Social & Health Services' Division of Behavioral Health and � Recovery this year. The term is May 1, 2014 through December 31, 2015. (Approved) � 4. Franchise Extension Agreement between TCI Cable Vision of Washington, Inc., later known as � Falcon Holding Group. L.P. and Falcon/TCI Partnership, and currently doing business as and/or ' otherwise known as Falcon Video Communications, L.P.,the same doing business as Charter ' Communications, and Grant County. Term is extended to September 1, 2014, or until a new i Franchise Agreement is negotiated, whichever comes first. (Approved) � i 5. Grant County Request for Reimbursement No. 8 on CDBG Public Services Grant No. 13-65400- ry 005 for the month of March, 2014, with the Department of Commerce and administered ! i through the OfC o'F Washington, in the amount of$16,996.35 ($3,000.00 of which is for Grant � County's Admin Fee). (Approved) 6. 2014-2016 Davis Shows NW, Inc. Agreement with Grant County for a combination of shows, amusement rides,games and concessions at the Grant County Fair. Term is May 5, 2014 ; through September 30, 2016. (Not ready for signature) � 7. Grant County Reimbursement Request#4 on Washington State Department of Cornmerce � Consolidated Homeless Grant(CHG) on Contract#14-46108-10, administered through the i Housing Authority of Grant County, in the amount of$31,040.62. Anticipating: Agreement Regarding Use of County Property for Public Purpose between Grant County and Sage N Sun. Inc. for utilization of County property and buildings comrnonly known as the Courthouse and immediate surrounding area, and having a street address of 35 C Street NW, Ephrata, Washington. Dates are June 11 through June 15, 2014. (Not ready for signature) 10:00 a.m.—10:15 a.m. Commissioners Office Safety Meeting 10:30 a.m.—10:45 a.m. Citizen Public Comment Period Lyn Hunt, Linda Maletta, and Katy Johnsan, Desert Aire Homeowners Association, came in to discuss the closing of the drop box in Desert Aire. She brought in a letter from the Homeowners , Association and a petition from approximately 200 residents of the area requesting to keep the � drop box open. They currently have a problem with littering in their area; without the drop box it will be worse, The other option will be that people will have to go to the Ephrata Landfill to dump garbage. She believes people will instead dump in the surrounding fields. She supports an increase in dump fees to keep it open. She requests that the Board reconsider the closure of ' this drop box. Commissioner Stevens stated these drop boxes were never meant to remain open forever. He stated the entire County now has disposal service that can be used by the residents. The County loses approximately$110,000.00 per year on all of the drop boxes. She wants the area residents and the County to work this out. She would fike the County to approach a third party to run the drop box. Commissioner Carter said they have proposed the running of this drop box to the Desert Aire Homeowners Association. Commissioner Carter stated Grant County is the only county in the state that still offers drop boxes. Ms. Hunt will bring the option of leasing the drop box from the county, back to their homeowners association. As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.2A�.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of$440,396,28, $176,461.36, and $718,209.64, as recorded on a listing and made availab{e to the Board.
