3. 2014 Agreement, Concert Management/Development between Grant County and Live '
Nation Worldwide, Inc, to conduct concerts and/or events at the Gorge Amphitheater. �

4. Amendment A to Office of Crime Victims Advocacy Grant No. F12-31103-010(Federal Funds
#2012-WF-AX-0047)with Grant County, by and through Grant Integrated Services' New I
Hope division. The amendment modifies the spending allocations between administration �
and direct services, and a $20.00 allocation to Adams County goods and services to match �
the original amount of the grant. (Approved)
5. Anticipating: Residential Agreement(Residential Premises), Grant Integrated Services, New �
Hope Domestic Violence and Sexual Assault Services (Emergency Shelter Renewal), Term I

Consolidated Homeless Grant (CHG) No. 12-46108-10, administered through the Grant
County Housing Authority, in the amount of$23,006.95. (Approved)
11. For BOCC discussion/review only: Completed Economic Recovery—Board of County
Commissioners Form prepared by Administrative Services Coordinator and Grant County
Emergency Management. This is a federally-requested form designed to assess the County's
ability to assist in the return of economic and business activities (including food and
agriculture)to a healthy state and develop new business and employment opportunities
that result in a sustainable and economically viable community(in the event of a disaster
that results in economic recovery needs). (Discussion only)
12. Anticipating: Special Counsel Contract between Grant County and Wrenn Bender Mcl<owan
& Ring, LLP,for the performance of legal assistance and rendering of legal advice, relative to
environmental,Superfund Site and Landfill matters, and other matters/proceedings as

6. Request from the Eastern Washington Council of Governments (EW COG) for the Chairs of the
Board of Adams,Columbia, Douglas, Ferry, Lincoln,Okanogan, Pend Oreille,Stevens,Whitman,
and Grant County's to sign a letter to the Bonneville Power Administration and United States ��
Army Corp of Engineers asking for coordination on the Columbia Basin Treaty. (Approved) '

HUMAN RESOURCES
7. Personnel Action Request Recommendation regarding a request from the Prosecuting
Attorney's Office for Carole Highland to carry over 48.58 hours of annual leave into the 2014
calendar year. The Director recommends allowing the carryover of 40 hours per Annual Leave
Administrative Policy#02-04 (d) which allows an exception to the annual leave maximum and
allows 5 days carryover. (Approved)
FAIRGROUNDS
8. Out of state travel for Jerry Gingrich to attend the International Fairs and Expositions (IAFE)
spring seminar from February 18-21, 2014 in San Antonio,TX. (Approved)

9. Budget extension request in the amount of$50,000.00 to the Homeless Housing Fund #130 to

Sexual Assault Services to reflect an increase in revenue from a series of grants and contracts
with state, local, and private entities and the resulting increase in staffing costs. (Approved,the
