GRANT COUNTY BOARD OF COMMISSIONERS
MONDAY.APRIL 28.2014
The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.
8:30 a.m.—9:00 a.m. Elected Official Roundtable Meeting
9:00 a.m.—9:50 a.m. J Strickler,ASC Update and Misc. BOCC Action
A motion was made by Commissioner Carter, seconded by Commissioner Stevens,to approve items 1
and 2 on the ASC Agenda as presented. The motion passed unanimously.
1. Possible vouchers for Interfund Communications, insurance, and/or grant administration,
(Approved)
2. Revision 1 to Washington State Department of Social and Health Services(DSHS) Contract
#1363-80163, Exhibit C. The revision serves to remove two (2) clients that are no longer
receiving services from the Directions in Community Living Program, DD Services. (Approved)

Pursuant to RCW 42.30.110(1)(i) Commissioner Swartz called an Executive Session to order at
3:05 p.m. to go until 3:20 p.m. to discuss with legal counsel representing the agency matters
relating to agency enforcement actions, or to discuss with legal counsel representing the agency
litigation or potential litigation. In attendance were Commissioners Stevens,Carter, Swartz, Lee
Pence, Civil Deputy Attorney,Jerry Gingrich, Fairgrounds,Tom Gaines, Facilities and
Maintenance,Jereme Roy, Fairgrounds,Jeff Tincher, Public Works Director,Jamin Ankney and
David Van Cleve, Gray and Osborne,June Stricl<ler,Administrative Services Coordinator, and Dan
Nelson, Soiltest. The session was then continued to 3:35 p,m. Commissioner Swartz closed the
session at 3:35 p.m.

MISCELLANEOUS ITEMS
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42,24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of$617,406.73, as recorded on a listing
and made available to the Board.

The session was continued at 9:00 a.m.with all Commissioners in attendance.
9:00 a.m.—9:20 a.m. Open Record Public Hearing, Randy Niessner Minor Zone Change
The Commissioners held an Open Record Public Hearing to consider minor zone change
application from Randy Neissner for a portion of one parcel. The parcel currently has
inconsistent zoning and land use designations. The portion of the property south of the existing
runway(approximately 70 acres)will be rezoned Urban Residential 1,which will be consistent
with the existing land use designation. The property north of the runway will remain Urban
Light Industrial.
The subject area is located in the northern portion of S 17,T 16 N, R 26 E, W.M.,Grant County,
WA approximately one mile southeast of Royal City.The site address is 4591 Rd. 13.6 SW, Royal
City,WA. (Parcel #16-0130-000)
Commissioner Carter moved to close the public comment portion of the hearing. Commissioner
Stevens seconded and the motion passed unanimously. Commissioner Stevens moved to
approve the recommendation of the Planning Commission and approve the minor zone change
recognizing the 10 Findings of Fact, as presented. Commissioner Carter seconded and the
motion passed unanimously. The hearing adjourned, (Approved,Ordinance No. 14-021-CC)

Funding Support Request(This item is being placed on hold for further '
review)
10:00 a.m.—10:20 a.m. Open Record Public Hearing, Economic Enhancement, Capital Outlay,
EDC Professional Services Contract, and Commerce Grants Budget
Extension
The Commissioners held an Open Record Public Hearing to consider budget extension requests
for the following Grant County funds:

1, Economic Enhancement Strategic Infrastructure Ending Fund in the amount of
$258,000.00 for the following:
a. SIP#2014-01 Quincy Valley Medical Center—Feasibility Study for expansion
of QVM, $5,000 grant(Fund#113, Department#155)
b, SIP#2014-03 City of George and Port of Quincy—North George Water
Distribution System, $183,000.00 grant and$70,000.00 loan (Fund#113,
Department#155)
2. Capital Outlay Fund#001, Department#141 in the amount of$200,000.00 to cover
the expenses of the Whitaker Building remodel project.
3. EDC Professional Services Contract Agreement Fund#113, Department#155 in the
amount of$25,000.00 to assist in the funding of their"Building Prosperity" project.
4. Consolidated Homeless Grant Fund #190, Department#001 in the amount of
$73,348.00 to receive the revenue and budget expenses for the Washington State
Department of Commerce Contract#14-46108-10, due to the close out of the
Emergency Solutions Grant.
Commissioner Stevens moved to close the public comment portion of the hearing,
Commissioner Carter seconded and the motion passed unanimously, Commissioner Carter
moved to approve the budget extensions as presented. Commissioner Stevens seconded and
the motion passed unanimously. The hearing adjourned. (Approved, Resolution No. 14-022-CC)

4. Interlocal agreement between Grant County and Lincoln County for purchasing; and Resolution
No. 14-023-CC authorizing execution of Intergovernmental Agreement with Lincoln County for
the purpose of utilizing each counterpart's procurement agreements and bidding.

Pursuant to RCW 42.30.110(1)(i) Commissioner Swartz called an Executive Session to order at
2:45 p.m.to go until 2:55 p,m. to discuss with legal counsel representing the agency matters

7. Request to award their quote for tree removal and pruning at their Quincy facility, to Joe's Tree

8. Personnel Action Request Recommendation regarding a request from Superior Court to:
a. Request to re-name the Superior Court Administrative Assistant to a Deputy Court
Administrator;
b. Request to re-band the Assistant Administrator Position from a Band 7,Step 5 to a Band
11;
c. Request to re-band the Jury Administrator Position from a Band 8, Step 2 to a Band 12.
The Director's recommendations are as follows:
a. Able to recommend the request to re-name the Superior Court Administrative Assistant
to a Deputy Court Administrator; (Approved)
b. Not able to recommend the request to re-band the Assistant Administrator Position to a
Band 11; (see below)
c. Not able to recommend the request to re-band the Jury Administrator Position to a
