MISCELLANEOUS ITEMS
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of$495,591.50, as recorded on a listing
and made available to the Board.

The session was continued at 9:00 a.m. with all Commissioners in attendance,

10:00 a.m.—10:20 a.m. Open Record Public Hearing, 2014 CDBG Public Services Grant
Application and 2013 Report on Use of Funds
The Commissioners held an Open Record Public Hearing to implement the Community
Development Block Grant(CDBG) between Grant County and the Washington State Department
of Commerce, with the funds being passed through the OIC of Washington. This hearing is also
to close out the 2013 grant contract 13-65400-005. $129,070.00 will be available to
Opportunities Industrialization Center of Washington (OIC of WA)to fund public service
activities that principally benefit low and moderate income persons.
June Strickler,Administrative Service Coordinator, discussed the proposed and notified the
Commissioners that all hand outs are available in English and Spanish and that a Spanish
interpreter is here to assist if necessary. She also shared the availability of technical assistance
for anyone who desired to become knowledgeable with the CDBG program or to contribute
ideas to solving some of the community's needs, upon request, Available handouts; (1)
Community Development Block Grant Program description, (2) Federal Regulations 24 CFR
570.486(a), (3) Public Participation Plan (PPP), and a (4) Grant County's adopted CDBG Grievance
Procedure form (an attachment to the PPP). Ms. Strickler has a resolution for signature with
certifications of compliance for CDBG public services grant only. The amount of the pass
through grant is$129,070.00.
Candi Jaeger, OIC of WA,gave an update on the last year's grant. Part of the funding goes to
energy assistance which serves Grant and Adams Counties, They also have a Migrant and
Seasonal Farmworl<er program. The Prosperity Center has assisted with counseling. They also
have financial workshops available to the public. The Weatherization program has helped 109
families.

Commissioner Carter moved to close the public comment portion of the hearing. Commissioner
Stevens seconded and the motion passed unanimously, Commissioner Stevens moved to adopt
the close out of the 2013 grant and approve the 2014 application as presented. Commissioner
Carter seconded and the motion passed unanimously. The hearing adjourned, (Approved,

No bids were received for items 1 and 2 of the bid proposal. I recommend we purchase the needed
vehicles, 5 Dodge Charges and 1 Chevrolet Tahoe, from the current state vendors. Three trade-ins
#7016, #7021, and #7010 will remain in our yard until next year and then be traded with next year's
contract. (

Award the contract for the following items to the low bidder in compliance with the specifications;

Item 3 -Furnish and deliver one mid-size AWD Utilitv Police SLTV F.O.B Grant County WA
to furnish and deliver one Ford Interceptor AWD in the amount of$31,359.34 including sales tax and
including trade-in#7003, in the amount of$3,101. The unit price bid was$31,977.77. The apparent low
submitted by Bud Clary Ford failed to provide the warranty repair location and failed to provide the
outside air temperature gauge.
Item 4 -Furnish and deliver 1/2 ton 4WD Crewcab 8'box picicup F O B Grant County WA
to furnish and deliver one 2014 Ford F150 4WD Supercrew 6.5' box picl<up in the amount of$17,605,15
including sales tax and accepting trade-in#7031, in the amount of$13,601.00. The unit price bid was
$29,812A0.
Item 5 -Furnish and deliver 3/4 ton 4WD crew cab pickup 6.5'box F O B Grant County WA
to furnish and deliver two 2015 Ford F250 Supercab 6.5' box pickup in the amount of$40,543.64
including sales tax and accepting trade-ins#0771, in the amount of$7,601,trade-in #7008, in the
amount of$9,101, and trade-in#ORV, in the amount of$7,101. The unit price bid was$30,568.00.
6. Execution of Contracts: 1-Incline Conveyor/Equipment Contract 2014-03 Rebid (Not ready for

7, Request Signature Authority for Jeff Tincher to sign the Property Damage Release between
Bench Mark Farms and Mutual of Enumclaw Insurance. (Approved)
8. Washington State Department of Transportation Local Agency Agreement between Grant
County and the Washington State Department of Transportation to resurface South Frontage
Road. (Approved)
9. Interlocal Procurement Agreement between Grant County and Lincoln County to acknowledge
the parties' mutual interest to jointly bid the acquisition of goods and services and/or jointly
dispose of property where such a mutual effort can be planned in advance,jointly acquire goods
and services, and to purchase or acquire goods and services under contracts where a price is
extended by either party's bidder to other governmental agencies. This is an open ended
agreement. (Not ready for signature).
2:00 p.m. —2:10 p,m. Open Record Public Hearing, Gerald Brown Franchise Hearing
The Commissioners held an Open Record Public Hearing Open Record Public Hearing to consider
a franchise request from Gerald Brown to construct, operate and maintain irrigation pipeline
and related facilities on certain County Road Rights-of-Way within the County for the purpose of
irrigation. �

Property is located the west 10 feet of the north 1100 feet of S 05,T 17 N, R 24 E,WM together
with the west 10 feet of the south 30 feet of S 32,T 18 N, R 24 E,WM,together with the east

Jeff Tincher, Public Works Director, stated he recommends approval of the Franchise.
Gerald Brown discussed his request.
Commissioner Stevens moved to close the public comment portion of the hearing,
Commissioner Carter seconded and the motion passed unanimously. Commissioner Carter
moved to approve the franchise as presented. Commissioner Stevens seconded and the motion

' 2:15 p.m.—2:25 p.m. Open Record Public Hearing, Park Place Road Vacation (Pelican Point
Addition 3)
The Commissioners held an Open Record Public Hearing to consider a petition requesting to
vacate a certain county right-of-way known as Park Place (Pelican Point Addition 3), located in S
3, T18N, R28E, WM.
Jeff Tincher, Public Works Director, read into the record, the following Engineers Report:
The Board of County Commissioners of Grant County Washington has received a petition
to vacate that portion of County Road being all that portion of County Road Park Place,
Road Log Number 21608,from Mile Post 0.000 to Mile Post 0.050, lying in Section 3 nf
Township 18 North, Range 28 Epst W.M., all in Grant County, Washington, as
highlighted on the attached ExhibitA.
The Board of County Commissioners determined that consideration shou/d be given to
the petition and directed the County Road Engineer to prepare a report on the proposed
vacation and abandonment for a pub/ic hearing to be held at 2:15 PM, March 18, 2014.
The proponents of the petition own the majority of the frontage along the petitioned
County Road as shown on the attached Exhibit 8. There is one(1)Approach Permit(5-
225-A)at M.P. 0.019 on County Road Park Place for Lot#2, Pelican Point Addition No. 3,
this lot also has an existing approach onto Goodrich Road just west of Park Place.
County Road Park Place does not abut on a body of freshwater(Moses LakeJ as shown
by the Mean High Water Line on Pelican Point Addition No. 3 P/at, Exhibit A.
Along the Westerly side of County Road Park Place is a drainage ditch that collects storm
water from Park Place Road, Goodrich Road and a portion from Pelican Drive. The storm
water from Pelican Drive is captured in catch basins and then piped down the hill, enters
the ditch along Goodrich Road just East of Park Place Road then crosses Goodrich Road
into the drainage ditch along Park Place. �

At the location where this storm water enters Goodrich Road there a/so appears to be
ground water coming in from the hill side and/or piped from the adjacent properties.
' 1 find there are four(4)options for the Board of County Commissioners to consider on the
' vacation of, all that portion of County Road Park P/ace, Road Log Number 21608,from
Mile Post 0.000 to Mile Post 0.050, lying in Section 3 of Township 18 North, Range 28
East W.M., all in Grant County, Washington, as highlighted on the attached ExhibitA.

Approve the vacation of all that portion of County Road Park P/ace.
Option 2
Approve the vpcation of all that portion of County Road Pprk Place, except an existing
twenty(20)foot drainage easement through the vacated right-o,�way to accommodate
drainage from Goodrich Road.
O tion 3
Approve the vacation of all that portion of County Road Park Place as shown on
Attached Exhibit C, original petition drawing with changes to include a hammerhead
turnaround to be built and additional easement granted by the petitioner, and except an
existing twenty(20)foot drainage easement through the vacated right-of-way to
accommodate drainage from Goodrich Road.
Option 4
Deny the vacation of all that portion of County Road Park Place.
There would be benefit to the public in that road fund expenditures on this road would
no longer be necessary. However, the office of the County Road Engineer recommends
Option 2, Option 3 or Option 4 to accommodate the existing drainage in the area.
Tom Taylor, member of the Pelican Point Community Association (PPCA), is here to testify
against the vacation of Parl< Place. He disputed the County Engineer's statement that Park Place
does not abut against a body of water. He states it does, according to Websters dictionary.
Also, RCW 36.87.020 states the petition must show that the land owned by each petitioner that
the county road is "useless" as part of the County road system. He does not believe it is useless.
This cul-de-sac is paved and is used by the homeowners in the PPCA as over flow parl<ing for the
boat launch. He states this issue was addressed many years ago with the Commissioners and
this cul-de-sac was agreed to be used for over flow parking. He is voting for Option 4 of the
County Engineers report. Discussion ensued.
Mark Johnson, homeowner in the area, spoke against the vacation.

, Marl<Johnson stated Mr. Dexter has been telling him that his property value will increase if the
road is vacated. He believes Mr. Dexter is looking at the as a financial gain, not as building
himself a home.
Kirn Thomas, Pelican Point Community Association Secretary/Treasurer, spol<e against the
petition. She stated that on the Grant County Mapsifter, the lots that were given to Mr. Dexter,
the waterfront lots are still in the PPCA name, even though he has clear title to those properties.
Its been several years since this change was done. Commissioners stated they will bring this up
to the Assessor's Office. She also mentioned that the PPCA has been paying the taxes on these
properties also,
Commissioner Carter asl<ed if anyone in the audience today was in favor of the road vacation,
and no one spoke up.

Larry Thomas, Pelican Point Association Board, spol<e against the vacation.
Commissioner Stevens asked about the pari<ing agreement between the PPCA and Grant County
as mentioned earlier. Jeff Tincher did not remember one but will research it,
Gary Castle, spoke against the vacation.
Freya Liggett stated the road vacation is not in the best interest of the Association at this time.
Jill Goodrich, opposes the vacation because she wants the PPCA to have access to the
equipment n2eded to withdraw needed water from the lake,to irrigate the park on their
property.
Kim Thomas reiterated what Ms. Goodrich stated about needing the irrigation that runs under
Parl< Place to irrigation their park.
Commissioner Carter moved to close the public comment portion of the hearing, Commissioner
Stevens seconded and the motion passed unanimously. Commissioner Stevens moved to denv
the road vacation,which is Option#4 as presented by Public Works. Commissioner Carter
seconded and the motion passed unanimously. The hearing adjourned. (Denied, Resolution No.

Pursuant to RCW 42.30.110(1)(i) Commissioner Swartz called an Executive Session to order at
3:05 p.m. to go until 3:25 p.m. regarding the REC Litigation, In attendance were Commissioners
Stevens, Carter, Swartz, D.Angus Lee, Prosecuting Attorney, and Lee Pence, Civil Deputy
Prosecuting Attorney. Commissioner Swartz closed the session at 3:25 p.m.

6. Request to authorize the repurpose of a Traffic Enforcement Deputy Prosecutor position into a
full time Gang Prosecution position for a period of 6-12 months so that a multi-pronged Gang
Prosecution Taskforce can be created and fully staffed, (Approved)
GRANT INTEGRATED SERVICES
7. Request to purchase 4 small desktop computers and software in the approximate amount of
$5,000.00; software and licensing from QueueMetrics in the amount of$1,143.51 to upgrade
their VOIP phone system; and to purchase a Secure Access System in an amount not to exceed
$12,000,00. (Approved)
