The Grant County Commissioners session began at 8:30 a.m. with all Commissioners in attendance.
8:30 a.m.—9:00 a.m. Elected Official Roundtable Meeting
9:00 a.m.—9:50 a.m. J Strickler,ASC Update and Misc. BOCC Action �
A motion was made by Commissioner Stevens, seconded by Commissioner Carter, to approve items 1
and 2 on the ASC Agenda as presented. Item 3 did not arrive for signature. The motion passed i
unanimously. I
1. Possible vouchers for Interfund Communications, insurance, and/or grant administration.

2. BOCC Resolution No. 14-005-CC in Re: Strategic Infrastructure Committee �

Recommendation for Funding on Strategic Infrastructure Program (SIP)#2013-08, Coulee ;
Area Pari<and Recreation District, Community Wellness and Aquatic Center in the form of a !
$25,000 grant. (Approved) �
3. Anticipating: Interlocal Agreement(MLIRD Assessment Roll) between Grant County, by and
through the Office of the Grant County Treasurer, and the Moses Lake Irrigation and i
Rehabilitation District regarding the combined foreclosure for all property taxes, all i
irrigation district assessments, and all costs and interest owing to both entities pursuant to
RCW 84.64. Term is date of final signing authority and only applies to 2014 assessment
values and/or prior years affected or impacted by 2014 assessment values. (Did not arrive
for signature) '

Jeff and Jennifer Powell came in today to discuss their residence in Mae Valley and recent
damage to their boat docks due to the high level of Moses Lake and the ice. One of his docks '
was built in 1996. He stated to replace these damaged docks, it will cost approximately ;
$40,000,00. He will not be able to resale the 2 properties without usable docks. Mr. Powell '
showed pictures of the damage. He believes the high level of Moses Lake is due to the dam ',
near the Sand Dunes that the County and Moses Lake Irrigation and Rehabilitation District is �
currently worl<ing on, being broke. He stated the replacement dam does not allow for any ',
overflow to be relieved from the Lake. He is here today to bring this issue before the County ;
Commissioners. He expects to be compensated for his loss from the MLIRD. He stated this dam �
has been having issues since 1985; this should have been dealt with before an emergency �
occurred. The Commissioners stated there is nothing the County can do but appreciate him �
keeping them informed. �

MISCELLANEOUS ITEMS
As of this date,the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of$137.37 and $475,022.05, as recorded
on a listing and made available to the Board.
The Commissioners approved and signed the Grant Public Works County Payroll Salary Fund for the
January 24,2014 payroll.
The Commissioners approved and signed the Grant County Payroll Authorization form for the January
24, 2014 payroll.

The session continued at 8:15 a.m. with all Commissioners in attendance.

Pursuant to RCW 42.30,110(f) Commissioner Swartz called an Executive Session to order at
10:15 a.m.to go until 10:25 a.m. to receive and evaluate complaints or charges brought against
a public officer or employee. In attendance were Commissioners Stevens, Carter, Swartz, and
Tammie Hechler, Human Resources Director. Commissioner Swartz closed the session at
10:25 a.m.

1. Execution of Contracts: 2014-2016 Herbicide Application Program awarded to Basin Tree
Service of Ephrata,WA for the bid amount of$177,150.00. (Approved)
2. County Road Administration Board (CRAB) Certification of the 2014 Road Levy and Estimate
Revenue Produced: Traffic Law Enforcement in the amount of$210,000,00. (Approved)
3. Authorization to Call for Bids for the Materials Contract 2014-04 (Fuel Purchases) project with a
proposed bid opening of February 18, 2014 at 2:00 pm. (Approved)
1:30 p.m.—1:40 p.m. Bid Opening, Herbicide Materials 2014
The following bids were received:
1. Helena Chemical Co. $384,22�.03
2. Crop Production Services $274,070.89
3. Alligare $113,a38.14
4. Wilbur-Ellis $331,924.86
A motion was made by Commissioner Carter, seconded by Commissioner Stevens,to turn over the
bids to Public Works for their review and recommendation. The motion passed unanimously.
2:00 p.m.—2:20 p.m, Open Record Public Hearing, City of Quincy Franchise
The Commissioners held an Open Record Public Hearing to consider a franchise application from
the City of Quincy to enter upon, construct, operate and maintain a 24 inch industrial and
municipal effluent irrigation pipeline along the shoulder of the road,within the road right-of-
way of Road R-NW, and located within S 36,T 21, R 23; S 01,T 20 R 23, and S 12,T 20, R 23 WM,
Grant County.
JeffTincher, discussed the application and recommends approval.
Danna DalPorto came today to ask some questions and wants to know where the water will be
going? Tim Snead, City of Quincy Administrator, stated it will be delivered to the last canal in
the area, where Stacy Keebler and Jack Jones have lands. They will be irrigating about 300
acres.
Discussion ensued,
Mr,Snead stated the reason this franchise is being requested is because the current 50 year
agreement the City has with the Bureau of Reclamation to discharge the water in their facilities,
will not be renewed after 2015, Another method had to be found.
Commissioner Carter moved to close the public comment portion of the hearing, Commissioner
Stevens seconded and the motion passed unanimously. Commissioner Stevens moved to
approve the Franchise as presented. Commissioner Carter seconded and the motion passed
unanimously. The hearing adjourned. (Approved)

A motion was made by Commissioner Carter, seconded by Commissioner Stevens, to approve items 1
through 6 on the Consent Agenda as presented. The Commissioners voted to not pay the mileage on
the Paul Stoker invoices until it was reviewed by the Ground Water Managemen�Area GWMA Board.
The motion passed unanimously,
