A motion was made by Commissioner Carter, seconded by Commissioner Stevens, to approve items 2
through 5 on the ASC Agenda as presented below. The motion passed unanimously.

i. Anticipating: Agreement between Grant County, by and through
Grant Integrated Services - Mental Health, with GeoEngineers for
special inspection and testing services during construction of the
planned Grant County Mental Health Boarding Home located in
Moses Lake, Washing�on. (Dicl not arrive)
2. Special Counsel Contract between Grant County and Graham &
Dunn, P.C. (Judy Endejan) to perform and render legal assistance
and advice relative to the Washington State Public Records Act
and/or Best Settlement Agreement Materials. Term is January i,
zoii through December gi, 2oi2. (Approved)
g. Investment Services Agreement between Grant County, by and
through the Grant County Treasurer, and the City of Coulee City.
Term is February 28, 2011 with automatic renewal from year to year
with rights to terminate with 6o days' written notice. (Approved)
4. Contract Amendment $o96g-68o32-04 on DSHS Contract #o96g-
68032 for chemical dependency services, between Grant County, by
and through Grant Integrated Services PARC, and the Washington
State Department of Social & Health Services. The arnendment
carries over FY 2oio Prevention funds to FY 2011 and the CJTA Base
amount in 2oii is broken down into two funding sources: CTJA Base
and the 333•97•78 — TXIX-Fed Waiver dollars. (Approv��)
5. 2oi1 Memorandum of Agreement between Grant County and Jeffery
A. Wade for Investigative Services to assist Grant County Public
Defense. Term is a trial period of February 28 to May 3i, 2011.

Commissioners Office Safety Meeting
Citizen Public Comment Period
Mick Hansen, Moses Lalce, is coming before the Board to discuss his request to add Fairway Drive
to the Golf Cart Zone. He realizes that Fairway Drive is within the City and the County so he will
bring this proposal to the City also. There are questions about the ability for a golf cart to cross a
road that is g5 mph. They will have to aslc the Attorney this question. Mr. Hansen has received
io5 signatures so far which is approx. 25% of the area. Mr. Hansen will continue to get signatures.

As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of $587,�16.07, $g63,282.86, and
$147�777•93 as recorded on a listing and made available to the Board.
As there was no further business to come before the Board the session was continued until March i, 2o1i.

The session was continued at 9�45 am with all the Commissioners in attendance with the Clerle of the
Board.
9�45 a•m• — 9�55 a.m. Open Record Public Hearing, Sheriffs Office Budget Extension
The Commissioners held an Open Record Public Hearing regarding a budget extension request
from the Sheriffs Office Fund #ooi, Department #114 in the amount of $3,868.0o to purchase 6-
Sector Scanners and 6-Sector Printers using a Traffic Safety Equipment grant as provided
through the Washington Association of Sheriff's and Police Chiefs. Commissioner Carter moved
to close the public comment portion of the hearing. Commissioner Stevens seconded and the
motion passed unanimously. Commissioner Stevens moved to approve the budget extension as
presented. Commissioner Carter seconded and the motion passed unanimously. The hearing
