HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (533)MINUTES GRANT COUNTY BOARD OF COMMISSIONERS MONDAY NOVEMBER 22,2010: The Grant County Commissioners session began at 8:3o a.m. with all Commissioners in attendance. 8:oo a.m. — 8:2o a.m. J McLaughlin, MACC Bond Pricing and Interest Establishment Conference Call 8:30 a.m. - 8:5o a.m. B Hill, District / Juvenile Public Defense Update 9:oo a.m. —11:oo a.m. 2011 County Budget Workshop Citizen Public Comment Period (No public in attendance) 10:3o a.m. -10:45 a.m. 11:oo a.m. — 11:5o a.m. Budget and Finance Update Open Record Public Hearing, Ordinance amending Ch. 6.20 of the Grant 1:30 p.m. — 1:50 p.m. County Code titled "Disorderly Conduct" (The Grant County Prosecuting Attorney's office will request the BOCC continue this hearing to December 28,2010 at 11:oo a.m.) The Commissioners held an Open Record Public Hearing to consider an ordinance amending Ch. 6.20 of the Grant County Code titled "Disorderly Conduct". Prosecuting Attorney D. Angus Lee stated that the ACLU recently contacted their office and expressed some objection to portions of the language contained within the proposed ordinance. Notably, the word "profane". The Prosecuting Attorney's Office is currently conducting research regarding the issue raised by the ACLU and they feel that it is in the best interest of the County to continue the hearing to December 28, 2010 at 11:oo a.m. Commissioner Stevens moved to continue the hearing to the date noted, Commissioner Swartz seconded and the motion passed unanimously. The hearing adjourned. 2:00 P.M. - 2:50 p.m. 3:00 p.m. — 3:50 p.m. 4:00 p.m. — 5:00 p.m. MISCELLANEOUS ITEMS T Hechler, Human Resources Update Capital Facilities Plan meeting Senator Parlette Conference Call, 2011 Session As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.o8o, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of $615,423.69, S143,998.40, $558,413.81, and S5.0o, as recorded on a listing and made available to the Board. The Commissioners authorized the payment of the property taxes owed on the Roller Estate property donated to Grant County (New Hope) in the amount of S250.84. J McLaughlin and C Weed, MACC Bond Resolution and Purchase Agreement The Commissioners held an open public meeting to consider Resolution No. 10 -o87 -CC, a Resolution authorizing the issuance and sale of limited tax general obligation bonds of the County in the aggregate principal amount of $9,6o5,000.00 to finance certain improvements to the Multi -Agency Communications Center; providing the date, form, terms, maturities, and redemption provisions of the bonds; providing for the disposition of the bond proceeds: providing for the annual levy of taxes to pay the principal of and interest on the bonds; and authorizing the sale of the bonds. Jack McLaughlin discussed the bond and the A-1 Rating given to the County by Moody s. Cynthia Weed, K&L Presto discussed the action item needed to finish the project financing. Grant County Resolution No. 10 -o87 -CC culminates the financing for the MACC Project. It is the expectation that 911 sales tax funds will be used to make the payments. Also, a reserve fun has been established in case the 911 sales tax funds are not sufficient enough to make the yearly payments. Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner Swartz seconded and the motion passed unanimously. Commissioner Stevens moved to adopt Resolution No. 10 -087 -CC and sign the Bond Purchase Agreement as presented. Budget Extension request from the Grant County Tourism Commission in the amount of S32,000.00 to cover outstanding invoices and benefits. The funds come from Tourism Advertising Beginning Fund balance. (Approved, the public hearing was set for December 21, 2010 at 10:30 a.m.) GRANT INTEGRATED SERVICES 4. Request to remodel parts of the lobby in their Moses Lake office. The approximate cost is $42,000.00. If approved, this project will go out for bid; fund being used are within their current budget. (Approved) TREASURER'S OFFICE 5. Request to transfer the Trial Court Improvement monies from the Law and Justice Fund per SSB 5454. The amount is $11,776. oo. (Approved) HUMAN RESOURCES 6. Personnel Action Request Recommendation regarding the Clerk's Office request for an exception to the hiring freeze to hire a Regular FullTime Deputy Clerk II position due to an internal transfer of an employee. The Director recommends approval. (Approved) PROSECUTING ATTORNEY'S OFFICE 7. Request to purchase a used Sharp MX-M45oNA Digital Copier from Business Interiors & Equipment for use on the District Court side of their office. The cost is S4,310.00 plus tax. Funds being used are within their current budget. (Approved) 4:00 P.M. — 4:50 P.M.
