MONDAY NOVEMBER 8,2010:
The Grant County Commissioners session began at 8:3o a.m. with Commissioners Swartz and Stevens in
attendance. Commissioner Carter was out and excused.

A motion was made by Commissioner Stevens, seconded by Commissioner Swartz, to adopt the
2o11 preliminary County budget in the amount of $67,982,471.00. The motion passed with 2
Commissioners in attendance.

Appeal
The Commissioners held a Open Record Public Hearing continuance regarding an administrative appeal
from Larry Hall. The original public hearing was held September 27, 2010 and continued until today.
The original appeal was regarding a Short Plat application #10-5454 submitted by Larry Hall, l000 S
Pioneer Way, Moses Lake, WA 98837. The Grant County Department of Community- Development
granted a short plat of one 6.69 -acre parcel in order to create four lots in the Urban Commercial 1 zoning
district of Grant County. The intended use of each proposed lot is commercial. The site address is 1304
Craig St. NE, Moses Lake, WA. It is known as Lot 3 of the Jan Marie Short Plat, and is located approx.
one and one-half miles north of the intersection of State Highway 17 and Patton Blvd NE, and is in the SE
quarter of S 32, T 20 N, R 28 E, W M (Parcel No. 31-2229-00o). This application was approved with 8
Conditions of Approval. The appellant is appealing Condition 2, subparagraphs (d) through 0) of the
revised Resolution approving the short plat approval, which is dated August 12, 2o1o. Rick Rettig read
into the record a letter from Larry Hall withdrawing his Administrative Appeal. He states that the new
Resolution from the Planning Department approves the Short Plat and the conditions of approval appear
to be consistent with the agreed upon conditions of approval as stipulated in the revised conditions
prodded from Public Works. Commissioner Stevens moved to close the hearing, Commissioner Swartz
seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned.

9. Budget Extension request in the amount of $33,611.00 to cover Jury
Expenses left out of the 2010 budget, cost of a Records Clerk
(Temporary Help), and visiting Judges expenses. (Approved, this
public hearing is being held until the end of the year.)
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.o8o, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amounts of $1,559.980.64, $596,666.47, and
$145,198.41 as recorded on a listing and made available to the Board.
