TUESDAY, OCTOBER 12.2010• The session was continued at 9:oo am with all the Commissioners in attendance with the Clerk of the Board. 9:oo a.m. — 9:2o a.m. Open Record Public Hearing, Ordinance increasing Excise Tax on Switched Access and Radio Access Lines, and providing for Levy of Excise Tax on Interconnected VOIP Service Lines (Per SSB 6846) The Commissioners held an Open Record Public Hearing regarding Ordinance increasing excise tax on switched access lines and radio access lines, and providing for levy of excise tax on interconnected voice over internet protocol service lines to $0.70 per month per line. Commissioner Stevens moved to close the public comment portion of the hearing. Commissioner Swartz seconded and the motion passed unanimously. Commissioner Stevens moved to adopt the ordinance as presented. Commissioner Swartz seconded and the motion passed unanimously. The hearing adjourned. Vendor Agreement between Grant County and Moses Lake Community Health for Community Resource Development, Information and Education, and Parent to Parent services. Period of performance is o9/os/10 to 06/30/11. (Approved) 6. 2010 Municipal Services Agreement with Grant County Economic Development Council for the provision of improved coordination and effectiveness of federal, state, local and other program services and actions affecting the local economy. The Agreement terminates automatically on December 31, 2010. (Approved) 7. Request for Reimbursement #4 on Department of Commerce Grant No. o8 -F96119-003, Grant County Fire District #3, George Fire Station Expansion, in the amount of $161,143.88. Proclamation request to proclaim October as Domestic Violence Awareness Month. (Approved) FAIRGROUNDS 7. Personnel Action Request Recommendation for the Prosecuting Attorney's Office request for an exception to the hiring freeze to hire one Victim/Witness Coordinator due to a recent resignation. A Lee, Prosecuting Attorney's Office Update (Rescheduled to 4 pm) Pursuant to RCW 42.30.110 (1)(i) Commissioner Carter opened an Executive Session regarding Moses Lake vs. Grant County Litigation at 4:06 p.m. to go until 4:26 p.m. The session was continued until 4:36 p.m., and then continued until 4:45 p.m. The session was closed by Commissioner Carter at 4:45 P.m. COMMISSIONERS' OCTOBER 11, 2010 MINUTES Page 4 of g MISCELLANEOUS ITEMS As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.o8o, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of $1,586.52, $158,761.4o, and $1,401,919.61, as recorded on a listing and made available to the Board. The Commissioners signed the Grant County Payroll Pick -Up Sheet for October 8, 2010. As there was no further business to come before the Board the session was continued until October 14, 2010. The Department shall exclusively perform all functions incident to the administration and collection of the county enhanced 911 taxes and shall retain from the County taxes so collected.
