HomeMy WebLinkAboutResolution 10-078-CCBOARD OF COUNTY COMMISSIONERS Grant County, Washington r► A RESOLUTION REPEALING RESOLUTION NO. ) RESOLUTION No. 10- r �CC 90 -105 -CC AND SETTING PROCEDURE AND ) DATES FOR THE COUNTY BUDGETING ) PROCESS. ) RECITALS: WHEREAS, pursuant to RCW 36.40.071, the Board of County Commissioners may meet on the first Monday in December for the purpose of holding a budget hearing as provided for in RCW 36.40.070, and may also set other dates relating to the budget process, including but not limited to the dates set in RCW 36.4041,Q., 36.40.050, and 36.81.130 to conform to the alternate date for the budget hearing; and WHEREAS, pursuant to RCW 36.40.040, upon receipt of estimates from each county official, elected or appointed, in charge of an office, department, service, or institution of the county, the county auditor shall prepare the county budget which shall set forth the complete financial program of the county for the ensuing fiscal year, showing the expenditure program and the sources of revenue by which it is to be financed; and WHEREAS, pursuant to RCW 36.40.050, such budget shall be submitted by the auditor to the Board of County Commissioners, and the Board of County Commissioners shall thereupon consider the same in detail, making any revisions or additions it deems advisable; and WHEREAS, pursuant to RCW 36.40.060, the Board of County Commissioners shall thereafter publish a notice stating that its preliminary budget for the county for the ensuing fiscal year has been completed and placed on file, a copy of which will be furnished any citizen who will call at its office for it. Such notice shall provide that the Board of County Commissioners will meet on the first Monday in December for the purpose of fixing the final budget and making tax levies; designate the time and place of the meeting; and set out that any taxpayer may appear thereat and be heard for or against any part of the budget. Further, such notice shall be published once each week for two consecutive weeks immediately following adoption of the preliminary budget in the official newspaper of the county. WHEREAS, the Board of County Commissioners desires to establish a procedure and dates certain concerning the county budgeting process. A Resolution Repealing Resolution No. 90 -105 -CC and Setting Procedure and Dates for the County Budgeting Process - Page 1 of 3 CivilADocunxn¢ARes luliuns\2010'.Budgeung ProcessResolution 9-30-10 NOW, THEREFORE, BE IT RESOLVED, that the Board of County Commissioners hereby enacts the policy set forth herein, repealing Resolution No. 90 -105 -CC, and establishing procedures and dates certain concerning the county budget process. Section 1. Grant County Resolution No. 90 -105 -CC, passed and adopted on October 9, 1990, is repealed in its entirety. Section 2. Submission to Auditor. Each county official, elected or appointed, in charge of an office, department, service, or institution of the county, shall provide the county auditor with a detailed and itemized estimate, both of the probable revenues from sources other than taxation, and of all expenditures required by each such office, department, service, or institution for the ensuing fiscal year on or before the first Monday in November of each year. Section 3. Submission - Auditor to BOCC. After receipt of estimates from each county official, elected or appointed, in charge of an office, department, service, or institution of the county, the county auditor shall prepare the preliminary budget which shall set forth the complete financial program of the county for the ensuing fiscal year, showing the expenditure program and the sources of revenue by which it is to be financed; and thereafter submit such preliminary budget to the Board of County Commissioners on or before the third Wednesday of November of each year. PROVIDED: The preliminary budget shall be adopted by the BOCC on the date it is received from the county auditor. Section 4. Budget Hearing — Notice. The Board of County Commissioners shall thereafter publish a notice stating that its preliminary budget for the county for the ensuing fiscal year has been completed and placed on file. Such notice shall be published once each week for two consecutive weeks immediately following adoption of the preliminary budget in the official newspaper of the county. Such notice shall provide that the Board of County Commissioners will meet on the first Monday in December for the purpose of fixing the final budget and making tax levies; designate the time and place of the meeting; and set out that any taxpayer may appear thereat and be heard for or against any part of the budget. PROVIDED: Such meeting/hearing may be continued from day to day until concluded, but not to exceed a total of five days. Section 4. Budget Hearing - Date. The Board of County Commissioners shall meet on the first Monday in December of each year for the purpose of holding a budget hearing. Final Budget — Adoption. Subsequent to hearing as set forth in Section 4., the Board of County Commissioners shall by resolution adopt the budget as so finally determined and enter the same in detail in the official minutes of the Board on or before December 31" of each year. A copy of such budget shall thereafter be forwarded to the state auditor. Section 6. Severability. If any provision of this resolution, or its application to any person or circumstance is held invalid, the remainder of the resolution or the application of the provisions to other persons or circumstances, shall not be affected. Section 7. Effective Date. This resolution shall take effect the --day of C DbW 2010. NOW THEREFORE, BE IT HEREBY RESOLVED THAT THE GRANT COUNTY COMMISSIONERS adopt this resolution.
