BOCC Action A motion was made by Commissioner Swartz, seconded by Commissioner Stevens, to approve items 1 through 7 on the ASC Agenda as presented below. The motion passed unanimously. 1o:oo a.m. —10:15 a.m. 10:3o a.m. — 10:45 a.m. 1. Possible vouchers for Interfund Communications, insurance, and/or grant administration. (Approved) 2. Request for Reimbursement No. 7 to the Department of Commerce on Grant No. 10-46111-6o8, Homelessness Prevention and Rapid Re - Housing Program (HPRP) in the amount of $55,739-74, which includes Grant County's 2010 Admin Fee of $5oo.00. Also contains a S600.00 correction (addition) covering the August Reimbursement Request (No. 6). (Approved) 3. Request for Reimbursement No. 7 to the Department of Commerce on Grant No. 08 -46108 -Sol, Homelessness Grant Assistance Program (HGAP) in the amount of $15,686.86. 4. Payment authorization on Grant County's Insurance Premium on Washington Rural Counties Insurance Program Invoice #P2474229 in the amount of $785,093.00. (Approved) 5. Second Amendment to the STATE — ONLY Agreement No. 1oo1 between North Central Washington Regional Support Network and Grant County, Washington, which amends Section 4.2, Customer Services. (Approved) 6. Contract Amendment *2 between Grant County, by and through Grant Integrated Services, and Integrus Architecture in the amount of $12,000.00. This is due to missed items in their original proposal for the Grant Mental Healthcare Boarding Home kitchen project. 7. Second Amendment to the MEDICAID Agreement No. 1oo1 between North Central Washington Regional Support Network and Grant County, Washington, which amends Section 4.2, Customer Services. (Approved) Commissioners Office Safety Meeting Public Comment Period The Commissioners met with Kristy Trask and Jennie Larson regarding an August 18, 2010 letter from Grant County Public Works to Homeowners in the Fairway Drive area stating that there have been a number of complaints/concerns regarding unauthorized work in the County Road Right of Way (ROW) along Fairway Drive in Moses Lake. The letter states that homeowners have been filling in recently constructed roadside ditches. The purpose of these ditches is for roadside storm water management, which decrease the potential for localized flooding. The homeowners who have filled in these ditches are being requested to remove the material they put in these ditches and restore the ditch to its original constructed cross-section. COMMISSIONERS' OCTOBER 4, 2olo MINUTES Page 2 of 5 Ms. Larson does not understand why ditches are being required for their 1 mile of area only. She stated that a rumor was circulating that the City of Moses Lake said the homeowners could fill in the ditches. They did not verify this information. Can the County wait to restore these ditches until after the winter and see if the area floods due to the ditches being filled in? This is a request for Public Works. Commissioner Stevens said the citizens can request to vacate the county road and make it private if they wish. Open Record Public Hearing, Emergency Management Budget Extension The Commissioners held an Open Record Public Hearing regarding a budget extension request from Emergency Management Fund #102, Department #144 in the amount of $3,596.32 to amend FFY10 Contract #E10 -o88 from the Washington State Emergency Management and the US Department of Energy, Richland. Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner Swartz seconded and the motion passed unanimously. Commissioner Swartz moved to approve the budget extension as presented. Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned. J Gavinksi, Future Annexations surrounding Moses Lake MISCELLANEOUS ITEMS The Commissioners approved the recommendation of the Facilities and Maintenance Director to award the bid for an emergency roof repair at the County building located on F Street NW to Arrowhead Roofing in the amount of $9,171.50. This is due to flooding inside of the building. The Chair of the Board was authorized to sign the L-5 Form from the Public Disclosure Commission to disclose the amount paid to Lobbyist Jim Potts for the 31d quarter of 2010. As there was no further business to come before the Board the session was continued until October 5, 2010. The motion passed unanimously. COMMISSIONERS OFFICE 1. Commissioners Office Vouchers (Approved) 2. Commissioners September 20, 2010 Minutes for approval. (Approved) 3. Resolution No. 10 -078 -CC repealing Resolution No. 90 -105 -CC and setting procedure and dates for the County budgeting process. (Approved) ASSESSOR'S OFFICE 4. Recommendation to reappoint George Dormaier and Randy Visker to the Current Use Advisory Committee. (Approved) AUDITOR'S OFFICE 5. The Chair of the Board designation for Carolann Swartz to serve as the County Legislative Authority on the Canvassing Board for the Election to be held on November 2, 2010. (Approved) 6. Authorization of Canvassing Board Representatives - Auditor's Staff, to act under authority, given in RCW 29A.6o for Shannon Falstad, Sue Ramaker, and Trisha Olson to act as representatives for the County; and for Kim Husted to handle the ballots through the mail room process. (Approved) SHERIFF'S OFFICE 7. Revisit request for County Credit cards for 11 of their employees. The Board approved the request for 11 credit cards, no employee names will be on the cards, and each will have a $5,000.00 limit. HUMAN RESOURCES 8. Personnel Action Request Recommendation for Superior Court request for an exception to the hiring freeze to hire one Regularly Scheduled Part-time Assistant Court Administrator due to a recent resignation. The Director recommends approval. (Approved) 4:00 P.M. — 4:20 P.M.
