Request from the Grant County Health District to authorize release of the assignment of funds on the Richard Penhallurick, Grove Estates Plat, for the water system that is completed. 2. Request from the Treasurer to transfer the Trial Court Improvement monies from the Law and Justice Fund per SSB 5454• The amount is $12,257. oo. 3. Budget extension request from the Sheriffs Office in the amount of $5,000.00 to purchase 5 notebook computers to be used/assigned to their reserve deputy, vehicles. Once purchased, the Reserve Organization will reimburse the County. 4. Request from the Sheriffs Office for an exception to County policy in regards to per diem meal expenses. Employees will be attending a Law Enforcement Memorial Ball on April 10, 2olo and the dinner cost is 570 per person. D Nelson, Community Development and Project Chinook Update C Swartz at Listening Session with Senator Cantwell (Adams Cc Public Works, Ritzville) COMMISSIONERS' FEBRUARY 15, 2010 MINUTES Page 3 of 5 The Grant County Commissioners session was called to order at 9:3o a.m. with all the Commissioners in attendance with the Deputy Clerk of the Board. OPEN RECORD PUBLIC HEARING SHERIFF'S OFFICE BUDGET EXTENSION AND FAIRGROUNDS BUDGET REDUCTION The Commissioners held an Open Record Public Hearing regarding a budget extension request from the Chief Accountant to correct items overlooked in the 2010 final budget: • Fund log Drug Seizures to the Sheriff in Current Expense $43,500.00 • Indigent Defense in Current Expense from the Fund 121 Law & Justice $303,700.00 • Budget Reduction request to correct a budget that was over -approved in the 2o10 final budget for the Grant County Fair in the amount of ($84,904.00). Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner Swartz seconded and the motion passed with unanimously. Commissioner Swartz moved to approve the budget extension as presented. Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned. (Resolution No. 10-oo6-CC for budget reduction and Resolution No. 10- 00 7 -CC for budget extension) D POHLE, PUBLIC WORKS UPDATE The Commissioners approved and signed items 1 through 3 as listed above. Item 1 was set for bid opening on March 9, 2010 at 1:30 pm. Item 2 was set for bid opening on March 9, 2o10 at 1:45 P.m. J STRICKLER, ASC UPDATE AND MISC. BOCC ACTION A motion was made by Commissioner Stevens, seconded by Commissioner Carter, to approve items 1 through 12 on the ASC Agenda, noting that items 4 and 10 were not ready for signature and not signed. The motion passed with 2 Commissioners in attendance. A motion was made by Commissioner Stevens, seconded by Commissioner Carter, to approve items t through 4 on the Work Session Agenda. Item 3 was set for hearing on March 9, 2olo at 4:00 p.m. Item 4 was returned to the Sheriffs Office with no decision made. The motion passed with 2 Commissioners in attendance. CONSENT AGENDA Commissioner Stevens moved to approve the Consent Agenda, Commissioner Carter seconded and the motion passed with 2 Commissioners in attendance, as presented below: Commissioners Office Vouchers New License application for Ancient Lakes Brewing Company, 21547 Rd 11.2 -NW, Quincy, WA 98848-9651, from the Washington State Liquor Control Board. Resolution No. 10-oo9-CC making a declaration of substantial need for purposes of the setting the limit factor for the property tax levy for the 2010 Current Expense. HUMAN RESOURCES Personnel Action Request Recommendation for Grant Integrated Services to transfer an employee internally from a Community Support Manager to an Initial Services Specialist. The Director recommends approval. Personnel Action Request for the salary, wage, and/or position changes for Linda Kisler, Public Works. Personnel Action Request Recommendation for 1. The WSU /Grant County Extension for an exception to the hiring freeze to hire a Temporary Part Time Secretary; 2. Juvenile Department request for an exception to the hiring freeze to hire a Bilingual Aide. The Director recommends approval on the 2 items above. MISCELLANEOUS ITEMS Out of state travel request from the Department of Community Development for Damien Hooper to attend an American Planners Association conference from April 9 — 13, 2010 in New Orleans, I.A. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.o8o, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of S200,324.44 and 84,000.00 as recorded on a listing and made available to the Board. As there was no further business to come before the Board the session was continued until February 22, 2010.
