BOCC Action 1. Possible vouchers for Interfund Communications, insurance, and/or grant administration. 2. Anticipating: Action on letter of recommendation to BOCC from SIP Advisory Committee on SIP No. 2009-03, Town of Wilson Creek, Drinking Water and Sewer System for Airport Development Infrastructure. 3. Anticipating: Professional Services Agreement for Legal Representation of Indigent Individuals in Grant County Juvenile Court between Grant County and Alan Green for proceedings in Juvenile Court on BECCA. Contract will terminate on December 31, 2011. 4. Anticipating: Professional Services Agreement for Legal Representation of Indigent Individuals in Grant County District Court between Grant County and Karen Lindholdt. Open Record Public Hearing, Sheriffs Office and Health District Budget Extensions 3:00 p.m. - 3:50 p.m. T Hechler, Human Resources Update The Grant County Commissioners session was called to order at 8:30 a.m. with all the Commissioners in attendance with the Clerk of the Board. J STRICKLER- ASC UPDATE AND MISC. BOCC ACPION A motion was made by Commissioner Stevens, seconded by Commissioner Swartz, to approve items 1 and 2 on the ASC Agenda. Item 3 did not arrive and item 4 was stricken from the agenda as it will no longer occur. The motion passed unanimously. COMMISSIONERS' MARCH 22, 2010 MINUTES Page 2 of 5 COMMISSIONERS WORK SESSION A motion was made by Commissioner Swartz, seconded by Commissioner Stevens, to approve items 1 and 2 on the Work Session Agenda. A hearing was set for item 1 on April 12, 2o10 at 4:00 p.m.; and for item 2 it was decided that all funds will betaken from Fund #113. The motion passed unanimously. The Commissioners approved and signed Resolution No. 10 -017 -CC in re: Strategic Infrastructure Committee Recommendation for Funding for the Port of Warden/City of Warden Grant in the amount of $10,215.00; and the Port of Moses Lake/City of Moses Lake Grant in the amount of S265,000.00. OPEN RECORD PUBLIC HEARING, SHERIFF'S OFFICE AND HEALTH DISTRICT BUDGET EXTENSIONS The Commissioners held an Open Record Public Hearing regarding the following budget extension requests: 1. Grant County Health District Fund #ort, Department #142 in the amount of $1,200.00 to purchase a computer that will be used to link the Health District into the County's accounting system for input of accounts payable and payroll. 2. Sheriffs Office Fund #oo1, Department #114 in the amount of S4,582.00 to purchase and install 2 mobile radios for their Motor Traffic Unit motorcycles. Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner Swartz seconded and the motion passed with unanimously. Commissioner Swartz moved to approve the budget extension as presented. Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned. (Resolution No. 10 -o16 -CC) MISCELLANEOUS ITEMS As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.o8o, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of S261,516.45, as recorded on a listing and made available to the Board. As there was no further business to come before the Board the session was continued until March 23, 2010. Authorization to Call for Bids for Liquid Asphalt 2010 4. Annual certification to the County Road Administration Board (CRAB) for 2009. 1:30 P.M. —1:40 P.M. Consent Agenda The session was continued at 11:oo am with all the Commissioners in attendance with the Clerk of the Board. BID OPENING COUNTY PAPER OF RECORD The following bids were received: 1. Grant County Journal for 52.55 per column inch, with a circulation of 2,54o households. 2. Columbia Basin Herald for 51.99 per column inch, with a circulation of 9,927 households. Commissioner Stevens moved to hold the bids until April 5, 2010 at 2:30 p.m. in which the decision for County Paper of Record will be made. Commissioner Swartz seconded and the motion passed unanimously. D POHLE. PUBLIC WORKS UPDATE The Commissioners approved and signed items 1, 3 and 4 as listed above. Item 3 was set for bid opening on April 13, 2010 at 1:45 pm. Item 2 was not ready for signature. BID OPENING ASPHALT HAULING AND DISPATCH SERVICES 2010-2012 Only one bid was received for this project: LTI. See attached bid tabulation. Commissioner Stevens moved to turn the bids over to Public Works for their review and recommendation. Commissioner Swartz seconded and the motion passed unanimously. L PENCE, EXECUTIVE SESSION REGARDING CITY OF MOSES LAKE VS. GRANT COUNTY Pursuant to RCW 42.30.110 (1)(i) Commissioner Carter opened the session at 2:40 p.m. to go until 2::50 p.m. Commissioner Carter closed the session at 2:50 p.m. CONSENT AGENDA Commissioner Stevens moved to approve the Consent Agenda, Commissioner Swartz seconded and the motion passed with 2 Commissioners in attendance, as presented below: COMMISSIONERS' MARCH 22, 2010 MINUTES Page 4 of 5 Commissioners Office Vouchers HUMAN RESO URCES Personnel Action Request Recommendations for the following: • Request for an exception to the Hiring Freeze for Juvenile Department to hire one assistant cook due to retirement. MISCELLANEOUS ITEMS As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.o8o, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $600,621.33, as recorded on a listing and made available to the Board. The Chair of the Board was authorized to sign the Wade King (Blue View Long Plat) File #08-5188-02 Final Plat Submission and Review. As there was no further business to come before the Board the session was continued until March 29, 2010.
