BOCC Action J STRICKLER ASC UPDATE AND MISC. BOCC ACTION A motion was made by Commissioner Swartz, seconded by Commissioner Stevens, to approve items 1 and 2 on the ASC Agenda. The motion passed unanimously. 1. Possible vouchers for Interfund Communications, insurance, and/or grant administration. 2. Subrecipient Agreement for CDBG Public Services between Grant County and OIC (Opportunities Industrialization Center) of Washington from January 1, 2010 through June 30, 2011, in the amount of S230465.00. 1o:oo a.m. —1o:15 a.m. BOCC Office Safety Meeting 10:20 a.m. — 10:5o a.m. Commissioners Work Session 1. The motion passed unanimously. MISCELLANEOUS ITEMS As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of $530.96 and $375,711.77 as recorded on a listing and made available to the Board. As there was no further business to come before the Board the session was continued until May 4, 2010. COMMISSIONERS' MAY 3, 2oio MINUTES Page 3 of 5 BID OPENING RE -BID OF THE ASPHALT HAULING AND DISPATCH 2010 Bids were received from Haney Truck Line and James J. Williams, per the attached bid tabulation. Commissioner Swartz moved to turn over the bids to Public Works for their review and recommendation. Commissioner Stevens seconded and the motion passed unanimously. CONSENT AGENDA Commissioner Stevens moved to approve the Consent Agenda, Commissioner Swartz seconded and the motion passed unanimously, as presented below: COMMISSIONERS' OFFICE: Commissioners Office Vouchers Proclamation declaring May 2 — 8, 2010 as Municipal Clerks week in Grant County. Special Occasion license application for CBRA-Moses Lake Roundup Rodeo, 1036 W Broadway, Moses Lake, WA 98837, from the Washington State Liquor Control Board. GRANT INTEGRATED SERVICES Host Agency Agreement between Grant County, Grant Mental Healthcare, and AARP Foundation (Senior Community Service Employment Program) to provide community service. Contract between Grant County/New Hope and DSHS for "Specialized Services to Victims of Domestic Violence from Marginalized Populations" for $62,790. July 2010 -June 2011 2. Contract between Grant County/New Hope and Department of Commerce/Office of Crime Victim's Advocacy for "Child -Centered Sexual Assault Services" for 2 years; July 20so-June 2012. 3. Contract between Grant County/New Hope and Department of Commerce/Office of Crime Victim's Advocacy for "Specialized Sexual Assault Services" for S82,053. PLANNING COMMISSION The session was continued at 9:oo am with all the Commissioners in attendance with the Clerk of the Board. SERVICES AND OTHER MATTERS PROPERTLY RELATING THERETO The Commissioners held an Open Record Public Hearing regarding an Emergency Management Ordinance amending Ch. 2.32 of the Grant County Code. This amended Ordinance will repeal Ordinance No. 1o8528 from May 7, 1956. The "Civil Defense" procedures established by Resolution No. 113674 (1968) no longer effectively address emergency management requirements. Exhibit A is attached to the Ordinance. Commissioner Swartz moved to close the public comment portion of the hearing, Commissioner Carter seconded and the motion passed with 2 Commissioners in attendance. Commissioner Swartz moved to approve the vacation as presented. Commissioner Carter seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned. (Ordinance No. 10 -034 -CC) S FODE NEW HOPE DOMESTIC VIOLENCE AND SEXUAL ASSAULT SERVICES CONTRACTS FOR SIGNATURE The Commissioners approved and signed item 1 as listed above. It was determined that items 2 through 4 did not need Commissioner signature and were not signed.
