GRANT COUNTY BOARD OF
MONDAY, SEPTEMBER 6,2010:

TUESDAY, SEPTEMBER 7,2010:
The Grant County Commissioners session was called to order at 9:oo a.m. with all the Commissioners in
attendance with the Clerk of the Board.
9:oo a.m. — 9:2o a.m. D Nelson, Vantage / Pomona Transmission Line Discussion
9:3o a.m. — 9:10 a.m. Open Record Public Hearing, Sheriffs Office, Juvenile Court,
Prosecuting Attorney's Office, and Facilities and Maintenance Budget
Extensions
The Commissioners held an Open Record Public Hearing regarding the following budget
extension requests:
1. Sheriffs Office Fund #log, Department #151 in the amount of $23,000.00 to
purchase office furniture, alarm system, and lease for the new INET office, using
State Drug Seizures expense count funds.
2. Facilities and Maintenance Fund #126, Department #168 in the amount of
$6,425.00 for repairs on the G.E.O. retro fit air conditioning unit for the
Courthouse complex, using 1-st quarter R.E.E.T funds.
3. Juvenile Court Fund #126, Department #168 in the amount of $12,000.00 to
pay a portion of repairs and replacement of their Range Hood in the kitchen
area. The other portion is being funded by a grant and capital expenditure
funds.
4. Prosecuting Attorney's Office Fund #oo1, Department #log in the amount of
$35,000.00 for wages, benefits, computer equipment and software licenses
using a Byrne Justice Assistance Grant administered though the Washington
State Department of Commerce.
Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner
Swartz seconded and the motion passed unanimously. Commissioner Swartz moved to approve
the budget extension as presented. Commissioner Stevens seconded and the motion passed
unanimously. The hearing adjourned. (Resolution No. 10 -o68 -CC)
1o:oo a.m. — 10:2o a.m. J Strickler, ASC Update and Misc BOCC Action
A motion was made by Commissioner Stevens, seconded by Commissioner Swartz, to approve items 1
through 5 on the ASC Agenda as presented below. The motion passed unanimously.
1. Possible vouchers for Interfund Communications, insurance, and/or
grant administration. (Approved)

2. Amendment A to Washington State Department of Commerce
Homeless Prevention and Rapid Re -Housing Program (HPRP) Grant
No. 10-46111-6o8 which reduces the Grant by $3,957.00 (for a new
amount of $378,331.00) and a shift in budget categories.

3. Agreement and Memorandum of Understanding for Mental Health
Therapist between Grant County, by and through Grant Integrated
Services, and the Moses Lake Community Health Center for the
pro-6sion of therapy, case management, intake, and crisis assessment
services. Term is o9/o1/10 through o8/31/11. (Approved)
4. Contract between Grant County and James W. Potts for Legislative
Representation in Olympia, Washington, during the State legislative
sessions, in addition to that provided by the Washington State
Association of Counties. Term is o1/o1/11 through 12/31/12.

g. Request for Reimbursement #3 to the Department of Commerce on
CDBG-R Contract No. o8-1796119-003, Grant County Fire District
#3, George Fire Station Expansion, in the amount of $145,302.88•

10:30 a.m. —1o:go a.m. L Stoltman, Conservation District Update
11:oo a.m. — 11:5o a.m. Open Record Public Hearing, Ordinance Amending Ch. 11.32 of the
Grant County Code increasing the membership of the Civil Service
Commission from 3 to 5 members.
The Commissioners held an Open Record Public Hearing amending Ch. 2.56 of the Grant County
Code and increasing the members of the Civil Service Commission from 3 to 5 members.
Pat Lamphere, Civil Service Commission member, stated that they do not have any concerns on
increasing the members of the Commission. She stated that the Commission has changed the oral
board process for the promotions. They have also gone to a written examination process. She
mentioned that the Chairman stated that he will be retiring at the end of the year and she has a
person in mind to fill that position.
Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner
Swartz seconded and the motion passed unanimously. Commissioner Stevens moved to take this
information into consideration and to postpone the meeting until September 21, 2olo at 10:30
a.m. Commissioner Swartz seconded and the motion passed unanimously. The hearing
adjourned.

1. Authorization to Call for Bids for the Dodson Rd. Overlay project (Rd
7 -NW to N. Frontage Rd) with a bid opening date of September 28,
2010 at 1:30 pm This item was not received this date. It was
received September 9, 2010 and signed that day.

2:00 p.m. — 2:20 P.M. Open Record Public Hearing, Ordinance Amending Ch. 11.32 of the
Grant County Code adding a portion of Rd L -NE to the Parking
Prohibited Area
The Commissioners held an Open Record Public Hearing regarding a proposed Ordinance
amending Ch. 11.32 of the Grant County Code Prohibiting parking on Rd L -NE from mile post
0.30 through mile post 0.50 (Road Long #40050). The Director recommends approval.
Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner
Swartz seconded and the motion passed unanimously. Commissioner Stevens moved to approve
the Ordinance as presented. Commissioner Swartz seconded and the motion passed
unanimously. The hearing adjourned. (Ordinance/Resolution No. 10 -o69 -CC)

2. Proclamation proclaiming the week of September 17 through 23,
2010 as Constitution Week in Grant County. (Approved)
3. Special Occasion license application for Big Bend Community College
Foundation, 7662 Chanute St. NE, Moses Lake, WA 98837, from the
Washington State Liquor Control Board. (Approved)
HUMAN RESOURCES
4. Personnel Action Request Recommendation regarding Grant
Integrated Services request to rename PARC's Program Manager
Position to PARC Program Director position; and to re -band the
position from a 15 to an 18. The Human Resources Director is not
able to recommend the renaming of the position or the re -banding to
a band 18. However, the HR Director does recommend re -banding
the position to Band 15, Step 2. (Approved)
5. Personnel Action Request Recommendation to re -band the Public
Record Officer position in the Commissioners office from a Band 9,
Step 7 to a Band 11, Step 4. The HR Director recommends approval.

6. Personnel Action Request Recommendation regarding the Sheriffs
Office request to create a Detective Position and promote one patrol
deputy into the position. No funding is requested with this
promotion, the additional expenses will be paid using their current
budget. The HR Director recommends approval. (Approved)
7. Personnel Action Request Recommendation regarding Juvenile
Court/Youth Services request for an exception to the hiring freeze to
hire a Detention Monitor due to a recent employee separation. The
HR Director recommends approval. (Approved)
FACILITIES AND MAINTENANCE
8. Recommendation to award the bid for the Juvenile Court Youth
services roof project to JR Swigart Company in the amount of
$75,530.00. The funding would be R.E.E.T. funds. (Approved)

9. Recommendation to award the Museum building project to H&H
Steel Buildings in the amount of $305,179.00, for the Eagle Ridge
building. (Approved)
DEPARTMENT OF COMMUNITY DEVELOPMENT —
PLANNING DEPARTMENT
in. Resolution relating to Comprehensive Planning in Grant County in
accordance with the Washington State Growth Management Act
(RCW 36.7o A( and amending the 2oo6 Comprehensive Plan and
Zone Changes. (Resolution No. 10 -070 -CC, Approved)
EMERGENCY MANAGEMENT
11. Budget Extension request in the amount of $3,596.32 to purchase 4-
Monitor/TV with mounts for the Emergency Operations Center
(EOC). The Washington State Emergency Management and the US
Department of Energy -Richland has approved an amendment to the
FFY10 contract E10 -o88. (Approved, the hearing was set for
October 4, 2010 at 1:30 p.m.)
MISCELLANEOUS ITEMS
As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the
auditing officer as required by RCW 42.24.o8o, and those expense reimbursement claims certified by the
auditing officer as required by RCW 42.24.090, in the amount of $694459.25, as recorded on a listing
and made available to the Board.
As there was no further business to come before the Board the session was continued until September 8,
2010.

The Chair of the Board was authorized to sign the Philip and Pamela Sprague (Division 86 Short Plat) File
#09-5276-o1; and the John and Patty Klefbeck (Klefbeck Short Plat) File #10-5389-o1, Final Plat
Submission and Review.
The Commissioners approved the recommendation of the Fire Marshal to lift the County wide burn ban,
effective immediately.

The Commissioners approved and signed the Authorization to Call for Bids for the Dodson Road Overlay
project, CRP 10-04. The bid opening will be held September 28, 2010 at 1:30 P.M.
The Commissioners approved and signed the Grant Public Works County Payroll Salary Fund for May 21,
2010.

No. 10 -071 -CC was officially signed September 13, 2010.
