HomeMy WebLinkAboutResolution 10-055-CCBOARD OF COUNTY COMMISSIONERS Grant County, Washington RESOLUTION TO DECLARE SURPLUS CERTAIN GRANT COUNTY COMPUTER EQUIPMENT RESOLUTION No. 10- W' -Cc WHEREAS, The Grant County Technology Services Department has the equipment listed on the attached list; WHEREAS, Technology Services has determined that this equipment is unwanted and obsolete; WHEREAS, Technology Services is requesting that the Board of County Commissioners declare surplus the attached list of equipment; WHEREAS, it is the intent of Technology Services to donate all items on the attached list to Tru Recycle (a division of Monarch Association) who will recycle these items; WHEREAS, It has been determined that the amount normally received in a County auction is minimal and that this "Tru Recycle" program is relieving the County of a significantly higher labor cost; NOW, THEREFORE, BE IT HEREBY RESOLVED THAT the Board of County Commissioners declare as surplus the attached list of computer equipment. Baker Subject: SAO: use of Tru Recycle to dispose of outdated computer equipment Importance: High Hi Gary, I have taken a look at your question about the County using "Tru Recycle" and I think it is definitely an option. From a compliance standpoint, you would have to receive consideration (or value) for the equipment. If you document in your files that the amount you would normally receive in a county auction is minimal and that the "Tru Recycle" program is relieving you of a significantly higher labor cost, then I believe you have met the test of demonstrating the value that you received in return for the equipment. "Tru Recycle" would be relieving you of the higher labor cost involved in transporting the equipment, and this is the value that is received. TruRecycle is a program under Monarch Association that recycles a wide verity of items. We are a registered E -cycle collector for the state of Washington. Our Federal 501(c)3 number is 20-3453825. Our main focus is to reuse donated items first. Monarch Association finds new homes for these items ranging from k-12 schools, low income families, or other non- profit charities. Our organization takes full and complete responsibility for all donated items. Asset management is our priority until the data has been destroyed from computer systems. The process of receiving recycled computer/electronic equipment is as follows: • Once the equipment is collected it is separated and inventoried. • Items that can be reused are then refurbished by the use of our educational program. We work with the families that are enrolled in the Washington State Department of Social and Health Services and Unemployment Security. This helps them to be re-educated in the electronics / IT field. • The equipment that cannot be reused is then processed through the Washington State Department of Ecology Program (E -cycle). Baker, Director of Technology Services Date: July 13, 2010 Re: Addendum to Equipment to be Declared Surplus to the Needs of the County As per the request of the BOCC during the Open Public Hearing on July 13, 2010, regarding the above issue, I am submitting the rational for this disposal of surplus process as discussed with the State Auditor. The Email from the State Auditor was included in the hearing packet. We used to get rid of surplus items at an auction held at the Grant County Fair Grounds at least annually. Equipment to be disposed of was palletized by the Maintenance Department. Over the years of our participation in this process, each pallet of material sold for about $4/pallet. This process involved many hours of extra effort by the Maintenance Department, plus the cost of getting the items to the Fair Grounds in Moses Lake. The cost of disposal far exceeded the return. The State Auditor agreed that it did not make sense to continue this process and approved our disposing of these assets thru an approved recycler at no cost to the County. The recycler, Tru Recycle, makes every effort to return this equipment to use in schools, etc. This saves the County money and makes it possible for surplus and obsolete equipment to continue in use for the public good. The State Auditor, documented in an Email, agreed with our reasoning and approves of this process. Baker, Director of Technology Date: June 21, 2010 SERVICES Re: Equipment to be Declared Surplus to the Needs of the County The attached list of equipment should be declared surplus to the needs of Grant County. We request that the BOCC to make this declaration so that we can dispose of the equipment. We will be disposing of these assets per the attached Email approval from a State Auditor, and a letter from TruRecycle. The State Auditors approval of this plan was given after a State Auditor researched this issue during their time here for an Audit during 2009. We will be contacting TruRecycle after we receive your approval. TruRecycle will then schedule a truck to come and pickup this equipment at no cost to the County. This equipment list has been prepared and checked for accuracy by Brent Myrick. The equipment has had all of its software and data destroyed. We are certain that all of the hard disks have been thoroughly erased. TS submitted a previous list of equipment to the BOCC on 1/27/10. That list was found to be in error and was not acted upon. This new list has been checked and rechecked several times. Please disregard the previous list, as it was in error.
