Elected Official Round Table Meeting Commissioners Work Session 1. Commissioners Minutes from June 28, 2010 for approval 2. Recommendation from the Fairgrounds Director to award the bid for the Pavilion #2 Sprinkler System to Simplex Grinnell in the amount Of $71,700-00 Commissioners at Road Supervisor Meeting (Public Works) L Grammer, Assessor's Office Update T Hechler, Human Resources Update Department Head Review Personnel Review The Grant County Commissioners session was called to order at 9:oo a.m. with all the Commissioners in attendance with the Deputy Clerk of the Board. A motion was made by Commissioner Swartz, seconded by Commissioner Stevens, to approve items 1 and 2 on the Work Session agenda. The motion passed unanimously. MISCELLANEOUS ITEMS As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.o8o, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of 51,216,053.96, as recorded on a listing and made available to the Board. The Commissioners signed the Grant County Payroll Pick -Up Sheet for July 9, 2010. The Chair of the Board, Cindy Carter, designated herself to serve as the County Legislative Authority on the Canvassing Board for the Election to be held on August 17, 201o; and Authorization of Canvassing Board Representatives - Auditor's Staff, to act under authority given in RCW 29A.6o for Shannon Falstad, Sue Ramaker, Laurie Buchanan, and Trisha Olson to act as representatives for the County; and for Kim Husted to handle the ballots through the mail room process. As there was no further business to come before the Board the session was continued until July 13, 2010. D Connelly, Value of Agriculture in Grant County The session was continued at 1o:oo am with all the Commissioners in attendance with the Clerk of the Board. OPEN RECORD PUBLIC HEARING, DECLARING SURPLUS VARIOUS COMPUTER EQUIPMENT FOR DISPOSAL The Commissioners held an Open Record Public Hearing to declare surplus certain county owned computer equipment. Gary Baker discussed the list he is submitting to the Board of County Commissioners. He is also submitting a letter from the State Auditor that approves giving this equipment to TruRecycle, since the amount normally received in a county auction is minimal and that the TruRecycle program is relieving the County of a significantly higher labor cost. The Auditor believes the County has met the test of demonstrating the value that you received in return for the equipment. Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner Swartz seconded and the motion passed unanimously. Commissioner Swartz moved to approve the surplus list as presented, and to have Mr. Baker submit an addendum letter stating how the TruRecycle program is saving the County money. Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned. (Resolution No. 10 -055 -CC) BID OPENING, RD A -NE RECONSTRUCTION The following bids were received: 1. Granite Northwest $652,652.00 2. Tommer Construction $553,33333 3. Central Washington Asphalt $515,316.65 4. DLB Earthwork $728940.79 A motion was made by Commissioner Stevens, seconded by Commissioner Swartz, to turn over the bids to Public Works for their review and recommendation. The motion passed unanimously. The Commissioners approved and signed the Directors recommendation to award this bid to Central Washington Asphalt, Inc. in the amount listed above. COMMISSIONERS' JULY 12, 2010 MINUTES Page 3 of 4 CONSENT AGENDA Commissioner Stevens moved to approve the Consent Agenda, Commissioner Swartz seconded and the motion passed with unanimously, as presented below: Commissioners Office Vouchers GRANT INTEGRATED SERVICES Grant Number 11-31110-165 between Grant County, New Hope Domestic Violence and Sexual Assault Services, and the Washington State Department of Commerce (Community Services and Housing Division) Office of Crime Victims Advocacy/Sexual Assault Core and Specialized Services Grant Program. This grant provides funding that supports sexual assault services program activities. The contract is from July 1, 2010 through June 30, 2011, and is in the amount of $224,809.00. Amendment No. 3 to Contract No. o963-68032 between Grant County, PARC, and the Washington State Department of Social and Health Services (DSHS). The funds are to be used for the coordination and prevention programs to prevent or delay the misuse and abuse of alcohol, tobacco, and other drugs. Per the Director, this version is no longer valid. A Yd revision of this amended contract will be signed the following week. FAIRGROUNDS Grant County Fair Association's annual submission of the Grant County Fair's Emergency Procedures. As there was no further business to come before the Board the session was continued until July 19, 2010.
