Commissioner Carter was out and excused. COMMISSIONERS WORK SESSION Both items on the Commissioners Work Session listed above were approved. D POHLE, PUBLIC WORKS UPDATE The Commissioners approved and signed an Interlocal Agreement for the Grant County Comprehensive Solid Waste Management Plan between Grant County and all cities within Grant County for the purposes of establishing an integrated and coordinated solid waste management program for Grant County; fulfilling the Cities and County's obligations under Ch. 70-95 RCW. The Commissioners signed Resolution No. 07 -076 -CC, a resolution in the matter of initiating a County Road Project designated as CRP 07-14, Road 18 -NE The Commissioners approved the recommendation of the Public Works Director to award the bid for the Martin Rd NW project to North Central Construction, Moses Lake, WA in the amount of $663,559.40• BID OPENING. MARTIN RD NW The Commissioners received the following bids for this project: HLT Construction $767,344.04 North Central Construction $663,559.40 Commissioner Stevens moved to turn over these bids to Public Works for review and recommendation, Commissioner Allison seconded and the motion passed with 2 Commissioners in attendance. CONSENT AGENDA Commissioner Stevens moved to approve the Consent Agenda, Commissioner Carter seconded and the motion passed unanimously as presented below: COMMISSIONERS' OFFICE: Commissioners Office Vouchers Signature Authorization Form from the Washington State Military Department for FY07 E91r Operations Contract (No. E07-050) with the Multi -Agency Communications Center (MACC). JUVENILE COURTAND YOUTHSERVICES Notification of the Juvenile Departments secession of Parole Services and the request from JRA Region 1 to use Juvenile office space in the Moses Lake facility. EMERGENCYMANAGEMENT Request for reimbursement of Office Supplies purchase in the amount of $75.75• HUMAN RESO URCES Request for approval of Grant Mental Healthcare to hire Abby Berman as the Adult Community Programs Manager and set the starting wage. C Carter at Desert Aire Airport Annual Fly in Pancake Breakfast (Desert Aire) MISCELLANEOUS ITEMS The Commissioners approved the request of Emergency Management to purchase binders and printing supplies for the Grant County Comprehensive Emergency Management Plan in the amount of $1,900.00 using their Emergency Management Program Assistance Grant, Contract E07-105 The Commissioners approved the request of Emergency Management for a budget extension in the amount of $2,654.0o as a one time increase to their existing 2006-2007 Washington State Contract Number E076-004, and purchase a projector, screen and TV/Monitor using these funds. The public hearing was scheduled for June 27, 2007 at 11.3o am. The Commissioners approved the recommendation of the Human Resources Director, to allow Grant County employees who are married couples, the option to each have their own medical and dental insurance policy. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42 24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of 51,119,357,36, as recorded on a listing and made available to the Board. As of this date the Board by a majority vote does approve for payment those vouchers as presented by the Grant County Health District Payroll Vouchers No. i — 5, and General Fund Vouchers No. 6 — 57, in the amount of $156,301.20, as recorded on a listing and made available to the Board. The Commissioners signed the Public Works Claims Fund Voucher Approval No. 06-1 through No. 01-151 in the total amount of $2,61S,oi8.59, as recorded on a listing and made available to the Board. The Commissioners signed a Grant County Department of Emergency Management Comprehensive Emergency Management Plan (CEMP) Promulgation dated June 12, 2007 as the official plan providing emergency services when protection of life, property, and the environment cannot be accomplished as normal daily function of the local governments of Grant County and its incorporated cities The Commissioners approved the salary, wage, and/or position changes A] Holman, Fair Manager. The Commissioners signed the 2007 Professional Services Agreement / Investigator between Grant County and Jim Patterson, Private Investigations, for investigator services. COMMISSIONERS' AGENDA Page 5 of 5 The Commissioners approved and signed a Professional Services Agreement for Legal Representation of Indigent Individuals in the Juvenile Division of Grant County Superior Court (Juvenile Offenders Only) Full -Time Contractors between Grant County and Brandon Redal.
