A Parker, CBDL Update The Grant County Commissioners session was called to order at 9:oo a.m. with all Commissioners in attendance with the Clerk of the Board. D POHLE, PUBLIC WORKS UPDATE The Commissioners signed an Authorization to call forbids for the Rd L -NE Project (CRP No. o7 -o9). The bid opening was scheduled for June 19, 2007 at 1:30 pm The Commissioners approved the recommendation of the Public Works Director to approve a Request to the County Road Department for Reimbursable Work from Grant Countv Port District No. 9 for BST of Road from Airport St. SE beginning at Rd A and ending on Railroad St NE. Page 2 of q COMMISSIONERS' MINUTES OPEN RECORD PUBLIC HEARING SPEED LIMIT ORDINANCE PROPOSED FOR BASELINE EAST The Commissioners held an open record public hearing regarding a request to set the maximum Speed limit for Rd Baseline E. The Public Works Director described the petition as a request to change the limit from 50 mph to 35 mph on Baseline East from Potato Frontage Rd to K 7 SE. Members of the public spoke in favor of the speed limit change. Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner Carter seconded and the motion passed unanimously. The Public Works Staff also recommended a "no passing zone" striping in this area. Commissioner Stevens moved to adopt the Ordinance modifying the speed limit as presented, Commissioner Carter seconded and the motion passed unanimously. (Ordinance No. 07 -077 -CC) CONSENT AGENDA: Commissioner Stevens moved to approve the Consent Agenda, Commissioner Carter seconded and the motion passed unanimously, as presented below: COMMISSIONERS' OFFICE: Commissioners Office Vouchers Request from the Lincoln County Commissioners for support in the formation of a Watershed Planning Group in WRIA 53 — Lower Lake Roosevelt watershed. Request from the Boys & Girls Club of the Columbia Basin for the yearly annual operations support in the amount of $4,800.00. The Chair of the Board was authorized to sign approval of the Special Occasion License Application of the St. Rose of lima Catholic School, 520 SE Blvd., Ephrata, WA 98823, from the Washington State Liquor Control Board. HEALTHDISTRICT Request for payment the first half of the 2007 County Contribution in the amount of $57,100.00. This request was returned to the Health District and requested that they bill the County on a quarterly basis. HUMAN RESOURCES Request for approval on the following recommendations: For Grant Mental Healthcare to create a Medical Director — ARNP job description and to hire Susan Berg in this position. For WSU Extension to change the part-time Master Gardener position to a full- time position. As there was no further business to come before the Board the session was continued until May 30, 2007. BOCC at Ephrata Public Workshop The session was continued at 9:oo a.m. with all Commissioners in attendance with the Clerk of the Board The Commissioners approved and signed a Professional Services Agreement for Legal Representation of Indigent Individuals in the Juvenile Division of Grant county, Superior Court (Juvenile Offenders Only) Part Time Contractors with C.K. Powers. The Commissioners approved a request from District Court to purchase a security camera system with a DVR recorder in the amount of $2,992 11 The budget extension hearing was scheduled for June 18, 2007 at 2 00 pm. L Allison at NCWRSN Meeting (Davenport) The session was continued at 9:oo a.m. with all Commissioners in attendance with the Clerk of the Board. The Commissioners approved and signed Resolution No. o7 -o73 -CC RELATING TO THE ESTABLISHMENT OF A NEW FUND # 135, Department s 186 named Emergency Communications Services. As there was no further business to come before the Board the session was continued until June 4, 2007. SATURDAY JUNE 2,2007: C Carter at Sunserra Open House Page 4 of 4 MINUTES MISCELLANEOUS ITEMS: The Commissioners approved a two percent (2%) general wage increase to the Compensation Plan salary structure for non -represented employees and effective July 1, 2007. The Commissioners approved the new Grant County Mission Statement and approved their distribution to all County Offices. The Commissioners approved the salary, wage, and/or position changes for Reagan Smith, Human Resources Director, and Diane Horton, Auditor's Office. The Commissioners signed the Public Works Payroll Journal for the month of May, 2007. The Commissioners approved the April 9, 2007 Minutes. The Chair of the Board was authorized to sign the Paul Bernsen (Sandcastle Estates No. 4, Ph# 3) Final Plat Submission and Review, File #02-3433-04• As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.o8o, and those expense reimbursement claims certified by the auditing officer as required by RCW 42 24.090, in the amount of S523,242 io, as recorded on a listing and made available to the Board. The Commissioners signed the Public Works Claims Fund Voucher Approval No. 05-1 through No. o5-96 in the total amount of $482,316 So, as recorded on a listing and made available to the Board.
