R Smith, HR Update The Grant County Commissioners session was called to order at 9:oo a.m. with all Commissioners in attendance with the Clerk of the Board. COMMISSIONERS WORK SESSION Request from the Auditor's Office surplus their Recordak camera, Model D Microfilming machine, to the State Archives Facility in Ellensburg; MACC Resolutions regarding the distribution/disbursement of Sales and Use Tax, and Data Base Secure Records Destruction request for Grant County to enter into a master service agreement for document destruction were tabled until further information is received. As there was no further business to come before the Board the session was continued until May 22, 2007. OPEN RECORD PUBLIC HEARING, COMMUNITY DEVELOPMENT BUDGET EXTENSION The Commissioners held an open record public hearing regarding a budget extension request from the Department of Community Development for $1,415.00 to cover the costs of purchasing a new vehicle. Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner Carter seconded and the motion passed unanimously. (Resolution No. 07 -o68 -CC) OPEN RECORD PUBLIC HEARING ORDINANCE REGULATING PEDDLERS, HAWKERS AUCTIONEERS AND BARTERS WITHIN GRANT COUNTY The Commissioners held an Open Record Public Hearing regarding an Ordinance regulating Peddlers, Hawkers, Auctioneers and Barters. The Chief Deputy Prosecuting Attorney described the Ordinance as being almost identical to the previous Ordinance, but adding chapters to the codified version and giving definitions of "Appropriate County Official" and naming the Treasurer as same. Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner Carter seconded and the motion passed unanimously Commissioner Stevens moved to adopt the Ordinance as related to Chapter 5 02 of the Grant County Code, Commissioner Carter seconded and the motion passed unanimously (Ordinance/Resolution No. 07-o6g-CC) D POHLE, PUBLIC WORKS UPDATE The Commissioners signed an Authorization to Call for Bids for the Martin Rd. NW project (CRP o6-04) and scheduled the bid opening for June 12, 2007 at 1:30 pm. The Commissioners signed Resolution No. 07 -070 -CC in the matter of initiating County Road Project designated as CRP 07-23d, Rd 7.8 NE. COMMISSIONERS' MINUTES Page 3 of 5 CONSENT AGENDA: Commissioner Stevens moved to approve the Consent Agenda, Commissioner Carter seconded and the motion passed unanimously, as presented below COMMISSIONERS' OFFICE: Commissioners Office Vouchers Request from the Ephrata Youth Assets for the County's contribution of $2,800 oo budgeted in the 2007 budget Form from the State of Washington Department of Community, Trade and Economic Development (CTED) to designate Grant County Economic Development Council (EDC) as the Associate Development Organization for Grant County that will coordinate economic development services under contract with CI'ED. Agreement to use county property for public purpose between Grant County and the Sage n' Sun Festival to be held June 7 through June 10, 2007. Request for signature on a Washington State Military Department Amendment to contract No E07-o5o A — Reissue, which will change the expiration date to September 30, 2007 and contract amount to $151,272 00. GRANT MENTAL HEALTHCARE/ NEW HOPE Request for signature to a DSHS Domestic Violence Emergency Shelter and Advocacy Contract Amendment No. o663-95297-02 to reallocate budget. The Chair of the Board was authorized to sign the Application for Federal Assistance SF -424 between Grant County and the North Central Washington TelePsychiatry project. HUMANRESOURCES Recommendation to approve the request of the Clerk's Office to hire Janet Greenwalt in the Deputy Clerk II position and setting the starting wage. Removed from Agenda PROSECUTING ATTORNEYS OFFICE Ordinance increasing the handling fee on NSF Checks for the public hearing that was held on May 2, 2007 at 1:30 pm. (Resolution No. 07 -071 -CC) EMERGENCYMANAGEMENT Request to purchase a Desktop Computer in the amount of $1,500.00 with funding from an Emergency Management Preparedness Assistance Grant (Contract No. E07-105). As there was no further business to come before the Board the session was continued until May 28, 2007. BOCC at Town of Coulee City Trail Dedication MINUTES Page 5 Of 5 MISCELLANEOUS ITEMS: The Commissioners approved the March 5, 12, 19, 26 and the April 2, 2007 Minutes The Commissioners approved the recommendation of the Human Resources Director for Public Works to revise their Engineer Tech IV job description, change the title to Road Information Services Tech and re - band the position at Band io. The Commissioners approved the recommendation of the Human Resources Director for the Department of Community Development to hire Damien Hooper as a Senior Planner effective June 1, 2007 and set the starting wage; and for the Facilities and Maintenance Department to hire James Kuntz as a Mechanic effective May 15, 2007 and set the starting wage The Commissioners signed the Public Works Claims Fund Voucher Approval No. 05-1 through No. 05-83 in the total amount of $326,656.15, as recorded on a listing and made available to the Board. The Commissioners denied the recommendation of the Human Resources Director for the Interfund Communications Department to institute a newlob description called Communications Clerk II. The Commissioners approved the request of New Hope Domestic Violence/Sexual Assault Services for an Operating Transfer in the amount of $6,000.00 for monthly rent expenses. A motion was made by Commissioner Carter, seconded by Commissioner Stevens that Grant County will defend and indemnify Prosecuting Attorney John Knodell and Deputy Prosecutor Edward A Owens in the WSBA Grievance, to the extent that they were acting within the scope of their employment and in good faith The motion passed unanimously. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.o8o, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24 o9o, in the amount of $2,463,204.49, as recorded on a listing and made available to the Board. The Commissioners signed the 2007 Agreement Concert Management/Development and the 2007 Spirituous Liquor Agreement between Grant County, ARAbIARK, and Live Nation, Inc. for the management of events and concerts at the Gorge Amphitheater.
