R Smith, Human Resources Update The Grant County Commissioners session was called to order at 9:oo a.m. with all the Commissioners in attendance with the Clerk of the Board. COMMISSIONERS WORK SESSION The Commissioners approved the request from the Facilities and Maintenance Director to purchase a Chevy S-10 Pickup in the amount of 51,942 20 and request permission to bid on a dump truck at an auction up to the amount of $5,000 oo, both of these will utilize funds currently in their budget. The Commissioners approved the request from the Grant County Economic Development Council to adopt by Resolution the 2007 Annual Prioritized Listing of Grant County WA -CERT Applications. (Resolution No. 07 -o64 -CC) As there was no further business to come before the Board, the session was continued until May 15, 2007. CLOSED RECORD PUBLIC HEARING, TUDOR REASONABLE USE EXCEPTION The Commissioners held a Closed Record Public Hearing regarding a Reasonable Use Exception request from Charles Tudor to enable construction of a shop and residential lining quarters on a 4.14 -acre parcel in the Agriculture zoning district. The subject parcel does not meet the 40 -acre minimum lot size requirement for this zoning district as defined by Grant County Code Ch 23.12, Table 2. The parcel is located lust NW of the intersection of Mae Valley Rd and Rd C -NE, and is in the SW quarter of S 21, T 19 N, R 27 E, W M, (Parcel No 21-1312-001) Commissioner Stevens moved to approve the Planning Commission recommendation and approve the application as presented, recognizing the 9 Conditions of Approval and the 6 Findings of Fact. Commissioner Carter seconded and the motion passed unanimously. The hearing adjourned. (Resolution No. 07 -o61 -CC) COMMISSIONERS' MINUTES Page 3 of 6 CLOSED RECORD PUBLIC HEARING, TREXLER MINOR ZONE CHANGE The Commissioners held a Closed Record Public Hearing regarding a minor rezone application from Tyrone and Peggy Trexler for a 71.74 -acre parcel to change the zoning from Open Space Conservation (OSC) to Rural Residential —2 (RR -2) This parcel was included in the 20o6 amendments to the Comprehensive Plan changing the land use designation from Open Space to Rural Residential -2. The area is located north of the Town of Coulee City on the west side of SR 155, and is located in a portion of S 23, T 25 N, R 28 E, W M (Parcel no. 17-1535-000). Commissioner Stevens moved to approve the Planning Commission recommendation and approve the application as presented, recognizing the 10 Findings of Fact. Commissioner Allison seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned. (Ordinance No. 07 -o62 -CC) OPEN RECORD PUBLIC HEARING. FACILITIES & MAINTENANCE AND COMMUNITY DEVELOPMENT BUDGET EXTENSIONS The Commissioners held an open record public hearing regarding the following budget extensions: Beginning Fund Balance Fund #oo1, Dept #142, $138,000.00, an Operating Transfer Out to the Fairgrounds; Fairgrounds Fund #116, Dept #159, $138,000.00, and Operating Transfer In to the Fairgrounds for additional employees; Department of Community Development Fund #oo1, Dept #111, $59,888.00 for an Associate Planner Position. Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner Allison seconded and the motion passed 2 Commissioners in attendance. Commissioner Stevens moved to adopt the budget extensions as presented, Commissioner Allison seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned. PUBLIC WORKS UPDATE The Commissioners approved and signed an Oversight Remedial Action Grant Agreement No. G0700293 for the Ephrata Landfill Site to provide up to $2,290,570.00 in matching grant funds for the remedial investigation/feasibility study and interim remedial actions to be performed at the Ephrata landfill site. OPEN RECORD PUBLIC HEARING, TRINIDAD ALLEY VACATION The Commissioners held an open record public hearing requesting a vacation in the Plat of Trinidad known as the following THOSE PORTIONS LYING SOUTH OF LOTS 1, 2, 3, AND 4, BLOCK ii, PLAT OF TRINIDAD, ACCORDING TO THE PLAT THEREOF RECORDED IN VOLUME 1 OF PLATS, PAGE 14, RECORDS OF GRANT COUNTY, AND THOSE PORTIONS LYING NORTH OF LOTS 13, 14, 15, AND 16, BLOCK 11, PLAT OF TRINIDAD, ACCORDING TO THE PLAT THEREOF RECORDED IN VOLUME 1 OF PLATS, PAGE 14, RECORDS OF GRANT COUNTY. ALSO KNOW AS THE ALLEYWAY IN BETIVEEN THESE LOT GROUPINGS. The Public Works Director recommends approval of this vacation. Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner Carter seconded and the motion passed unanimously. CLERK'S OFFICE Resolution increasing the change fund for the Clerk's Office from $100.00 to $200.00 for the purpose of making change. (Resolution No. o7 -o67 -CC) CLOSED RECORD PUBLIC HEARING, ROD AND CONNIE PIERCE MINOR ZONE CHANGE The Commissioners held a Closed Record Public Hearing regarding a minor rezone application from Rod and Connie Pierce to change one parcel totaling approx. 9.2 -acres from Rural Residential 3 to Shoreline Development 3. The property is located in a portion of S 21, T 24 N, R 27 E, W M, off of Mundy Lane in the Blue Lake Summer Homes plat (Parcel no. 16-2154-000). The Commissioners approved and signed a Grievance Settlement Agreement between Grant County and Deputy David E. De La Rosa. The Commissioners signed a Community Development Block Grant (CDBG) Grantee Close out Performance Report for public services grants between the State of Washington Department of Community, Trade and Economic Development, North Columbia Community Action Council, and Grant County for Grant No. o6 -640o6-002 The Commissioners signed a contract between the Treasurer's Office and Phelps Courier and Delivery Service for daily bank courier services. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42 24.o8o, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $300.00, as recorded on a listing and made available to the Board The Commissioners signed the Public Works Claims Fund Voucher Approval No. 05-1 through No. 05-128 in the total amount of $799,565.46, as recorded on a listing and made available to the Board. The Commissioners approved the recommendation of the Human Resources for the Auditor's Office to hire Diane Horton as a Licensing Deputy and setting the starting wage. The Chair of the Board was authorized to sign the Andy Allred (Andy Allred Short Plat) Final Plat Submission and Review, File #o6-4450-01; and the Dennis Barger (Homestead Acres Major Plat) Final Plat Submission and Review, File #o6-4649• The Commissioners approved and signed a one month contract extension request from Anthony (Tony) Zinman, a Juvenile Court Public Defender.
