CLOSED RECORD PUBLIC HEARING STEPHEN C MADSEN REASONABLE USE EXCEPTION The Commissioners held a Closed Record Public Hearing regarding an application from Stephen C. Madsen for a Reasonable Use Exception request to enable construction of a single-family residence on a 2.93 -acre parcel in the Rural Residential i zoning district. The subject area does not meet the 5 -acre minimum lot size requirement for this zoning district as defined by Grant County Code Ch. 23.12, Table 2. The site address is 17137 Rd B -NW, Ephrata, WA located near the intersection of State Highway 28 and Rd B -NW, and in the SW quarter of S 2, T 21 N, R 26 E, W M (Parcel nos 19-0723-000, 16-0728-000, and 16-0728-ool). Commissioner Stevens moved to approve the Planning Commission recommendation and approve the application as presented, recognizing the 9 Conditions of Approval and the 6 Findings of Fact. Commissioner Carter seconded and the motion passed unanimousl) The hearing adjourned. As there was no further business to come before the Board the session was continued until April 24, 2007. CLOSED RECORD PUBLIC HEARING, DANIEL ROBERTS PRELIMINARY PLAT The Commissioners held a closed record public hearing regarding a Preliminary Subdivision application from Daniel Roberts for 38 6 -acre parcel to create five lots in the Rural Residential 1 zoning district. All lots are vacant, except for Lot 1, which will be approx. 8.95 -acres and has an existing residence and a garage. Lot 2 will be approx. 1.13 -acres Lot 3 will be 17.76 -acres. Lots 4 and 5 n'Ill both be approx 5.oi- acres. All lots will maintain residential development capacity. A SEPA Mitigated Determination of Non - Significance was issued for this proposal on December 7, 2oo6. The location of the proposal is located about 7 miles southeast of Ephrata, WA, near the intersection of State Highway 17 and Neppel Road, and in the NW quarter of S 9, T 20 N, R 27 E, W M, (Parcel no. 16-1633-005). Commissioner Stevens moved to approve the Planning Commission recommendation and approve the application as presented, recognizing the 12 Conditions of Approval and the io Findings of Fact Commissioner Allison seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned. CONSENT AGENDA: Commissioner Stevens moved to approve the Consent Agenda, Commissioner Allison seconded and the motion passed unanimously, as presented below: COMMIS5I0NE94' OFFICE: Commissioners Office Vouchers GRANT MENTAL HEALTHCARE Contract for professional services between Grant County, ESD 189, and the Washington State Migrant Council's Migrant and Seasonal Head Start program. D PORLE, PUBLIC WORKS UPDATE A motion was made by Commissioner Stevens, seconded by Commissioner Allison, that Resolution No. 07 -046 -CC, a resolution of intention to vacate and notice of hearing for the alleyway in between lots groupings in the Trinidad Plat, be passed. The motion earned. The hearing was set for May 15, 2007 at 2:00 pm. (Resolution No. 07 -046 -CC) As there was no further business to come before the Board the session was continued until April 26, 2007. COMMISSIONERS' AGENDA Page 4 of 4 CLOSED RECORD PUBLIC HEARING, LARRY HAVEN MINOR ZONE CHANGE The Commissioners held a Closed Record Public Hearing regarding a Minor Rezone application from Larry Haven to change one parcel totaling approx. 4 -acres from Rural General Commercial to Urban Commercial 2. The subject area is located at the NE intersection of Stratford Rd and Maple Drive NE, within the Moses Lake Urban Growth Boundary, and in a portion of S u, T 19 N, R 28 E, W M, (Parcel no. 17-0483-000). Commissioner Carter moved to approve the Planning Commission recommendation and approve the application as presented, recognizing the 10 Findings of Fact Commissioner Allison seconded and the motion passed with 2 Commissioners in attendance. C Carter at New Hope (Moses Lake) MISCELLANEOUS ITEMS: As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.o8o, and those expense reimbursement claims certified by the auditing officer as required by RCW 42 24.090, In the amount of $854,564.36, as recorded on a listing and made available to the Board. The Chair of the Board was authorized to sign the Jay Christensen (Jay Christensen Short Plat) Final Plat Submission and Review, File #o6 -4458-o1; and the Michael and Marilyn Meseberg (Curlew Crest Plat) Final Plat Submission and Review, File #o6-4475-02• The Commissioners appointed George Smith to the Grant County Horticultural Pest and Disease Board. The Commissioners denied the request of the District Court Administrator for a .5 FTE position. The Commissioners approved the request of the Community Development Director for a capital purchase of a new vehicle, in the amount of $1,413 25. The hearing was set for May 22, 2007 at 9:3o am.
