The Commissioners approved the Facilities and Maintenance budget extension request and the Sheriffs Office 89,000.00 budget extension request. The Commissioners denied the request of the Sheriffs Office for the $13,219.00 budget extension. It was decided a budget extension was not required; a transfer of salary budget from the Sheriffs Office would cover the additional boating patrol time. in the amount of S13,219.00 from a Safer Boating — Boating Activities Account Grant to extend patrol time on the waters of Grant County + Sheriffs Office request for the Capital Purchase of a Wave Runner in the amount of $9,000.00 through the Law Enforcement Loaner Program • Budget Extension request from the Grant County Facilities and Maintenance Department in the amount of S40,777.75 to build a new records storage building at the Work Release Facility 11:oo a.m. —11:5o a.m. D Nelson, Community Development Update 12:00 P.M. —1:00 P.M. B Smith, District Court Update CANCELLED The Grant County Commissioners session was called to order at 9:oo a.m. with all the Commissioners in attendance with the Clerk of the Board. The Commissioners approved the Facilities and Maintenance budget extension request and the Sheriffs Office 89,000.00 budget extension request. Page 2 of 5 COMMISSIONERS' MINUTES OPEN RECORD PUBLIC HEARING SHERIFF'S OFFICE BUDGET EXTENSIONS The Commissioners held an open record public hearing regarding a budget extension for the Grant County Sheriff's Office Fund # 119. Department #161 in the amount of $6.500.00 to cover the cost of weed control at the Moses Lake Sand Dunes. Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner Carter seconded and the motion passed unanimously. Commissioner Carter moved to adopt the budget extension as presented, Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned. (Resolution Nos. 07 -125 -CC and 07 -129 -CC) CLOSED RECORD PUBLIC HEARING MARILYN AND DAVID MESEBERG / CURLEW CREST MINOR ZONE CHANGE The Commissioners held a Closed Record Public Hearing regarding a Minor Zone Change application from Marilyn and David Meseberg from Agriculture to Rural Community for a ten acre parcel to be subdivided into residential home sites adjacent to their existing development of Curlew Estates and to make the zoning consistent with the Land Use Designation approved during the 20o6 Comprehensive Plan Amendment Cycle. The site is located in a portion of the SE quarter of S 18, T 17 N. R 28 E, W M (Parcel Nos. 170028000 and 170029000). Commissioner Carter moved to uphold the Planning Commission recommendation and approve the application as presented, recognizing the 10 Findings of Fact. Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned. (Resolution No. 07 -126 -CC) CLOSED RECORD PUBLIC HEARING, DOUGLAS BRATTON REASONABLE USE The Commissioners held a Closed Record Public Hearing regarding a Reasonable Use Exception application from Douglas Bratton to allow the development of a single-family dwelling on a 2.5 -acre parcel. Specifically, the subject parcel does not comply for density requirements, 1 dwelling per 5 -acres in the Rural Residential 1 Zoning District. Therefore, the applicant is seeking a Reasonable Use Exception to allow the development of this unit. The location of the property is a portion of the SWSENESW of S 2, T 21 N, R 26 E, W M, Grant County (Parcel No. 16-0767-015). Commissioner Stevens moved to uphold the Planning Commission recommendation and approve the application as presented, recognizing the 8 Conditions of Approval and 6 Findings of Fact. Commissioner Carter seconded and the motion passed unanimously. The hearing adjourned. (Resolution No. 07 -127 -CC) As there was no further business to come before the Board, the session was continued until September 18, 2007. D FIREBAUGH, ACCOUNTING SOFTWARE DISCUSSION The Commissioners met with the County Elected Officials and Department Heads to discuss the purchase of new accounting software. Commissioner Carter moved, Commissioner Stevens seconded, to award the purchase of new accounting software to Diamond Software/Municipal Solutions (Microsoft). The motion passed unanimously. D POHLE, PUBLIC WORKS UPDATE The Commissioners approved and signed Resolution No. 07 -128 -CC initiating CRP Number 07-15 for the Beverly -Burke Rd SW project; and approved and signed the Request for Reimbursable Work from the City of Quincy. CONSENT AGENDA: Commissioner Stevens moved to approve the Consent Agenda, Commissioner Carter seconded and the motion passed unanimously, as presented below: COMMISSIONERS' OFFICE: Commissioners Office Vouchers Special Occasion License application for Moses Lake J.E.T.S. Agreements are between Grant County, Perfect Solutions, First Choice Services, and Goodwill Industries of the Inland Northwest. BOCC at Grant County Museum's Pioneer Days (Ephrata) Page 5 of 5 COMMISSIONERS' MINUTES MISCELLANEOUS ITEMS: As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.o8o, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $999,210.23, as recorded on a listing and made available to the Board. The Commissioners approved and signed authorization for the Prosecuting Attorney to notify the Department of Revenue to tender defense for Grant County in the NetJets Inc. v. State, et al case. The Chair of the Board, Commissioner LeRoy Allison, was authorized to sign an Authorization of Canvassing Board Representatives/Auditor's Staff; and to delegate himself to serve on the Canvassing Board for the Primary Election to be held on November 6, 2007. The Commissioners signed the Public Works Claims Fund Voucher Approval No. o9a through No. o9-64 in the total amount of $141,230.39, as recorded on a listing and made available to the Board.
