R Stevens at Moses Lake Trail Planning Team (Moses Lake) The Grant County Commissioners session was called to order at 9:oo a.m. with Commissioners Allison and Stevens in attendance with the Deputy Clerk of the Board. Commissioner Carter was out and excused. COMMISSIONERS' MINUTES Page 2 of 4 The Commissioners denied the request of the Coroners Office for a budget extension. The Commissioners denied the request of the Lake Roosevelt Forum for a $1,000.00 contribution. The Chair of the Board was authorized to sign the County Road Administration Board Certification of 20o6 Road Fund Expenditures for Traffic Law Enforcement. The Commissioners approved the request of the Accounting Department for a budget extension in the amount of $11,319.00 for Operating Transfers to Repair and Demolition. The hearing was set for March 27, 2007 at 1o:0o am. D POHLE, PUBLIC WORKS UPDATE The Commissioners held a bid opening for the Equipment Contract 2007-12. Commissioner Stevens moved to turn over the 4 bids received to Public Works for review and recommendation, Commissioner Allison seconded and the motion passed with 2 Commissioners in attendance. A motion was made by Commissioner Stevens, seconded by Commissioner Allison, that Resolution No. 07 -021 -CC, a resolution in the matter of transferring jurisdiction of a portion of County Road, Kittleson Road, and a portion of the north Frontage Rd to the City of Moses Lake, be passed. The motion carried. The Commissioners signed the contracts for: • Equip. Contract 20o7 -o6 (9 wheel pneumatic roller) to Clyde/West, Inc. • Equip. Contact 2007-07 (asphalt patcher, tow paver w/auger) to Northwest Manufacturing and Distribution, Inc. • Equip. Contact 2007-07 (asphalt patcher, tow paver w/auger) to Mid Mountain Machine • Equip. Contract 2007-o8 (street sweeper) to Sahlberg Equipment, Co. • Equip. Contract 2007-09 (tailgate sander) to Sahlberg Equipment, Co. • Equip. Contract 2007-10 (two-way radio, portable pressure washer, MODIS System & concrete vibrator)to Central Machinery Sales, Inc. • Equip. Contract 2007-10 (two-way radio, portable pressure washer, MODIS System & concrete vibrator) to Snap-On Tools. • Equip. Contract 2007-10 (two-way radio, portable pressure washer, MODIS System & concrete vibrator) to C & J Hydraulics, Inc. • Equip. Contract 2007-10 (two-way radio, portable pressure washer, MODIS System & concrete vibrator) to Day Wireless. As there was no further business to come before the Board the session was continued until February 21, 2007. Commissioner Carter was out and excused. CONSENTAGENDA Commissioner Stevens moved to approve the Consent Agenda, Commissioner Allison seconded and the motion passed with 2 Commissioners in attendance, as presented below: COMMISSIONERS' OFFICE: Commissioners Office Vouchers Special occasion license for the Fraternal Order of Eagles 2622, Ladies Auxilliary, Moses Lake, WA, from the Washington State Liquor Control Board. GRANT MENTAL HEALTHCARE Contract between Grant Mental Healthcare and Benjamin Marte, MD, to perform psychiatrist duties. HUMAN RESOURCES Recommendation to sign a 2007 Consultant Client Service Agreement for the provision of employee medical benefits between Grant County and Mercer Health and Benefits. HEALTH DISTRICT Request for the 2007 TB Hospitalization funds in the amount of $7,000.00 to be transferred into the Health District general budget. As there was no further business to come before the Board the session was continued until February 26, 2007. C Carter at Big Bend RC&D (Moses Lake) MISCELLANEOUS ITEMS: The Commissioners signed the 2007 Professional Services Agreement Conflict and Overflow Investigator, between Grant County and Ellyn Berg. A motion was made by Commissioner Stevens, seconded by Commissioner Allison, that Resolution No. 07 -022 -CC, a resolution in re: strategic infrastructure committee recommendation for funding for the City of George, be passed. The motion carried. A motion was made by Commissioner Stevens, seconded by Commissioner Allison, that Resolution No. 07 -023 -CC, a resolution in re: strategic infrastructure committee recommendation for funding for the Port of Quincy be passed. The motion carried. The Commissioners approved and signed a 2007 Municipal Services Agreement between Grant County and the Grant County Economical Development Council for services rendered. The Chair of the Board was authorized to sign the Gregory Miller (Miller Major Plat) Final Plat Submission and Review, File #o6-4544-02. The Chair of the Board was authorized to sign a Contract No. 0663-95297, Amendment No. o663 -95297 - or between New Hope Domestic Violence/Sexual Assault Services and the Washington State Department of Social and Health Services for emergency domestic violence shelter and advocacy services. The Commissioners advertised for the Call for Bids for County Legal Notices, Paper of Record. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.o8o, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $1,456,812.65, as recorded on a listing and made available to the Board.
