R Smith, Human Resources Update The Grant County Commissioners session was called to order at 9:oo a.m. with Commissioners Allison and Carter in attendance with the Clerk of the Board. Commissioner Stevens was out and excused. COMMISSIONERS WORK SESSION After discussion, the Board requested a meeting be set to discuss the request for budget extension from the Grant County Horticultural Pest and Disease Board in the amount of $22,680.00 for removal of diseased trees owned by Victor Kaech, Quincy. The meeting was set for February 27, 2007 at 3:30 pm. The Commissioners signed a 2oo6 GMA Planning Contract between Grant County and Michael J. McCormick, AICP. The Chair of the Board was authorized to sign Resolution No. 20o6-1 from the Finance Committee to re -approve the County Investment Policy; COMMISSIONERS' MINUTES Page 2 of 5 The Commissioners approved the Sheriff s Office request for budget extension in the amount of $3,700.00 to receive a reimbursable traffic safety grant from the WA Assoc of Sheriffs and Police Chiefs (WASPC). The hearing was set for March 7, 2007 at it:oo am. As there was no further business to come before the Board the session was continued until February 13, 2007. TUESDAY. D POHLE, PUBLIC WORKS UPDATE The Notice to Call for Bids for Crushing & Stockpiling (3 -Sites) was not presented for approval. Discussion was held regarding: 6 Year Road Program; Cleans Harbor Meeting on February 14, 2007 at r:oo pm; Free Dump Day; and 3rd Household Hazardous Waste Event. The Commissioners signed the Authorization to Call for Bids on the Rd. 5 -NW Overlay project. The Commissioners approved the recommendation of the Public Works Director to award the contract for the lo,000 gal. Asphalt Relay Tank Trailer to Ingersoll-Rand Equipment Services, Spokane, WA in the amount of S105,474.49; and the Asphalt Hauling and Dispatch Services to Haney Truck Line, Yakima, WA, as presented on the bid. The Commissioners approved the out of state travel for one employee to attend the 2007 Pacific Northwest Bridge Inspector's Conference in Portland, OR. CONSENT AGENDA Commissioner Carter moved to approve the Consent Agenda, Commissioner Allison seconded and the motion passed with 2 Commissioners in attendance, as presented below: COMMISSIONERS' MINUTES Page 3 of 5 COMMISSIONERS' OFFICE: Request from the Ephrata Chamber of Commerce to use the Courthouse lawn and steps for the 2007 Basin Summer Sounds Music Festival. Special occasion license request for the Columbia Basin Rodeo Association, Moses Lake, WA, from the Washington State Liquor Control Board. Salary, wage, and/or position changes for Melissa McKnight, Public Records Officer and June Strickler, Board of County Commissioners. Commissioners Office Vouchers Resolution in the matter of Winter Storm, January 5-7, 2007, Local Declaration of Emergency. Recommendations to: 1. Sheriffs Office to promote a Corrections Officer to the rank of Sergeant; 2. Emergency Management to fill their Project Coordinator position recently vacated; 3. Prosecuting Attorney's Office to hire Patty Cannon as a Legal Secretary II; and 4. Information Services to hire Carlos Garay as the .5o FTE Help Desk/Administrative Assistant. Resolution approving Grant County Levies for 2007 taxes. SHERIFF'S OFFICE Request for out of state travel for 4 employees to attend "Police Officers Rights" training in April, 2007. PLANNING DEPARTMENT Ordinance relating to the amendment of the Unified Development Code 24.12 Shorelines Program (approved at hearing on January 30, 2007). Resolution in the matter of approving a Preliminary Plat of 14.41 -acres into 40 lots for Paul Bernson, Sandcastle Estates V (approved at hearing on January 30, 2007). Resolution in the matter of approving a Preliminary Plat of 63.03 -acres into 13 lots for Dennis Barger / Homestead Acres (approved at hearing on February 6, 2007). As there was no further business to come before the Board the session was continued until February 19, 2007. LAllison @ Leg Steering Committee (Olympia) 9:3o a.m. — 1:oo p.m. MISCELLANEOUS ITEMS: BOARD OF EQUALIZATION The Commissioners approved the request of the Human Resources Director for an additional salary band for the existing regular part-time Scanner positions in the Clerk's Office. The Commissioners approved the request of the Prosecuting Attorney's Office for a budget extension in the amount of 85,000.00 for overtime wages associated with Public Records requests. The hearing was set for March 6, 2007 at 10:3o am. A motion was made by Commissioner Carter, seconded by Commissioner Allison, that Resolution No. 07 -020 -CC, a resolution to Congress regarding loss of federal entitlement benefits for medical costs of incarcerated individuals, be passed. The motion carried. The Commissioners approved the request of the Information Services Director for out of state travel for 2 employees to attend a HelpSTAR Training Seminar in Las Vegas, NV. The Chair of the Board was authorized to sign the Moses Pointe Holdings (Moses Pointe Blks 1 and 2) Final Plat Submission and Review, File #92-1384-o8. The Commissioners signed the Public Works Claims Fund Voucher Approval No. 02-1 through No. o2-151 in the total amount of $489,03532, as recorded on a listing and made available to the Board. As of this date the Board by a majority vote does approve for payment those vouchers as presented by the Grant County Health District: Payroll Vouchers No. 1 - 5, and General Fund Vouchers No. 6 — 59, in the amount of $163,635.44, as recorded on a listing and made available to the Board. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.o8o, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of 51,283,184.66, as recorded on a listing and made available to the Board. MINUTES Page 5 of 5 The Chair of the Board was authorized to sign the Authorization of Canvassing Board Representatives, Auditor's Staff, appointing representative personnel to assist with the Special Election, to be held February 3, 2004, and appointing the Chair to serve as Delegation of County Legislative Authority to serve on the Canvassing Board. The Commissioners signed the Professional Services Agreement for Legal Representation of Indigent Individuals in Grant County Superior Court (Adult Felony Only) for Overflow and Conflict contractors, between Grant County and Brian M.
