R Smith, HR Update The Grant County Commissioners session was called to order at 9:oo a.m. with all the Commissioners in attendance with the Clerk of the Board. J STRICKLER ADMINISTRATIVE SERVICES COORDINATOR UPDATE The Commissioners signed a Professional Services Agreements for Legal Representation of Indigent Individuals in Superior Court (Adult Felony Only) Part -Time Contractor for Mike Felice; and Full Time Contractor for David Kraft. COMMISSIONERS WORK SESSION The Commissioners approved the request for a County motor pool car to be permanently assigned to the Clerk's Office. COMMISSIONERS' MINUTES Page 2 of 5 The Commissioners denied the request from Sheriffs Office for budget extension in the amount of $2,511.00 to reimburse the Sheriffs Office Search and Rescue Team (SART) for expenses incurred. The Board approved the spending of existing budget dollars for this expense. The Commissioners approved the request of the Facilities and Maintenance Dept. to purchase a Honda TRX42oFE Rancher from Chets Honda in Quincy in the amount of $6,418.97. A motion was made by Commissioner Stevens, seconded by Commissioner Carter, that Resolution No. 07 -o10 -CC, a resolution authorizing a sole source purchase from Washington Air Reps in the amount of $45,000.00 to purchase a Cooling Tower for the Law & Justice Building, be passed. The motion carried. As there was no further business to come before the Board the session was continued until January 23, 2007. D POHLE, PUBLIC WORKS UPDATE The Commissioners met with the Public Works Director regarding: Authorization to Call for Bids: 1o,000 gal. Asphalt Relay Tank Trailer (Dist. 2) and Asphalt Hauling and Dispatch Services 2007; Lincoln County Inter -Local Agreement; Contract Award Letters for: Trailers/Mid-Mountain Mach. & Olympic Trailer & Truck, 3.0 cy Wheel Loader/Central Machinery Sales, and 1o,000 gal. Asphalt Tank Trailer/No Bids Received; Automobiles & Pickups/Discovery Ford, Dwayne Lane's Dodge and Bud Clary Auto Dealerships; Dump Trucks and Snow Plows/Freedom Truck Centers; Resolution for Assigning CRP Numbers; Local Agency Agreement: 7 -NE Guardrail Upgrade, Sunland Rd. Guardrail Upgrade, and H -SE Rd. Guardrail Upgrade; Materials Quotes: Crack Sealant, Grader Bits, & Culverts; 2007 HHW Events for COMMISSIONERS' MINUTES Page 3 of S Solid Waste plans to utilize state contract for Hauler; and February 14th is tentative for meeting with Clean Harbors concerning HW activities (drum removal). The Commissioners signed the Authorization to Call for Bids for the lo,000 gal. Asphalt Relay Tank Trailer (Dist. 2) and set the bid opening date for February 6, 2007 at 1:30 pm; and Asphalt Hauling and Dispatch Services 2007 and se the bid opening date for February 6, 2007 at 1:45 pm. The Commissioners held bid openings for the above specified Equipment Contracts. By unanimous vote, it was moved to turn over all bids to the Public Works department for review and recommendations. The Board approved the request to re -bid the contract The Commissioners approved the request of the Solid Waste Programs Coordinator to utilize the state contract for the Household Hazardous Waste Collection events to be held in 2007. A motion was made by Commissioner Stevens, seconded by Commissioner Carter, that Resolution No. 07 -009 -CC, a resolution in the matter of initiating County road projects and assigning CRP numbers, be passed. The motion carried. COMMISSIONERS' MINUTES Page 4 Of 5 The Chair of the Board was authorized to sign the State of Washington County Road Administration Board (CRAB) Certification of the 2007 Road Levy and Estimated Revenue Produced form. The Commissioners approved and signed an Interlocal Cooperative Agreement between Lincoln County and Grant County to repair, construct and maintain roadways within each county. CONSENT AGENDA Commissioner Stevens moved to approve the Consent Agenda, Commissioner Carter seconded and the motion passed unanimously, and as presented below: Special Occasion License requests from the Washington State Liquor Control Board for: • USA Mixed Martial Arts, 8427 Valley Green Ct, Olympia, WA 98513 • Fraternal Order of Eagles 2622, Ladies Auxilliary, 1517 W Broadway, Moses Lake, WA 98837 • Washington State Potato Foundation, 26o McDonald Dr., Pasco, WA 99301 BOCC Office Vouchers Approved the request for Out of State Travel for one employee to travel to Dallas, TX to attend a training class on "Crimes against Women". ASSESSOR'S OFFICE: Approved an amendment to Geographic Information Interlocal Agreement between Grant County and Grant County Public Utility Department (GCPUD) for shared Geographical Information System (GIS) services. Approved the recommendation for the salary, wage, and/or position changes as for Derek Pohle, PE, Director/County Engineer, Public Works Department. FEMA BOARD MEETING FRIDAY, JANUARY 26, 2oo7: BOCC and Staff at Training (Spokane) SATURDAY, JANUARY 27, 2007 BOCC at Moses Lake Roundup Rodeo Banquet (Moses Lake) MISCELLANEOUS ITEMS The Commissioners accepted the resignation oft eh Skip Gregoire from the Grant County Tourism Commission. The Commissioners approved the request from the Prosecuting Attorney's Office to purchase a copy machine in the amount of $15,000.00 that was approved in the 2007 Budget. The Commissioners approved the request of the Prosecuting Attorney's Office for out of state travel for one employee to attend Evidence for Prosecutors training in New Orleans, LA; and for one employee to attend Crimes against Women training in Dallas, TX. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount $1,432,740.00, as recorded on a listing and made available to the Board. The Commissioners approved the October 30, 20o6 and the November 6, 2oo6 Commissioners Proceedings. Signed this % day of 2007.
