R Smith, HR Update Executive Session was called from 3:15 p.m. — 3:40 p.m. regarding personnel issues The Grant County Commissioners session was called to order at 9:oo a.m. with all the Commissioners in attendance with the Clerk of the Board. COMMISSIONERS WORK SESSION The Commissioners reviewed the request from the Sheriff's Office for a $9,000.00 budget extension. It was determined that more information was needed to determine the correct amount necessary. This has been tabled for further review. The Commissioners reviewed the request from District Court for a $31,748.00 budget extension. It was determined that more information was necessary to make a decision. This has been tabled for further review. Page 2 of 6 COMMISSIONERS' MINUTES OPEN RECORD PUBLIC HEARING, EMERGENCY COMMUNICATIONS BUDGET The Commissioners held an open record public hearing regarding a budget extension request from Dave Firebaugh, Chief Accountant, for the newly created fund# 135, Department # 186 named Emergency Communications in the amount of $3,000,000.00 Commissioner Carter moved to close the public comment portion of the hearing, Commissioner Allison seconded and the motion passed with 2 Commissioners in attendance. Commissioner Carter moved to adopt the budget extension as presented, Commissioner Allison seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned (Resolution No. 07 -080 -CC) CLOSED RECORD PUBLIC HEARING, ANTHONY SCHNEIDER PRELIMINARY The Commissioners held a Closed Record Public Hearing regarding a Preliminary subdivision application from Anthony Schneider for a subdivision of a 53 28 -acre parcel into five lots in the Rural Residential -1 Zone of Grant County All five lots will be for residential purposes. Location of the proposal is a portion of the northeast quarter of S 18, T 20 N, R 26 E, W M, Grant County. The site address is 9766 Rd "E" NW (Parcel no. 16-o621-001). Commissioner Allison brought up discussion on Condition rib and the additional loo ft setback being requested by the Planning Commission. The Commissioners opinion is that this is not needed. Commissioner Carter moved to approve the Planning Commission recommendation and approve the application, recognizing the 15 Conditions of Approval, removing Condition 11 b, and 12 Findings of Fact. Commissioner Allison seconded and the motion passed with 2 Commissioners in attendance. The hearing adjourned. As there was no further business to come before the Board the session was continued until June 26, 2007. D POHLE, PUBLIC WORKS UPDATE The Commissioners approved the recommendation of the Director to award the bid for the Rd L -NE (CRP 07-09) to HLT Construction, Ephrata, WA 1n the amount of $391,218 04. Nonhighway and Off-road Vehicle Activities (NOVA) Education and Enforcement Authorizing Resolution authorizing applications for funding assistance project to the Interagency Committee for Outdoor Recreation (IAC). (Resolution No. o7 -o81 -CC) Recommendations for• • Grant Mental Healthcare to hire Susan Wolf as a part-time HR Assistance and set the starting wage • Personnel Action Request for Gary Baker, Technology Services • Approval of a District Court employee request for nine hours of leave without pay • Sheriffs Office to hire two temporary/seasonal scanning positions HEALTH DISTRICT Request for permission to sign a County Program Agreement / WorkFirst between Grant County and the Washington State Department of Social and Health Services, Community Services Division. Per House Bill SSB 5454, request to transfer matching funds in the amount of $9,872.00 from the Law and Justice Fund into the Trial Court Improvement Fund. OPEN RECORD PUBLIC HEARING, FAIRGROUNDS EMERGENCY MANAGEMENT AND SHERIFF'S OFFICE BUDGET EXTENSIONS The Commissioners held an open record public hearing regarding budget extension requests from: Grant County Fairgrounds, $4,000 oo for a signage purchase Grant County Emergency Management, 52,654 oo, to purchase video equipment using grant funds from the Energy Site Evaluation Council Grant County Sheriffs Office, $32,789.00, to receive an increase to their Narcotics Task Force Program Grant Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner Allison seconded and the motion passed with 2 Commissioners in attendance Commissioner Stevens moved to adopt the budget extension as presented, Commissioner Allison seconded and the motion passed with 2 Commissioners in attendance. The Commissioners approved for distribution to Elected Officials and Department Heads Administrative Policy 07-03 Computer Usage Policy. The Commissioners approved the June 6, 2007 request from the Sheriffs Office for a budget extension in the amount of $19,360.00 to hire two temporary/seasonal full time positions for scanning and set a public hearing for July 24, 2007 at 4:00 pm. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.o8o, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, In the amount of S2,243,386.57, as recorded on a listing and made available to the Board. The Chair of the Board was authorized to sign the Grant County Fire District 4 (Cole Family Short Plat) Final Plat Submission and Review, File #o6-4617-01; DoubleK Land Co. (Bob Christensen) File #o6- 4662-01, Familigia, LLC (Columbia River Reserve Phase 1) File #o6-4520-03; and the Eric Walker (Walker Replat) File #o6-4674-02. The Chair of the Board was authorized to sign a Department of Community, Trade and Economic Development Community Development Block Grant Request for Amendment to extend the end date of the Beverly Water District Grant No 05-64005-024 from July 31, 2007 to July 31, 2008. The Commissioners approved the recommendation of the Human Resources Director for Grant Mental Healthcare to hire Wendy Sandmann as a Public Benefits Specialist. The Chair of the Board was authorized to sign a County Program Agreement (No. 0763-1859o) Long - Term Payable between Grant County Prevention and Recovery Center (PARC) and the Washington State Department of Social and Health Services (DSHS) to provide the County with a working advance for assistance with the "Wait time" for receiving payment from DSHS/DASA for substance abuse services. The Commissioners denied the June 6, 2007 request of the Sheriffs Office for additional personnel which included a budget extension request in the amount of $162,712.00.
