HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (430)COMMISSIONERS' PROCEEDINGS Week of September 25, 2006 The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Commissioners approved the August 21, 2006 Commissioners Proceedings. A motion was made by Commissioner Allison, seconded by Commissioner Moore, that Resolution No. 06 -234 -CC, a Resolution/Ordinance relating to the adoption of Interim Official Controls temporarily amending the Unified Development Code (UDC) by temporarily implementing interim Zoning designations consistent with the Land Use Designations approved by the Eastern Washington Growth Management Hearings Board, as adopted in Resolution 04- 007 -CC, and other matters properly relating thereto, be passed. The motion carred. A motion was made by Commissioner Moore, seconded by Commissioner Allison, that Resolution No. 06 -235 -CC, a resolution on issues related to the call for a special election on the formation of a Board of Freeholders and other matters properly related thereto, be passed. The motion carred. A motion was made by Commissioner Allison, seconded by Commissioner Moore, that Resolution No. 06 -236 -CC, a resolution approving a PUD Preliminary Subdivision of 695 -acres into 117 lots for Familigia LLC, be passed. The motion carried. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24 090, in the amount of $1,347,104.82 as recorded on a listing and made available to the Board. The Chair of the Board was authorized to sign a vendor agreement between Grant County Developmental Disabilities and Moses Lake Community Health (Host Agency) and Parent to Parent to provide parent support and education services. The Chair of the Board was authorized to sign approval of the Special Occasion License Applications of the Mattawa/Desert Aire Lions Club, 601 Roslyn Ct., Mattawa, WA 99349, from the Washington State Liquor Control Board. The Chair of the Board was authorized to sign a Request for Advance or Reimbursement (#2) from the USDA-NRCS in the amount of $5,126.75 on behalf of the Grant Conservation District. The Commissioners approved the recommendation of the Human Resources Director for Grant Mental Healthcare to increase the monthly salary for the ARNP and Psychiatric RN position monthly salaries to the new Step 5 of their revised salary ranges. Page 1 of 3 COMMISSIONERS' PROCEEDINGS Week of September 25, 2006 The Commissioners approved the recommendation of the Facilities and Maintenance Director to award the trimming of the Courthouse trees to Basin Tree Service in the amount of $6,339.13; and to advertise for bidders for an ADA Chaulift for the first floor annex to the lower floor of the old Courthouse. The Commissioners approved the request of the Fairgrounds manager to hold a budget extension hearing in the amount of $15,957.00 to purchase a F-150 pickup and a Case W-14 Wheel Loader. The hearing was set for October 24, 2006 at 10:30 am. The Commissioners held an open record public hearing regarding a budget extension request from the Grant County Emergency Management to receive a grant from Emergency Management Preparedness Assistant Grant $42,627.00 and a Law Enforcement Terrorism Prevention Program Grant $4,858.51 , in the total amount of $47, 485.51. Commissioner Allison moved to close the public record portion of the hearing, Commissioner Moore seconded and the motion passed unanimously Commissioner Moore moved to approve the budget extension as presented, Commissioner Allison seconded and the motion passed unanimously. The hearing adjourned. A motion was made by Commissioner Allison, seconded by Commissioner Moore, that Resolution No. 06 -237 -CC, a resolution relating to a supplemental budget extension to the Department of Emergency Management in the total amount of $47,485.51, be passed. The motion carried. As there was no further business to come before the Board and the Commissioners were out the rest of the week to the Washington State Association of Counties conference, the session was continued until October 2, 2006. September 28, 2006 The Commissioners gave authority via telephone to the Deputy Clerk of the Board to sign the Public Works payroll journal for the month of September on their behalf.
