CALL FOR A SPECIAL ELECTION ON THE )
FORMATION OF A BOARD OF FREEHOLDERS)
AND, OTHER MATTERS PROPERLY RELATED)
THERETO
Recitals:
WHEREAS, pursuant to Const. art. 11, section 4 (amendment 21), Petition For Election
Of Board Of Freeholders (Petition) was timely filed with Grant County, calling for election of a
board of twenty-one (21) "freeholders" at the next general election, for the purpose of framing a
proposed "Home Rule" county charter for Grant County, to submit to Grant County electors, for
approval or rejection, and
WHEREAS, after canvassing the Petition, the Auditor's Office found and determined
the Petition was signed by the required registered Grant County electors equal in number to ten
percent (10 %) of the electors voting at the last preceding general election in Grant County; and
WHEREAS, the Auditor's Office timely submitted the Petition to the Board of County
Commissioners (BOCC), for its consideration and review, to make appropriate decisions
properly related to the Petition, pursuant to applicable authority; and
WHEREAS the BOCC found and determined on September 6, 2006, that a special
election should be held, to be placed on the November 7, 2006, general election ballot, on the
question of whether a board of twenty-one (21) freeholders should be formed for Grant County,
to convene according to applicable authority and, frame a proposed county "home rule" charter
for Grant County, to be submitted to qualified electors in a subsequent election, for approval or
refection; and
WHEREAS, on September 6, 2006, the BOCC made its final decision to apportion the
number of twenty-one (21) freeholders to be elected in accordance with Grant County
Commissioner districts, in proportion to the population of said districts as nearly as may be, if
the electors approve formation of a freeholder board for Grant County, and
WHEREAS, on September 6, 2006, the BOCC determined the procedure for nomination
of qualified electors as candidates for the proposed board of twenty-one (21) freeholders for
Grant County, if the electors approved formation of a freeholder board for Grant County. The
BOCC created seven (7) freeholder districts in each Grant County Commissioner district,
utilizing data, mapping and other information, from the Assessor's Office; and

WHEREAS, the Auditors' Office opened a special filing period for candidates desiring
to file as a candidate for a position on the board of freeholders for Grant County, if the electors
approve formation of a freeholder board for Grant County.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners, as
follows:
Section 1. The Grant County Auditor is hereby directed to place a question on the November
7, 2006, general election ballot for Grant County electors, to determine whether a board of
twenty-one (21) freeholders should be formed for Grant County, to convene according to
applicable authority and, frame a proposed county "home rule" charter for Grant County, to be
submitted to qualified electors in a subsequent election, for approval or rejection, pursuant to
Const. art 11, section 4 (amendment 21).
Section 2. Pursuant to authority granted in Const. art. 11, section 4 (amendment 21), the
twenty-one (21) freeholders to be elected shall be apportioned in accordance with Grant County
Commissioner districts, in proportion to the population of said districts as nearly as may be, if
electors approve the formation of a freeholder board for Grant County, in the November 7, 2006,
general election.
Section 3. Pursuant to authority granted in Const. art 11, section 4 (amendment 21), the
procedure for nomination of qualified electors as candidates for the proposed board of twcnty-
one (2 1) freeholders for Grant County, if electors approve the formation of a freeholder board for
Grant County, in the November 7, 2006, general election, shall be as follows:.
A. Each Grant County Commissioner district shall be divided into seven (7)
freeholder districts, based on the precinct boundaries in each Grant County
Commissioner district. Qualified electors can only vote on the freeholder
candidates in the Grant County Commissioner district in which they are registered
to vote.
B. Each of the seven (7) freeholder districts in each Grant County Commissioner
district shall be assigned a position number, i.e., 1 — 7, inclusive, by the Auditor's
Office.
C. Each of the seven (7) freeholder positions in each Grant County Commissioner
district shall constitute a separate office for all election purposes.
D. Otherwise qualified freeholder candidates can only file for the freeholder position
in the freeholder district in which the freeholder candidate resides.
E. The freeholder candidate in each of the twenty-one (21) freeholder districts
receiving the greatest number of votes shall be deemed elected to serve on the

freeholder board, if electors approve the formation of a freeholder board for Grant
County, in the November 7, 2006, general election.
Section 4. A sample ballot title for the formation of a freeholder board for Grant County,
attached hereto as Exhibit A, is incorporated reference as an example, as if fully set forth herein.
Section 5. The special election on the proposition for the formation of a board of twenty-one
(21) freeholders shall be conducted by the Grant County Auditor as ex officto Supervisor of
Grant County elections, on November 7, 2006, and, the results shall be canvassed and certified in
accordance with election laws. Nominations for freeholder candidates shall be as provided by
law and this Resolution and, the freeholder positions shall be considered non-partisan.

Formation Of Board Of Freeholders For Grant County
The Board of Grant County Commissioners adopted Resolution No. 06- a3s-CC, concerning a
proposition on the formation of a board of freeholders for Grant County, pursuant to Const. art.
11, section 4 (amendment 21). This proposition would authorize the formation of a board of
twenty-one (21) freeholders for Grant County, to convene according to applicable authority and,
prepare and propose a county "Home Rule" charter for Grant County, to be submitted to
qualified voters in a subsequent election, for approval or rejection.
All as provided in Resolution No. 063 CC. Should this proposition be approved?
