HomeMy WebLinkAboutResolution 06-113-CCBOARD OF COUNTY COMMISSIONERS Grant County, Washington PROCLAMATION TO ADOPT THE NATIONAL INCIDENT MANAGEMENT SYSTEM (NIMS) RESOLUTION Designation of the National RESOLUTION No. 06-//3 -CC Incident Management System (NIMS) as the basis for all emergency/incident response and management in the County of Grant WHEREAS, the President, in Homeland Security Directive (HSPD)-5, directed the Secretary of the Department of Homeland Security to develop and administer a National Incident Management System (NIMS), which would provide a consistent nationwide approach for Federal, State, local and tribal governments to work together more efficiently and effectively to prevent, prepare for, respond to and recover from domestic incidents, regardless of cause, size or complexity; WHEREAS, the Governor of the State of Washington has similarly endorsed NIMS by proclaiming it the official basis for management of incident response in Washington State; WHEREAS, it is necessary and desirable that all Federal, State, local, and tribal emergency agencies and personnel coordinate their efforts to effectively and efficiently provide the highest levels of incident management; WHEREAS,, HSPD-5 requires Federal departments and agencies to make adoption of the NIMS by State, tribal, and local organizations a condition for Federal preparedness assistance beginning in fiscal year 2006, WHEREAS, , to facilitate the most efficient and effective incident management it is critical that Federal, State, local, and tribal organizations utilize standardized terminology, standardized organizational structures, interoperable communications, consolidated action plans, unified command structures, uniform personnel qualification standards, uniform standards for planning, training, and exercising, comprehensive resource management, and designated incident facilities during emergencies or disasters; Page 1 of WHEREAS, the NIMS standardized procedures for managing personnel, communications, facilities and resources will improve Grant County's ability to utilize federal funding to enhance local and state agency readiness, maintain first responder safety, and streamline incident management processes; NOW, THEREFORE, BE IT HEREBY RESOLVED THAT; by the Board of County Commissioners as follows: Grant County adopts the National Incident Management System. That this system will be used at all incidents and drills, taught in all Grant County training courses, and reflected in all emergency mitigation, preparedness, response and recovery plans and programs. O Box 37 Ephrata WA. 98823 Dear County Commissioners: Homeland Security Presidential Directive Number 5 requires all local state and federal departments and agencies to make adoption of the National Incident Management Systems (NIMS) a condition for Federal preparedness assistance beginning in fiscal year 2006 They have also created a dead line of Sept 30, 2006 The notion is to create a management system for Federal, State, local, and tribal emergency agencies and personnel In order to coordinate efforts to effectively and efficiently provide the highest levels of Incident management during any crisis; You will see by the language of the resolution it describes a management system which utilizes standards in terminology, organizational structures, interoperable communications and consolidated action plans. It creates unified command structures to improve management of disaster operations in the field and at the emergency operations center. Procedures for managing personnel, communications and facilities to include resources will greatly Improve Grant County's capabilities as well as allow us continued use of federal funding for additional resources to enhance local agency preparedness and first responder safety. I request that the Board review this proposed resolution I am available to discuss this matter with the Board and with others to reach agreement that the County of Grant should consider this resolution for adoption of the National Incident Management System (NIMS).
