HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (412)COMMISSIONERS' PROCEEDINGS Week of January 17, 2006 The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Commissioners signed the Working Agreement By and Between Grant County and Grant County/Solid Waste and the International Union of Operating Engineers Local No. 280, and effective January 1, 2006 to December 31, 2006, The Commissioners held a public hearing regarding an amendment of the Rural Areas of More Intensive Development (LAMIRD, previously known as RAID) identified in the Comprehensive Plan as Moses Lake 10, which is mandated by the Final Decisions and Orders (Case #'s 99-1-0016 & 99-1-0019) of the Eastern Washington Growth Management Hearings Board. The proponent is Grant County; the property owner is Martel Palmer The site is located at the intersection of I-90 and O Road NE, T 19, R 29, S 33 EWM. Grant County (Parcel No. 190568000). The Director of Planning read from the LAMIRD Boundary Analysis for the "Moses Lake 10" proposal Commissioner Allison wanted to put on the record that CTED would approve this LAMIRD Commissioner Moore asked of the Planning Director if there was any verbal opposition; the Director stated "no". Martel Palmer thanked the Board for their time and stated he was here to answer any questions. The Board asked Mr. Palmer how he came about only selling the 18.7 -acres, Mr. Palmer answered that his property is divided by a concrete irrigation ditch so he chose to sell this portion only and that the buyer is planning to put a service station on it. Commissioner Moore moved to close the public comment portion of the hearing, Commissioner Allison seconded and the motion passed unanimously. Commissioner Allison moved to uphold the Planning Commissions recommendation to approve the LAMRID as presented recognizing the 50 Findings of Fact, Commissioner Moore seconded and the motion passed unanimously. The hearing adjourned. The Commissioners met with the Public Works Director regarding- Authorization to Call for Bids for the Central Shop Shed Ceiling Retrofit project; Resolution to Increase ER & R Budget; STP: Cities/County Agreement; Rd N -NE; Out of State Travel request; and Flag Etiquette. The Commissioners signed the Authorization to Call for Quotes on Central Shop Storage Shed Ceiling Retrofit. The quote submission date is February 7, 2006 at 1:30 pm. A motion was made by Commissioner Allison, seconded by Commissioner Moore, that Resolution No. 06 -005 -CC, a resolution approving the Strategic Infrastructure Committee Recommendations for Funding, be passed. The motion carred. A motion was made by Commissioner Moore, seconded by Commissioner Stevens, that Resolution No. 06 -006 -CC, a resolution in the matter of using equipment rental and revolving funds for reimbursement to County road for equipment in original contract of Quincy District Shop, be passed. The motion carred. Page I of 4 COMMISSIONERS' PROCEEDINGS Week of January 17, 2006 The Commissioners held a Closed Record Public Hearing regarding the Minor Rezone application from Euro -Design to change the zoning of their property from Urban Residential -3 (UR3) to Urban Residential -2 (UR2) in order to make the zoning and land use designation consistent. The site is located at 7488 Wild Goose Lane Moses Lake, Washington The Planning staff is forwarding the Planning Commission's recommendation to approve the rezone with ten findings of fact. Commissioner Deborah Moore moved to approve the recognizing the ten findings of fact, Commissioner LeRoy Allison seconded the motion and the motion passed unanimously. The hearing adjourned. A motion was made by Commissioner Moore, seconded by Commissioner Stevens, that Resolution No. 06 -008 -CC, an ordinance relating to an amendment of the Gant County Zoning Map for Euro -Design changing one 2 -acre lot zoned Urban Residential -3 to Urban Residential -2 located within the Moses Lake UGA Boundary in the Cascade Valley area, be passed. The motion carried. The Commissioners held a Closed Record Public Hearing regarding a Plat Alteration application from Euro -Design of Lot 6, Block 1 of Wild Goose Tracts Phase 1. The Plat alteration will consist of dividing one, 2 -acre lot, into two, 1 -acre lots, for residential purposes. The site is located at 7488 Wild Goose Lane, Moses Lake, Washington. Planning staff forwarded to the Board the Planning Commission's final recommendation to approve the Plat Alteration along with 10 findings of fact. Commissioner Allison moved to uphold the Planning Commission's recommendation to approve the Plat Alteration recognizing the twelve conditions of approval and six findings of fact. Commissioner Moore seconded and the motion passed unanimously. The hearing adjourned. A motion was made by Commissioner Allison, seconded by Commissioner Moore, that Resolution No. 06 -007 -CC, a resolution in the matter of approving a Plat Alteration for Euro - Design of Lot 6, Block 2, of Wild Goose Tracts Phase 1, be passed. The motion Gamed. As there was no further business to come before the Board the session was continued until, January 18, 2006. January 18, 2006 The session was continued at 9:00 a.m. with all the Commissioners Moore and Allison in attendance with the Clerk of the Board. Commissioner Stevens was out of town and excused. The Commissioners signed the Public Works Claims Fund Voucher Approval No. 01-1 through No. 01-43 in the total amount of $652,017.44, as recorded on a listing and made available to the Board. Page 2 of 4 COMMISSIONERS' PROCEEDINGS Week of January 17, 2006 As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amounts of $499,326.73 and $1,535,505.22, as recorded on a listing and made available to the Board. The Commissioners approved a two percent (20/G) general wage increase to the Compensation Plan salary structure for non -represented employees, and a three percent (3%) general wage increase for the Assessor, Auditor, Clerk, Coroner, Prosecuting Attorney, Sheriff, Treasurer, and County Commissioners effective January 1, 2006. The Commissioners approved a 50/50 split (employer/employee) to the Health Insurance increase for all employees unless a labor agreement is in place which states otherwise. The following bargaining units have not settled their respective agreements and employees will pay 100% of the increase: Courthouse/Juvenile/Public Works Legal Secretary Teamsters/Sheriff Support Teamsters For the following bargaining units, Grant County will pay 100% of the increase: Deputies Sheriff's Correction Officers The Commissioners signed a Professional Services Agreement for Legal Representation of Indigent Individuals in the Juvenile Division of Grant County Superior Court (Juvenile Offenders Only) Part Time Contractors between Grant County and Janelle Peterson. The Commissioners made the decision to deny the recommendation of the Strategic Infrastructure Program Advisory Committee and decline to award funding for the Fiber Optic Cable to former K -Mart Building project and the Fiber to the Gorge Fiber Optics Installation project. The Commissioners signed the State of Washington County Road Administration Board Certification of the 2006 Road Levy and Estimated Revenue produced form. As there was no further business to come before the Board the session was continued until January 23, 2006.
