HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (409)COMMISSIONERS' PROCEEDINGS Week of November 21, 2005 The Grant County Commissioners session was called to order at 9:00 a.m. with two Commissioners in attendance with the Clerk of the Board. Commissioner Moore was out of the office and excused. The Commissioners approved the request from Grant County Juvenile Court and Youth Services for out of state travel for an employee to travel to Astoria, Oregon. The Chair of the Board was authorized to sign the approval of a Special Occasion License for Habitat for Humanity of Greater Moses Lake, 601 S Pioneer Way, Ste F, Moses Lake, WA 98837, from the Washington State Liquor Control Board. The Commissioners approved the salary, wage, and/or position changes as recommended by the Human Resources Director for: Rachel Sanden, Developmental Disabilities Residential; Igor Shaporda, Planning, Lynette Henson, Coroner's Office, Angie L. Hightower, District Court: Pete McMahon, Jail; and Teddy Chow, Prosecutor's Office. The Commissioners approved the separation date of November 11, 2005 for Judy M. Mears, Jail. The Commissioners approved the hire date of November 17, 2005 for Jose L. Alfaro and Noelle D. Atkinson, Juvenile Court and Youth Services A motion was made by Commissioner Stevens, seconded by Commissioner Allison, that Resolution No 05 -305 -CC, a resolution stating that Terry Shines, MSW, qualifies as a Designated Mental Health Professional and is employed by Grant Mental Healthcare, be passed. The motion carried The Chair of the Board was authorized to sign an Express Scripts, Inc. Plan Change Request form and a CuraScript Benefit Design and Communication worksheet. As there was no further business to come before the Board the session was continued until November 22, 2005. November 22, 2005 The session was continued at 9:00 a.m. with two Commissioners in attendance with the Clerk of the Board. Commissioner Moore was out of the office and excused. The Commissioners approved the October 31, 2005 session minutes. The Commissioners met in executive session for 20 minutes with legal counsel regarding litigation. Page 1 of 3 COMMISSIONERS' PROCEEDINGS Week of November 21, 2005 The Commissioners signed the 2006-2007 Professional Services Agreement for Public Information and Communications Consultant, Columbia Basin Ground Water Management Area Project, between Grant County and S.C. Communications, Scott Cave. The Commissioners signed the 2006 Professional Services Agreement for Public Information and Communications Consultant, Grant County, between Grant County and S.C. Communications, Scott Cave. A motion was made by Commissioner Stevens, seconded by Commissioner Allison, that Resolution No. 05 -307 -CC, a resolution in the matter of approving a PUD Preliminary Subdivision of 11 acres into 39 lots and 9 tracts for Tec Homes, be passed. The motion carried. The Commissioners met with State Legislators from the 12ih and 13`h Districts, and Elected Officials and Department Heads of Grant County, to discuss issues surrounding Grant County The Commissioners held a public hearing regarding a budget extension for Juvenile Court and Youth Services in the amount of $7,000.00. Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner Allison seconded and the motion passed with two Commissioners in attendance. Commissioner Stevens moved to approve the budget extension as presented, Commissioner Allison seconded and the motion passed with two Commissioners in attendance. The hearing adjourned. A motion was made by Commissioner Stevens, seconded by Commissioner Allison, that Resolution No. 05 -306 -CC, a resolution relating to a supplemental extension in the 2005 budget of the Grant County Juvenile Court and Youth Services Fund #001, Department #117, in the amount of $7,000 00, be passed. The motion carried. The Commissioners met with the Public Works Director regarding: the 1:30 pm Bid Opening for the Rd 4 -NE Guardrail project; Credit Cards; Proposed budget, SIP Grant; Trust Driver's Road District No. 3 Steven Poplin and K C. Keeley; SWAC Meeting on December 7, and Dept of Ecology —Update on Agreed Order. The Commissioners held a Bid Opening on Rd 4 -NE Guardrail. A motion was made by Commissioner Stevens, seconded by Commissioner Allison, to refer the bids to Public Works for their review and recommendation The motion passed with two Commissioners in attendance. The Commissioners approved the recommendation of the Public Works Director that the Rd 4 -NE Guardrail contract be awarded to Frank Gurney, Inc., at the bid price of $156,437.50. Page 2 of 3 COMMISSIONERS' PROCEEDINGS Week of November 21, 2005 As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $433,245.65, as recorded on a listing and made available to the Board. As there was no further business to come before the Board the session was continued until November 23, 2005. November 23, 2005 The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Commissioners approved the separation date of October 18, 2005 for Julie Pippens, Grant Mental Healthcare. The Commissioners approved the salary, wage, and/or position changes as recommended by the Human Resources Director for: Warren Swanson, Andrea D Bidlen, Joseph D. Hill, Eliazar Martinez, Mary L. Rohlman, and Ruby H. Padilla, Juvenile Court and Youth Services. As there was no further business to come before the Board the session was continued until November 28, 2005.
