HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (407)COMMISSIONERS' PROCEEDINGS Week of November 7, 2005 The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $887,403.98, as recorded on a listing and made available to the Board. As of this date the Board by a majority vote does approve for payment those vouchers as presented by the Grant County Health District: Payroll Vouchers #1 — 5, and General Fund Vouchers #6 — 69, in the amount of $151,072.27, as recorded on a listing and made available to the Board. The Chair of the Board was authorized to sign the Special Occasion License Applications of the Othello Ducks Unlimited, 6965 El Camino St, Othello, WA 99344 from the Washington State Liquor Control Board The Chair of the Board was authorized to sign the Authority to Confirm Coverage between Grant County and Mercer Health and Benefits A motion was made by Commissioner Stevens, seconded by Commissioner Moore, to authorize the Chair of the Board to sign a Settlement Agreement and Release between Grant County, a former District Court employee and the Grant County District Court Employees' Association. The motion carried. As there was no further business to come before the Board the session was continued until November 8, 2005. November 8, 2005 The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Commissioners held a public hearing regarding a budget extension for Grant County Developmental Disabilities in the amount of $24,990.00 due to funds received from the North Central Washington Regional Support Network. Commissioner Stevens moved to close the public comment portion of the hearing, Commissioner Moore seconded and the motion passed unanimously. Commissioner Moore moved to approve the budget extension as presented, Commissioner Stevens seconded and the motion passed unanimously. The hearing adjourned. Page 1 of 3 COMMISSIONERS' PROCEEDINGS Week of November 7, 2005 A motion was made by Commissioner Moore, seconded by Commissioner Stevens, that Resolution No. 05 -302 -CC, a resolution relating to a supplemental extension in the 2005 budget of the Grant County Developmental Disabilities Fund #125, Department #167 in the amount of $24,990.00, be passed. The motion carried The Commissioners approved the request from Emergency Management to purchase an Accounting Program in the amount of $1,890.00. The Commissioners met with the Public Works Director regarding: a Resolution on the notice of hearing/intent to vacate -Second St. -Trinidad Area; Authorization to Call for Bids for Rd 4 -NE Guardrail; Interlocal Agreement between Adams County and Grant County/12-SE Rd; Dedication Award to Bob Haring; Draft of Annual Construction Program; Gloyd Drop Box Status; and the Quincy Valley Post Register. A motion was made by Commissioner Stevens, seconded by Commissioner Moore, that Resolution No. 05 -301 -CC, a resolution notice of hearing of the intent to vacate that portion of second street lying east of the east right of way line of Rd W.8 NW, to the west right of way line of Crescent Dr; that portion of Crescent Dr, not previously vacated, lying south of the north right of way line of Second St, to the north right of way line of vacated Third St; any alleys within block 10 not previously vacated, be passed. The motion carried. The Commissioners signed the Authorization to Call for Bids on Rd 4 NE Guardrail CRP 04- 40. Bid opening to be held November 22, 2005 at 1:30 pm. The Commissioners reviewed and signed an Interlocal Agrebment between Grant County and Adams County to widen and resurface Rd 12 -SE The Commissioners reviewed and signed an Oil and Gas Lease between Grant County and EnCana Oil and Gas (USA) Inc. The Commissioners signed an Interlocal agreement between Grant County and the City of Quincy, for the provision of court services within the municipal department of the District Court. As there was no further business to come before the Board the session was continued until November 9, 2005. The Commissioners re -appointed Oscar Ochoa to the Grant County Mental Health and Developmental Disabilities Advisory Board. The Commissioners met in executive session with legal counsel on a conference call from 1:00 pm to 2:00 pm regarding litigation. The Chair of the Board was authorized to sign the Janaury 1, 2006 Renewal Fee Exhibit (Net) between Grant County and AmenBen Solutions Inc. The Commissioners approved the hire date of October 31, 2005 for Terry R. Shines, Grant Mental Healthcare. The Commissioners approved the recommendation of the Human Resources Director for the wage, salary and/or position changes for: Denise Ottosen, Angela Davis, and Decorah Curran, Grant Mental Healthcare; and Joleen D. Ellsworth and Michael A. (Tony) Lidbetter, Juvenile Court and Youth Services.
