HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (400)COMMISSIONERS' PROCEEDINGS Week of January 3, 2006 The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Commissioners signed a Professional Services Agreement for Legal Representation of Indigent Individuals in Grant County District Court Full Time Contractors between Grant County and the following attorneys. Brett W Hill, Brian D Barlow, and Patrick Earl. The Commissioners signed a Professional Services Agreement for the Supervising Public Defender in the Courts of Grant County between Grant County and Alan White. The Chair of the Board was authorized to sign the Keith/Tim Hansen (Country Club Estates #1) Final Plat Submission and Review, File #02-3345-01. Commissioner Allison was authorized to sign the WA State Department of Community Trade and Economic Development (CTED) CDBG Contract Face Sheet (06-64006-002) between Grant County, CTED, and the North Columbia Community Action Council in the amount of $176,788 00. Commissioners Stevens and Allison signed a Settlement Agreement and Release between Grant County and St. Paul Fire and Marine Insurance Company. Commissioner Moore opposed the settlement. A motion was made by Commissioner Moore, seconded by Commissioner Allison, that Commissioner Stevens be elected as Chair of the Board of County Commissioners for the calendar year 2006 The motion passed unanimously A motion was made by Commissioner Allison, seconded by Commissioner Stevens, that Commissioner Moore be re-elected as Vice -Chair of the Board of County Commissioners for the calendar year 2006. The motion passed unanimously. The Commissioners approved for distribution to Elected Officials and Department Heads Policy Memo 06-01, Personnel Action Request (PAR) process From this point forward, the Board of County Commissioners will sign only non -routine PAR'S, the Human Resources Director has the authority to sign and process all routine PAR'S. The Commissioners signed a Department of Social and Health Services (DSHS) and County Agreement on General Terms and Conditions between Grant County and DSHS As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42 24.080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42 24.090, in the amounts of $39,102 01 and $48,295.47, as recorded on a listing and made available to the Board. Pagel of 3 COMMISSIONERS' PROCEEDINGS Week of January 3, 2006 As there was no further business to come before the Board the session was continued until January 4, 2006 January 4, 2006 The session was continued at 9:00 a.m, with all the Commissioners in attendance with the Clerk of the Board. The Commissioners approved the request of the Human Resources Director to reprint the Employee Handbooks in the amount of $3,850.00. The Commissioners approved the request of the Facilities and Maintenance Manager for the installation of a suspended acoustical ceiling in District Court. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24 080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount $338,870.00, as recorded on a listing and made available to the Board. The Commissioners approved the request of the Grant Mental Healthcare Executive Director for out of state travel for an employee to attend training in Orlando, Florida The Commissioners met with the Public Works Director regarding: Authorization to Call for Bids on the Equipment Contracts; Resolution for Load Limitation; Akerblade Condemnation Heanng; Road Postings; Stratford Road issues, and the Interlocal Agreement for the STP -Fuel Tax Redistribution Program. A motion was made by Commissioner Allison, seconded by Commissioner Moore, that Resolution No. 06 -001 -CC, a resolution governing emergency load limitations on county roads, the issuance of special motor vehicle permits to use on weight restricted county roads, and fixing penalties for violations thereof, be passed The motion carred. The Commissioners signed the Authorization to Call for Bids on: 1. Equipment Contract ER&R 2006-01, two Compact 4 -dr Sedan, four Full size 4 -dr Sedan, three Full size 4 -dr FWD Police Sedans, 8 Full size 4 -dr RWD Police Sedans, one Small 4x4 4 -dr cab Pickup w/ auto transmission, seven %: ton 4x4 4 -dr Pickup w/ auto transmission, two 3/4 ton 4x3 extended cab Pickup w/ auto transmission, two 1 ton 4x2 crew cab Pickup w/ auto transmission, one 1 ton 4x4 ext. cab Pickup w/ auto transmission; and one 1 ton 4x4 crew cab Pickup w/ auto transmission. Bids are to be opened January 24, 2006 at 1:30 p.m ; and 2. Equipment Contract ER&R 2006-02, one V -plow, one mid -mount snow plow, and one fork lift tool Bids are to be opened January 24, 2006 at 1:50 p.m. Page 2 of 3 COMMISSIONERS' PROCEEDINGS Week of January 3, 2006 3. Equipment Contract ER&R 2006-03, one 10,000 gal asphalt relay tank. Bids are to be opened January 24 2005 at 2:00 p.m; 4. Equipment Contract ER&R 2006-04, one chip spreader. Bids are to be opened January 24, 2005 at 2 10 p m.; 5. Equipment Contract ER&R 2006-05, two motor graders. Bids are to be opened January 24, 2006 at 2:20 pm, and 6. Equipment Contract ER&R 2006-06, backhoe w/ extend -a -hoe with trailer Bids are to be opened January 24, 2006 at 2 30 pm. The Commissioners signed the Consultant Service Agreement Fairgrounds Master Plan Market Feasibility Study between Grant County and Markin Consulting. The Commissioners signed the Payroll Final Register for the month of December 2005. As there was no further business to come before the Board the session was continued until January 5, 2006. January 5, 2006 The session was continued at 9:00 a m. with Commissioners Stevens and Allison in attendance with the Clerk of the Board. Commissioner Moore was out for the day and was excused. Commissioners Stevens and Allison met in executive session from 9.55 to 10:00 am with the Human Resource Director regarding personnel issues. As there was no further business to come before the Board the session was continued until January 9, 2006.
