HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (399)PROCEEDINGS Week of October 17, 2005 The Grant County Commissioners session was called to order at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Commissioners re -appointed Lary D. Peterson as Commissioner to the Housing Authority of Grant County. The Commissioners approved the request of the Grant County Health District, that the 2005 County contribution in the amount of $127,202.00 be authorized. The Commissioners approved the request of Grant County Developmental Disabilities for a budget extension in the amount of $24,990 00 for a new Mental Health Residential program. The hearing was scheduled for November 8, 2005 at 11:00 am. The Chair of the Board was authorized to sign a request for an emergency purchase from the Grant County Sheriff's Office in the amount of $9,239 00 to replace 4 security windows in the jail The Chair of the Board was authorized to sign a Mitigation Grant Agreement Face Sheet between Grant County Emergency Management and the Washington State Military Department for Grant No E06-174. The Commissioners signed a Mental Health Block Grant Contract between Grant County and the North Central Washington Regional Support Network (NCWRSN). The Commissioners approved the recommendation of the Human Resources Director for the starting rate of pay for. Carmen Navarro, Shelly Spencer, Rebecca, and Claudia J Mills, Clerk's Office. The Chair of the Board was authorized to sign an Employee Status Form for William Hardy, RSN. The Commissioners approved the request of the Washington State University Grant County Extension office for a budget extension in the amount of $4,400.00 for miscellaneous items The hearing was scheduled for November 15, 2005 at 11:00 am. As there was no further business to come before the Board the session was continued until October 18, 2005. Pagel of 5 COMMISSIONERS' PROCEEDINGS Week of October 17, 2005 October 18, 2005 The Grant County Commissioners session was continued at 9:00 a.m. with the Clerk of the Board Commissioner Moore was attending to other business in the office and was not in attendance to the days regularly scheduled session meetings. The Commissioners held a public hearing regarding a budget extension for Developmental Disabilities in the amount of $29,242.00. These funds are from a residential and vendor rate increase and to be used for Administrative salaries Commissioner Stevens moved to approve the budget extension as presented, Commissioner Allison seconded and the motion passed with two Commissioners in attendance. The hearing adjourned. A motion was made by Commissioner Stevens, seconded by Commissioner Allison, that Resolution No. 05 -292 -CC, a Resolution relating to a supplemental extension in the 2005 budget of the Grant County Developmental Disabilities Fund #125, Department #167, in the amount of $29,242 00 be passed. The motion passed with two Commissioners in attendance. The Commissioners met with the Public Works Director regarding: a Resolution for Surplus Hearing Notice on the Quincy Shop; a Resolution for the B.5 NE Extension; Execution of Contracts for the Rd 3 -NE, Rd U -NW, Rd 5 -NW, Bridge #312 Overlay, and Kulm Road projects; Local Agency Agreement Supplement for the 4 -NE Guardrail Project; Treasurers Surplus Equipment, BRAC Meeting in Ellensburg; and Willow Crest Plat/Kevin Richards. The Chair of the Board was authorized to sign a Local Agency Agreement Supplement between Grant County Public Works and the WA State Department of Transportation for the Rd 4 -NE project. A motion was made by Commissioner Stevens, seconded by Commissioner Allison, that Resolution No. 05 -293 -CC, a Resolution in the matter of initiating a County Road Project designated as CRP 05-20f, Rd B 5 -NE, be passed. The motion passed with two Commissioners in attendance. A motion was made by Commissioner Stevens, seconded by Commissioner Allison, that Resolution No. 05 -294 -CC, a Resolution in the matter of declaring surplus and selling Lots 1 through 7, Block 2, of the Quincy Original Plat, be passed The motion passed with two Commissioners in attendance. The Commissioners signed a contract with Basin Paving Co., Moses Lake, WA, for the work and furnishing of tools, materials, and equipment necessary to improve and complete Rd 3 -NE Overlay, Rd U -NW and Rd 5 NW Overlay, Bridge 312, 5 NW Overlay, CRP 04-13 and CRP 03-03 projects; and a contract with Central WA Asphalt, Inc., Moses Lake, WA, for the Kulm Rd SE, CRP 04-11 project. Page 2 of 5 COMMISSIONERS' PROCEEDINGS Week of October 17, 2005 As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24 080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42.24.090, in the amount of $2,293,989.49, as recorded on a listing and made available to the Board. The Commissioners met in executive session from 11:00 to 12:30 and 3:00 to 4:00 with legal counsel on a conference call regarding litigation. As there was no further business to come before the Board the session was continued until October 19, 2005. October 19, 2005 The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Commissioners approved the October 3, 2005 session minutes. The Commissioners signed a Development Agreement between Grant County and Riverview at Crescent Bar, LLC. The Commissioners signed an Interlocal Agreement between Grant County (the "County") and the Town of Mattawa (the "Town") for shared Geographical Information System (GIS) services. The Commissioners approved the request of Juvenile Court and Youth Services for a budget transfer within Fund #001, Department #117 in the amount of $2,000.00. The Commissioners met in executive session from 3:00 to 4:00 with legal counsel on a conference call regarding litigation The Commissioners approved a starting wage adjustment for Carmen Navarro, Clerk's Office. The Commissioners approved the salary, wage, and/or position changes as recommended by the Human Resources Director for: Barbara J. Smith, District Court; Tonya Earley and Kim Newland, Jail; Steven A Hightower, Juvenile; Robert Spence, Building Department; Noemi Seranno and Pat Burleson, New Hope; Irene Garza, Angela Clay, Ricardo Gamez, Jennifer Hubbard (Stuart), and Lisa Voss, Grant Mental Healthcare, Miranda Bridges, Melissa Ellsworth, Wendy Sandmann, Gail Davis, Suzi Fode, and Debra Marceau, Directions in Community Living/Developmental Disabilities Residential; Carmen Navarro, Clerk's Office. The Commissioners approved the separation date of September 10, 2005 for Sidney Gaertuer, September 16, 2005 for Ryan J Blodgett, September 20, 2005 for Scott A. Lesser, September 30, 2005 for Roger T Hemore and Juan Blanco, Jr, Fairgrounds, October 5, 2005 for Monte R Heggie, Coroner's Office and Belinda Thompson, Grant Mental Healthcare; October 7, 2005 for Joel R Koch and October 9, 2005 for Randy J. Gunderson, Fairgrounds. As there was no further business to come before the Board the session was continued until October 20, 2005. October 20, 2005 The session was continued at 9:00 a.m. with all the Commissioners in attendance with the Clerk of the Board. The Chair of the Board was authorized to sign a Larry Van Diest (Van Diest Short Plat) Final Plat Submission and Review, File #05-4124-01 and Duane Bird (Bird Short Plat) Final Plat Submission and Review, File #04-3931-01.
