HomeMy WebLinkAboutCommissioners Proceedings - Commissioners - 20 (392)COMMISSIONERS' PROCEEDINGS Week of August 29, 2005 The Grant County Commissioners session was called to order at 9:00 a.m. with Commissioners Moore and Stevens in attendance with the Clerk of the Board. Commissioner Allison was not in attendance and was excused. As of this date, the Board, by a majority vote, does approve for payment those vouchers certified by the auditing officer as required by RCW 42.24 080, and those expense reimbursement claims certified by the auditing officer as required by RCW 42 24 090, in the amount of $807,301.39, as recorded on a listing and made available to the Board The Commissioners approved the corrected recommendation from the Human Resources Director for Juvenile Court and Youth Services to change one Treatment Counselor job description; change one Treatment Counselor job title to Brief Treatment Therapist, and adjust the salary. As there was no further business to come before the Board the session was continued until August 30, 2005. August 30, 2005 The session was continued at 9:00 a.m with all the Commissioners in attendance with the Clerk of the Board. The Commissioners met with the Public Works Director regarding: Execution of Contracts for the Ephrata Landfill Gas Well & Probe and Rd 2 -SW projects, Call for Bids on Grand Coulee Hill Rd. NE Guardrail; and George Faulkner Vacation hearing. The Commissioners signed the Authorization to Call for Bids on Grand Coulee Hill Rd. NE Guardrail, CRP 03-24g. Bids are to be opened September 13, 2005 at 1:30 pm. The Commissioners signed a contract between Grant County and Hereford Contracting & Excavation, Inc to complete the Ephrata Landfill, Gas Well and Probe Installation. The Commissioners signed a contract between Grant County and Tommer Construction Co., Inc. to complete the Rd. 2 -SW, CRP -04-07 project. The Chair of the Board was authorized to sign a new application for Cascade Valley Grocery, 8034 Valley Rd, NE, Moses Lake, WA 98837 from the WA State Liquor Control Board. Applicants are Townsend Development, LLC, Michael and Rebecca Townsend. 2005. The Commissioners signed the Public Works Payroll Journal for the month of August, Page I of 3 COMMISSIONERS' PROCEEDINGS Week of August 29, 2005 The Commissioners held a public hearing regarding an easement vacation application received from George Faulkner. The Public Works Director stated the easement is contained within Lots 4, 5, and 6 of Pitts Fleming Estates, a replat of Lot 3 Johnson Short Plat, recorded in book 23 of plats on pages 40 and 41, under the Auditor's file number 1168147, lying within Government Lot 5, S 16, T19 N, R 28 E. The Proponent discussed his application and stated he has found no one who objects the application. Commissioner Moore moved to close the public comment portion of the hearing, Commissioner Stevens seconded and the motion passed unanimously. Commissioner Stevens moved to approve the easement vacation as presented, Commissioner Moore seconded and the motion passed unanimously. The hearing adjourned. A motion was made by Commissioner Moore, seconded by Commissioner Stevens, that Resolution No. 05 -275 -CC, a resolution/order granting a road vacation to that portion of the future county road easement contained within lots 4, 5, and 6 of Pitts Fleming Estates, and replat of lot 3 Johnson Short Plat, be passed. The motion earned. The Commissioners signed the Public Works Claims Fund Voucher Approval No. 08-1 through No. 08-115 in the total amount of $350,823.26, as recorded on a listing and made available to the Board. The Chair of the Board was authorized to sign a Confirmation of Services letter between Grant County and LeMaster & Daniels PLLC, to assist the County with Financial Statements The Commissioners approved the request of Emergency Management for a budget extension to allow for Contract #E06-028 from Homeland Security Region Seven operations in the amount of $1,265,759.00 The hearing has been set for September 26, 2005 at 2:30 pm. A motion was made by Commissioner Stevens, seconded by Commissioner Moore, that Resolution No. 05 -274 -CC, a resolution in the matter of declaring certain county -owned property surplus and ordering the sale thereof, be passed. The motion earned. The Commissioners met in executive session from 9:50 am to 10.05 am with legal council regarding litigation. The Commissioners met in executive session from 3:30 pm to 4:30 pm with Jerry Moberg regarding public defense. The Chair of the Board was authorized to sign a Prescription Plan Change Form requiring that Grant County employees with prescriptions for erectile dysfunction medication get authorization prior to purchase from Express Scripts. The Chair of the Board was authorized to sign Contract #0512-81979 between Grant County Developmental Disabilities and the WA State Department of Social and Health Services for a rate increase for services. The Commissioners approved the salary, wage, and/or position changes as recommended by the Human Resources Director for Larry Ledeboer, Sheriff's Office; Todd Taylor, Jail, Susie Mora, Treasurer's Office; and Linda L. Southwell, Juvenile. The Commissioners approved the revised hire date of August 31, 2005 for Berta Balli, Grant Mental Healthcare. The Commissioners approved the hire date of August 25, 2005 for Martin Rafferty, Grant Mental Healthcare; August 13, 2005 for Amber Dillman, Jessica Ames, and Sheri Wilson, August 15, 2005 for Pat Meier, Pamela Law, Amara Hintz, Michelle Cavier, Patricia Andrews, and Jolane Arbuckle, Fairgrounds. The Chair of the Board was authorized to sign Contract #E06-074 and #E06-075 between Grant County and WA State Military Department for Enhanced 911 Funds.
